Minutes of the Meeting of Ingham Parish Council (via TEAMS)

Date: Monday 8th February 2021

Venue: Microsoft Teams

Attendance: Councillors: N. Brown (Vice Chairman) late arrival, R. Graham, R.Woods, S.Harris, B.Buck and G. Stonham. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).

 

Councillors RESOLVED unanimously to appoint Councillor Graham as the presiding Chairman, in the absence of the Chairman and Vice Chairman.

 

550/February 2021 Public Session

A member of the public informed Councillors that a petition is circulating the parish for a village skate park.

551/February 2021 Apologies for Absence

Apologies received and accepted from Councillors M.Dickinson and M. Nicholson.  Also, PCSO McFaul, County Councillor Butroid, District Councillor R. Patterson.

552/February 2021 Consideration of public session matters

There may be an update at the next meeting.  Councillor Stonham said that the questionnaire could be amended to capture views from the community about a skate park.

553/February 2021 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

554/February 2021 Village Caretaker’s report

The Village Caretaker has completed litter picks and play area checks.  A temporary repair has been made to the small climbing frame.  There is evidence of drinking in the play area and bottles have been cleared. There has been dog fouling on Lincoln Road.  The Village Caretaker will put up dog fouling warning stickers provided by West Lindsey District Council.

555/February 2021 Notes of the Meeting of Ingham Parish Council held on the 11th January 2021 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting on 11th January 2021.

556/February 2021 Police Report

The PCSO was not present.  The Clerk will invite her to the next meeting.

557/February 2021 Clerk’s report on matters outstanding

The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Lincoln Road development— the transfer of open space continues. A tree survey of trees on The Green, pond site and West End has been delayed until March 2021.  Play area lease - Chattertons have drafted the changes. Faster Broadband – Councillor Harris is looking into the interest registered with Quantum Fibre to date. Dead Tree on The Green – the tree has been removed.  Car Parking, High Street – the Clerk is awaiting a date for a site meeting with Highways.  The road across The Green from West End is very uneven - The Clerk is awaiting a response from Highways and will request a warning sign. Crossways junction – The Clerk has consulted with the County Councillor about the movement of the 30mph zone and he is raising this with LCC Highways.  Foul sewage in a dyke on Long Lane has been reported to Anglian Water. Dog Poo Bins – Overflowing bins have been reported to West Lindsey District Council.  The Clerk was asked to request that Highways attend one of our future meetings.

558/February 2021 P3 Liaison Officers report

Councillor Buck reported footpaths are walkable although the footpath near Grange Lane is boggy. There is dog fouling on many footpaths and poo bags in hedges.  The Clerk will purchase pink spray for the Village Caretaker.

559/February 2021 Items raised by Councillors for future agenda items

Councillors raised whether the Minutes should continue to be published in Village Venture or whether a summary text may be more appropriate.  This will be an agenda item at the next meeting.

Councillors RESOLVED unanimously to pay cheques 1711 to 1712. Earmarking of any surplus funds will be discussed at the next meeting.

563/February 2021 Consideration of budgetary items 2021/22

Councillors discussed budget for the coming year. 

564/February 2021 Planning Matters to be Reported and Considered

Planning Application: 141968, The Hawthorns Grange Lane Ingham Lincoln LN1 2YD, conversion of existing garage with new access link extension and double garage and the change of use of part of an adjoining paddock to additional driveway/hardstanding.

Decision Notice: 142104, 3 Farriers Courtyard Ingham Lincoln LN1 2FB, for first floor side extension, including removal of existing lean- to roof – granted.

565/February 2021 Risk Assessment Play Area

The Clerk presented the report showing that the play equipment is operationally safe to use and defibrillators are emergency ready.  It remains muddy in front of the pavilion shelter.

566/February 2021 Neighbourhood Plan

The Clerk has successfully applied for a Technical Grant with Locality to enable AECOM to revise the sites assessment report.  AECOM are now working on this revision.

567/February 2021 COVID-19

There will be no change to the measures already being undertaken.  The Clerk will ask West Lindsey District Council grants team whether the excess funds from the COVID grant can be re-purposed for a community project.

568/February 2021 Village Hall update

Councillor Graham will attend the next Village Hall Committee meeting on 10th February and establish if they intend to seek grant aid from the Parish Council.

569/February 2021 Recreation Area Project

Councillors discussed the summary paper produced by Councillor Stonham setting out the timeline.  It is hoped that a grant application can be made from September 2021.  Councillor Brown said he would be prepared to engage with the children of Ingham School with this project.  The Clerk will email Councillors to find any that are interested in being involved in the project.

570/February 2021 Easement for the Dyke

The Clerk noted that he’d located the deeds and forwarded them to the solicitor.

571/February 2021 Playground trim trail

Councillors RESOLVED unanimously to ratify the decision to allow a trim trail to be installed in the school playground.

572/February 2021 Play Area Lease Agreement

Councillors asked the Clerk to respond to Chattertons asking whether cluse 4.15.2 relates to work that has already happened or to future work.

573/February 2021 Speed Data

The data from the speed indicator device was reviewed and it continues to show some very high speeds at times. This information will be sent to PCSO McFaul and action requested. 

574/February 2021 Open Space Lincoln Road

Councillors RESOLVED unanimously to accept the site plan but remind Chattertons that this should be fenced, gated and include a seat made of recyclable material. 

575/February 2021 Correspondence Received

All correspondence was discussed as part of agenda items except for a letter from Ingham School thanking the Parish Council for agreement to changes to the playground.

576/February 2021 Date of the next Parish Council meeting

The next Ingham Parish Council meeting will be on held on 8th March 2021.
