Minutes of the Annual Meeting of Ingham Parish Council

Date: Monday 18th May 2026   

Venue: Ingham Village Hall

Attendance: Councillors: H Wilson, J. Keir, S. Jacklin, N Brown, G. Stonham & T. Miller.  Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker) and 2 members of the public.

 

094/May 2026 Election of Chair

Councillors RESOLVED unanimously to elect Councillor Henry Wilson as Chair.  Councillor Wilson accepted.

095/May 2026 To receive the Chairman’s Declaration of Acceptance of Office

The Declaration of Acceptance of Office form was signed by the Chair.

096/May 2026 Election of Vice Chair

Councillors RESOLVED unanimously to elect Councillor Nick Brown as Vice-Chair.  Councillor Brown accepted.

097/May 2026 To receive the Vice Chairman’s Declaration of Acceptance of Officer

The Declaration of Acceptance of Office form was signed.

098/May 2026 Apologies for absence

Councillors S.Lee, District Councillor Patterson and the County Councillor.

099/May 2026 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

100/May 2026 Village Caretaker’s report

The Village Caretaker reported that he had cleared broken glass from the playing field.  The Clerk will try to contact the parent to request that they speak to their child about this.  There is also a pallet in the dyke behind Saxon Way.  Councillor Wilson will remove this.

101/May 2026 Co-Option of Councillor

Councillors RESOLVED unanimously to co-opt Mr Nick Davey as Councillor.

102/May 2026 Councillor Responsibility Appointments

Councillors RESOLVED unanimously to appoint Gavin Monks as Safety Officer, Councillor Stonham as P3 Liaison Officer Councillor Jacklin as Ingham & Cammeringham Village Hall Representative, Councillor Brown as Village Venture representative, Councillor Jacklin as Ingham Practice Patients Group Representative, Councillor Brown as Councillor responsible for GDPR and Councillors Brown and Stonham as Neighbourhood Plan Steering Group members.

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 20th April 2026.

104/May 2026 Appointment of Internal Auditor/Independent Examiner

Councillors RESOLVED unanimously to continue with the LALC arranged Internal Auditor.

105/May 2026 Adoption of Standing Orders and Financial Regulations

Councillors RESOLVED unanimously to adopt the Standing Orders and Financial Regulations.

106/May 2026 Review and approve Complaints procedure

Councillors RESOLVED unanimously to approve the Complaints procedure.

107/May 2026 Review and Approve the Publication Scheme

Councillors RESOLVED unanimously to approve the Publication Scheme.

108/May 2026 Review and Approve the procedure for handling requests under the Freedom of Information Act 2000

Councillors RESOLVED unanimously to approve the procedure for Freedom of Information requests.

109/May 2026 Review and Approve Disciplinary and Grievance Policy Procedure

Councillors RESOLVED unanimously to approve the Disciplinary and Grievance procedure.

Councillors RESOLVED unanimously to approve the other policies.

111/May 2026 Review and appointment to committees

Councillors RESOLVED unanimously to appoint Councillors Wilson and Lee to the Personnel Committee.

112/May 2026 Review inventory of land and assets

Councillors RESOLVED unanimously to approve the list.

113/May 2026 Adopt the section 137 limit 2026/25

Councillors RESOLVED unanimously to adopt the s137 limit of £11.60 per person on the electoral role.

114/May 2026 Police statistics

The Clerk presented the statistics showing 2 new incidents during March 2026.

115/May 2026 Clerk’s report on matters outstanding

Crossways/ Cadent – the county councillor is chasing the permanent introduction of the new speed limits; Car Park re-surface – quotes received have been sent to the County Councillor and Highways,  Grants – WLDC are happy to extend the offer of £20k until match funding is found, Bus Shelter grant – Up to £3k is available, Planning permission – Councillor Wilson is looking into this, Methodist Church -  A s215 notice has been served by WLDC enforcement, Weeping Ash – a complaint has been received, Tree survey – a tree survey for the trees in the Green and adjacent to the playground has been requested. The Lincoln Road average speed was in 22.75mph, out 24.22 mph and on Church Hill 35.6 mph during April/ May.  There was a high speed of 76mph out on Lincoln Road. 

116/May 2026 P3 Liaison Officer’s report

Councillor Stonham reported that footpaths were in good condition and there is less dog fouling.

117/May 2026 Items raised by Councillors for future agenda

Councillor Brown requested information boards for the scrapyard development be on the agenda.

118/May 2026 County Council Issues

County Councillor Butroid sent apologies.

119/May 2026 District Council issues

District Councillor Patterson sent apologies.

120/May 2026 Data Protection Fee

Councillors RESOLVED unanimously to pay the data protection fee of £52.

121/May 2026 Annual Insurance Renewal 

Councillors RESOLVED unanimously to renew the policy with Ecclesiastical for 2026/27, at a cost of £870. 

122/May 2026 Internal Audit Report 

The Internal Audit report found an issue with the final budget being agreed after the final precept request.  This will be rectified for the forthcoming year.

123/May 2026 Meeting dates 2026/27 

Councillors RESOLVED unanimously to agree the meeting dates for 2026/27.

Councillors RESOLVED unanimously to pay e198 to e204.

124a/May 2026 External Audit

The Clerk noted that the Council do not meet the criteria for exemption. Councillors RESOLVED unanimously not to seek an exemption.

125/May 2026 Approval of The Annual Governance Statement

Councillors RESOLVED unanimously to approve the Annual Governance Statement 2025/26.  The Chairman signed the form.

126/May 2026 Consideration of Accounting statements

Councillors considered the Accounting Statements 2025/26.

127/May 2026 Approval of the Accounting Statements

Councillors RESOLVED unanimously to approve the Accounting Statements 2025/26.

128/May 2026 Chairman to sign and date the Accounting Statements

The Chairman signed and dated the Accounting Statements form.

129/May 2026 Planning Matters to be Reported and Considered

None reported.

130/May 2026 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe.  The defibrillators are operational and emergency ready. There is a split in a rubber climbing nodule.  The Clerk will request a quote for a replacement.

131/May 2026 Neighbourhood Plan

Openplan have responded to the Examiners queries and a response is now awaited.

132/May 2026 Multi Use Games Area

The response to the tender invitation is awaited and will be reviewed at the next meeting.

133/May 2026 Outdoor Play Equipment

Councillor Stonham is re-working the Sport England funding application.

134/May 2026 Grass Cutting

Councillors RESOLVED unanimously to let the grass grow long with mown paths for the green in front of All Saints Church for no mow May.  This will be reviewed moving forward.

135/May 2026 Bus Stop Grant

This was deferred to the next meeting.

136/May 2026 Methodist Church

This was covered earlier in the meeting.

137/May 2026 Correspondence Received

All correspondence was discussed as part of agenda items.

138/May 2026 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 15th June 2026.
