735/October 2021 Apologies for absence

736/October 2021 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
737/October 2021 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park, changed the SID battery, cleared fireworks from the Crossways junction and changed the light fitting at the Book Exchange. The Clerk will ask Ben Loynes (electrician) to check the connection. Councillor Brown noted that the police had removed tar covered cones near the village shop after complaints were received.
738/October 2021 Notes of the Monthly Meeting of Ingham Parish Council held on the 13th September 2021 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 13th September 2021.
739/October 2021 Police report
PCSO McFaul reported there had been one incident during September/ October but this was not for the publics interest. She reminded Councillors that incidents can be reported using 101 and the Nextdoor app is also useful.
740/October Clerk’s report on matters outstanding
The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Faster Broadband – Councillor Harris understands that BT have introduced fast fibre to the village; Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited. Grange Lane Hedge – cutting works are scheduled. Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor; Village Flag - a parishioner has offered to assume the duties of raising and lowering; Lincoln Road hedge – Waddington Developments have confirmed the hedge will be reinstated once the footpath is finished; Road across The Green – Highways are looking at the costs of resurfacing; Wreaths – these have been ordered; LCC salt bags – Councillors agreed to request a bag to be stored at Highcliffe Farm. The Clerk noted that the dog bin at the play park has been replaced.

743/October 2021 County Council Issues
County Councillor Butroid reported that there is a new Highways app available for download. Large solar farms are proposed for the area and a consultation will begin soon. There are a number of interested parties in the Scampton airbase site with various ideas for it. The County Council have requested devolution.

746/October 2021 Budgetary Considerations 2022/23
The Clerk reminded Councillors to inform him of any budget items they think should be included in the forthcoming budget.
747/October 2021 Financial 2021 Planning Matters to be Reported and Considered
143683, 9, The Green, Ingham, Lincoln, Lincolnshire, LN1 2XT, single storey rear extension. Comments were agreed that it is in a conservation area and there should be a consideration as to whether UPVC is in character.
143510, Johnnies Farm Land East of Plum Products Ltd The Cliff Ingham LN1 2YQ, erection of poultry farm for chicken production, including 6no. poultry houses, 1no. agricultural workers dwelling and associated infrastructure. Comments were agreed to preserve the public footpath and that Ingham Lane should be upgraded to account for addition HGV traffic.
748/October 2021 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe. The defibrillators were operational and emergency ready.
749/October 2021 Neighbourhood Plan
The Clerk updated Councillors following the public meeting about site assessment held on 8th October and said that there have been reports of confusion amongst participants. This event will be rearranged in as soon as possible.
750/October 2021 COVID-19
There was no change to measures suggested.
751/October 2021 Village Hall Update
There was no update.
752/October 2021 Speed Data
The average speed recorded on Lincoln Road in September/ October was 27.7mph with a maximum speed of 54.8mph.
753/October 2021 LCC Tree Locations
Councillors RESOLVED unanimously to ratify the decision to position new trees on The Green and Playing Field as set out by LCC.
754/October 2021 Recreation Area Project
Councillors reviewed the draft text for the FCC Communities grant application. It is expected that this will be submitted in December. The WLDC match funding grant will be submitted in November.
755/October 2021 Christmas Tree
Councillors RESOLVED unanimously to order a tree from Fillingham Trees of the same proportions as last year to be delivered in the last week of November.
756/October 2021 Request to trim tree on The Green
Councillors RESOLVED unanimously to allow works to a tree on The Green by Northern Power as long as proof is provided of consent from the tree officer at West Lindsey District Council.
757/October 2021 Car Park Vendor Use
Councillors RESOLVED unanimously to allow Odlings to use the car park on Saturday mornings. Councillor Graham said that we should consider a charge for car park use in the coming financial year.
758/October 2021 Correspondence Received
All correspondence was discussed as part of agenda items with the exception of information about the Cottam Solar Plant project.
