Minutes of the Meeting of Ingham Parish Council

Attendance: Councillors: M. Nicholson (Chairman), G. Stonham, R.Graham, M. Dickinson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker),

 

760/November 2021 Apologies for absence

Councillors N. Brown, S.Harris, S. Jacklin, County Councillor Butroid, PCSO McFaul and District Councillor Patterson.

The Chairman read out the letter of resignation by Councillor Woods.  The Clerk will notify West Lindsey District Council of the vacancy.

761/November 2021 Declaration of Acceptance of New Councillor

Apologies were received.

762/November 2021 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

763/November 2021 Village Caretaker’s report

The Village Caretaker reported that he had completed the safety checks of the play park, replaced the SID battery, fixed the play park gate and cleared the debris from the playing field following bonfire night.  He also reported two yellow curb stones outside 16 High Street.  The Clerk will notify Highways of this hazard.

764/November 2021 Notes of the Monthly Meeting of Ingham Parish Council held on the 11th October 2021 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 11th October 2021.

765/November 2021 Police report

PCSO McFaul sent apologies.  There was no report.

766/November Clerk’s report on matters outstanding

The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited.  Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Grange Lane surface – reported to Highways. Grange Lane hedge- base of hedge reported to Highways. Street Light The Hollow – reported to Highways.

Councillors RESOLVED unanimously to pay cheques 1756 to 1760.

772/November 2021 Budgetary Considerations 2022/23

The Clerk presented a draft budget.  Councillors noted the need to resurface the car park.

773/November 2021 Estimated Precept

Councillors RESOLVED unanimously to request an estimated precept of £22,876, being a 4% increase from 2021.22.

774/November 2021 Online Banking

Councillors RESOLVED unanimously to register for online banking with HSBC and to implement a new process of approval of payments by two signatories prior to the Clerk processing payments.

775/November 2021 Planning Matters to be Reported and Considered

None

776/November 2021 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe but tired and old.  The defibrillators were operational and emergency ready.

777/November 2021 Neighbourhood Plan

Councillor Nicholson reported that a second public meeting to record views of the community about sites assessments will be held on 6th December.

778/November COVID-19

There was no change to measures suggested.

779/November 2021 Village Hall Update 

There was no update.

780/November 2021 2021 Speed Data

There was no report. 

781/November 2021 Recreation Area Project

The Clerk updated Councillors on progress.  Councillors authorised the Clerk and Councillor Stonham to complete, sign and submit the FCC Community Action grant application.

782/November 2021 Christmas Tree

The Clerk noted that the tree is due to be delivered before the beginning of December.

783/November 2021 Car Park Surface

The Clerk was asked to request a quotation for resurfacing.

784/November 2021 Citizens Advice Bureau

Councillors RESOLVED unanimously to donate £50.

785/November 2021 Flags

Councillors RESOLVED unanimously to allow the purchase of replacement flags up to a total value of £100.  The Clerk will look into which flags are appropriate.

786/November 2021 Lincoln Road Parking

Councillors considered the complaint and asked the Clerk to refer the issue to the PCSO and Highways.

787/November 2021 Highways Verge Cutting Agreement

Councillors RESOLVED unanimously to sign the agreement for 2022/23.

788/November 2021 CPRE

Councillors RESOLVED unanimously not to subscribe for 2022/23.

789/November 2021 Cottam and West Burton Solar Project

The Chairman will liaise with other local chairpeople to decide whether to comment.

790/November 2021 Correspondence Received

All correspondence was discussed as part of agenda items.
