139/ June 2026 Apologies for absence
Councillors T. Miller, N. Brown, District Councillor Patterson, County Councillor Wimhurst and M Couzens.
140/ June 2026 Consideration of public session matters
There were no matters to discuss.
141/ June 2026 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.

The Village Caretaker sent apologies.
143/ June 2026 Notes of the Annual Meeting of Ingham Parish Council held on the 18th May 2026 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 18th May 2026.
144/ June 2026 Police statistics review
There were 2 new incidents in Ingham during April 2026.
145/ June 2026 Clerk’s report on matters outstanding
Crossways/ Cadent – The speed signage has now been introduced; Tree overhanging footpath – a tree survey has been received; Car Park – quotations for repair have been received and sent to the County Councillor; Bus shelter grant - £3k is available; Insurance Renewed and Employer liability cert displayed; External audit - Public rights in place.
The Lincoln Road average speed was in 22.37 mph, out 23.96 mph and on Church Hill 35.5 mph during May/ June.
146/ June 2026 P3 Liaison Officer report
Councillor Stonham reported that footpaths are generally in good condition, however the footpath behind Ingham House is overgrown with nettles. A new lid has been added to the dog bin on Grange Lane.

The District Councillor sent apologies.

The County Councillor sent apologies.
149/ June 2026 Items raised by Councillors for future agenda
Councillor Miller noted that there are signs that some building has taken place at the end of Long Lane. The Clerk will find the original planning decision for this land. Councillor Stonham requested that the mobile Post Office is on the agenda. Councillor Lee asked for the use of post cards to say well done, Christmas arrangements, memorial seat and Village tidying to be on the next agenda.

Councillors RESOLVED unanimously to pay electronic payments e205-209. The Chair signed the HSBC bank statement to confirm the balance at 21st May 2026 of £48,359.57.
151/ June 2026 Planning Matters to be Reported and Considered
None.
152/ June 2026 Risk Assessment Play Area
The Clerk presented a report undertaken on 13th June and noted that the rubber climbing element was missing from the climbing equipment. The Clerk will request a quote for a replacement. (Public Health Act 1875, section 164; LGA 1972 Schedule 14 paragraph 27; Public Health Acts Amendment Act 1890 section 44). Defibrillators are emergency ready.
153/ June 2026 MUGA project
Due to a technical issue the tender documents could not be opened. This is deferred until the next meeting.

The Clerk reported that 3 quotes had been forwarded to Highways and the County Councillor.
155/ June 2026 Outdoor Fitness Equipment
Councillor Stonham is reviewing the application to Sport England.
156/ June 2026 Neighbourhood Plan
The Clerk said that Openplan are in the process of responding to examiner queries.
157/ June 2026 Scrapyard A Boards
The Clerk will ask the Ingham RAF Heritage Centre if they would like to be involved.
158/ June 2026 Bus Stop Grant
The Clerk will ask Roger Patterson about the contractor that Scampton used.
159/ June 2026 Tree Works
Councillors RESOLVED unanimously to select Hilltop Tree Services to undertake the works from the recent tree survey.
160/ June 2026 Grass Cutting
The Clerk will respond to the concerns raised in a parishioner email to say that there had been support received for the wilding of the Green in front of the church and we will be continuing with no mowing for the time being.
161/ June 2026 Annual Play Area Inspection
Councillors RESOLVED unanimously to select Wicksteed to undertake the inspection of play equipment.
162/ June 2026 Ingham School request to use car park
Councillors RESOLVED unanimously to allow the use of the car park for sports week as long as the necessary insurances are in place.
163/ June 2026 Little Acorns request to use The Green for Summer Fair
Councillors RESOLVED unanimously to allow the use of the Green for the summer fair provided adequate insurance is in place.
164/ June 2026 Correspondence Received
All correspondence was discussed as part of agenda items except for the offer of orchard trees by Woodland Trust. The Clerk will submit an expression of interest.
165/ June 2026 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 13th July 2026.
