INGHAM  PARISH  COUNCIL

Minutes of the Meeting of Ingham Parish Council

Date: Monday 20th April 2026  

Venue: Ingham & Cammeringham Village Hall

Attendance: Councillors:  H. Wilson (Chair), N. Brown (Vice Chair), S. Lee, G. Stonham, J. Keir, and S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson and 4 members of the public.

 

061/ April 2026 Public session

Two members of the public were in attendance due to interest in the Councillor vacancy.

062/ April 2026 Apologies for absence

Councillor T. Miller and County Councillor Wimhurst.

063/ April 2026 Consideration of public session matters

There were no matters to discuss.

064/ April 2026 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.

065/ April 2026 Village Caretaker’s report

The Village Caretaker said there was nothing to report.

066/ April 2026 Deed of variation

Members of the school governors attended and reported that the playground lease should be clearer in stating that the school has sole use and maintenance costs.  They suggested a statement such as:

‘The Tenant shall have exclusive rights of access to the Premises at all times, except insofar as the Landlord has a right of access subject to Schedule 2 (a) and (b)’. 

The Clerk will contact Chattertons to see if this would lead to additional charges and the school Governors will contact their solicitor also.  The Clerk will also issue an invoice for half the solicitor costs to the school.

067/ April 2026 Notes of the Meeting of Ingham Parish Council held on the 9th March 2026 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 9th March 2026.

068/ April 2026 Notes of the Meeting of the Personnel Committee held on the 16th March 2026 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the Personnel Committee on 16th March 2026.

069/ April 2026 Police statistics review

There were 4 new incidents in Ingham during February 2026.

070/ April 2026 Clerk’s report on matters outstanding

Crossways/ Cadent – Another incident at the crossroads was noted; Tree overhanging footpath – a tree survey has been received; Car Park – quotations for repair have been received; Grants – FCC have withdrawn the grant application due to the requirement for planning permission.  Councillor Wilson agreed to pursue the planning application and the Clerk will contact WLDC to ensure their grant offer remains in place; Bus shelter grant - £3k is available.  The District Councillor will ask Scampton Parish Council who refurbished theirs; Christmas tree lighting – the booking form has been completed for 5/12; Methodist Church – A s215 notice requires all of the timber framework around the building to be repaired / re-painted within six months of the notice becoming effective, so by November 2026; Open Space seat – Caretaker agreed to refurbish;

The Lincoln Road average speed was in 22.67 mph, out 24.15 mph and on Church Hill 35.6 mph during March/ April. 

071/ April 2026 P3 Liaison Officer report

Councillor Stonham reported that footpaths are generally in good condition.  The Kissing Gate near Ingham House is in poor condition.  The Clerk will report this to Highways. Clothes are being left in the car park for recycling, however, the Salvation Army clothes bank has been removed.

072/ April 2026 District Councillor report

The District Councillor provided an update about the reorganisation of the local Councils, Scampton base and the dissolution of West Lindsey District Council.

073/ April 2026 County Councillor report

The County Councillor sent apologies.

074/ April 2026 Items raised by Councillors for future agenda

Councillor Brown requested that the methodist church is on the next agenda.

075/ April 2026 Defibrillator Maintenance Agreement

Councillors RESOLVED unanimously to renew the agreement for both defibrillators at £114 per unit.

Councillors RESOLVED unanimously to pay electronic payments e187-197.  The Chair signed the HSBC bank statement to confirm the balance at 21st March 2026 of £27,205.94

077/ April 2026 Year End Accounts

The Clerk presented the accounts and the Chair signed the statement.

078/ April 2026 Earmark funds

Councillors RESOLVED unanimously to earmark the £9409 surplus and unused £10k of previously earmarked funds (play surface) to the outdoor play equipment project (£15k) and MUGA project (£4409).

079/ April 2026 External Audit

The Clerk explained the process and timetable.

080/ April 2026 Planning Matters to be Reported and Considered

None.

081/ April 2026 Risk Assessment Play Area

The Clerk presented a report undertaken on 18th April and noted that the cat spring and motorcycle were showing signs that the foundations are loose.  This will be monitored.  Defibrillators are emergency ready.  

082/ April 2026 MUGA project

Councillors RESOLVED unanimously to begin the tender process and identified 6 suppliers. Councillors RESOLVED unanimously to apply for planning permission for the proposed MUGA.

083/ April 2026 Car Park

The Clerk reported that 3 quotes had been received.  The Clerk will send these to the County Councillor and LCC Highways to ascertain whether they would be prepared to share the cost.

084/ April 2026 Outdoor Fitness Equipment

Councillor Stonham agreed to finalise the 1 page requirements document and thereafter 3 quotes can be obtained.

085/ April 2026 Anglian Water grant

Councillors agreed that this would be deferred to a later date to consider.

086/ April 2026 Neighbourhood Plan

The Clerk said that Openplan are in the process of responding to examiner queries.

087/ April 2026 Co-option for Councillor vacancy

The Clerk reported that no applications have been received to date.

088/ April 2026 Parish Grass cutting Agreement

Councillors RESOLVED unanimously to sign the agreement for 2026.27.

089/ April 2026 Tree Survey

Councillors reviewed the survey results and asked the Clerk to request 3 quotes for the proposed works.

090/ April 2026 Trees adjacent to the playground

Councillors RESOLVED unanimously to request a tree survey for the trees adjacent to the playground and those on the Village Green.

091/ April 2026 New Email setup

The Clerk reminded Councillors to finalise the setup of the new email addresses.

092/ April 2026 Correspondence Received

All correspondence was discussed as part of agenda items.

093/ April 2026 Date of the next Parish Council Meeting

The next meeting of Ingham Parish Council will be on Monday 18th May 2026.
