Minutes of the Meeting of Ingham Parish Council (via TEAMS)

577/March 2021 Public Session

A member of the public introduced himself and expressed an interest in finding out about the Parish Council.

578/March 2021 Apologies for Absence

Apologies received and accepted from Councillors M.Dickinson, R. Woods and S.Harris.  Also, PCSO McFaul.

579/March 2021 Consideration of public session matters

None.

580/March 2021 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

581/March 2021 Village Caretaker’s report

The Village Caretaker has completed litter picks and play area checks.  He has also repaired the West End street sign and replaced a fuse and light fitting in the Book Exchange.  The Clerk will request more litter picking bags from WLDC.

582/March 2021 Notes of the Meeting of Ingham Parish Council held on the 8th February 2021 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting on 8th February 2021.

583/March 2021 Police Report

The PCSO sent apologies but sent a report showing an abandoned call, two reports for concerns over safety and one report of youths on The Green in February/ March.

584/March 2021 Clerk’s report on matters outstanding

The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Lincoln Road development— the transfer of open space continues. A tree survey of trees on The Green, pond site and West End has been delayed until March 2021.  Play area lease - Chattertons have drafted the changes and these were reviewed later in this meeting. Faster Broadband – Councillor Harris is looking into the interest registered with Quantum Fibre to date. Dead Tree on The Green – the tree has been removed and replaced.  The Parish Council are very grateful for this kind gesture by Mr Miller.  Car Parking, High Street – the Clerk is awaiting a date for a site meeting with Highways.  The road across The Green from West End is very uneven - The Clerk is awaiting a response from Highways and will request a warning sign. Crossways junction – White lines have been refreshed.  New signage and extension of the 30mph zone are awaited. 

585/March 2021 P3 Liaison Officers report

Councillor Buck reported footpaths are walkable.

Nothing raised.

587/March 2021 Countv Council Issues

Councillor Butroid reported that the Crossways junction will be surveyed by the Highways speed team to assess whether the 30mph zone can be extended.  Council tips are now open.  Councillor Nicholson made the County Councillor aware of the Twenty is Plenty campaign.

588/March 2021 District Council issues

The District Councillor reported that there are Police Crime Commissioner and County Council elections in May, a police officer has been assigned to the neighbourhood police team, the West Lindsey Council monitoring officer is leaving, Council tax is increasing by £5 and the District Council investments have yielded 6%.

589/March 2021 LALC subscription and training renewal

Councillors RESOLVED unanimously to subscribe for 2021/22 at a cost of £259.02 and not to subscribe to the training plan.

591/March 2021 Final Budget 2021/22

Councillors RESOLVED unanimously to finalise the budget. 

592/March 2021 Planning Matters to be Reported and Considered

Decision Notice: 141968, The Hawthorns Grange Lane Ingham Lincoln LN1 2YD, conversion of existing garage with new access link extension and double garage and the change of use of part of an adjoining paddock to additional driveway/hardstanding – granted.

Planning Application: 142481, The Hawthorns Grange Lane Ingham Lincoln LN1 2YD, conversion of existing garage with new access link extension and double garage, and the change of use of part of an adjoining paddock to additional driveway/hardstanding being variation of condition 2 of planning permission 141968 granted 8 February 2021 – no comment.

593/March 2021 Risk Assessment Play Area

The Clerk presented the report showing that the play equipment is operationally safe to use and defibrillators are emergency ready.  

594/March 2021 Risk Assessment reports

Councillors RESOLVED unanimously to accept the risk reports Annual Review of Councillor Activities 2021, Annual Risk Assessment Review 2021, Annual Review of the Systems of Internal Control 2021, Annual Review of the Effectiveness of the Systems of Internal Control 2021 and Asset Register.

595/March 2021 Neighbourhood Plan

A revised sites assessment report from AECOM is expected by Easter.

596/March 2021 COVID-19

There will be no change to the measures already being undertaken.  Emergency legislation allowing virtual meetings for Parish Councils ends on 6th May.  LALC are lobbying Government to extend this.  Should this be unsuccessful, the Parish Council Annual meeting may need to be on or after 17th May in line with Government guidance for indoor meeting.

597/March 2021 Village Hall update

There was no update.

598/March 2021 Recreation Area Project

Councillors discussed the next steps of the project.  A questionnaire will be finalized soon and distributed to the community. An email from a parishioner was reviewed that requested a skatepark be considered as part of the project.  This will be incorporated into the questionnaire. The types of equipment were discussed that may also be suitable for older children and adults. 

599/March 2021 Speed Data

The data from the speed indicator device was reviewed for the Lincoln Road entry to the village and it continues to show some very high speeds such as 64mph on 1/2/21. This information will be sent to PCSO McFaul and action requested.  The sign will be relocated to the entry to the village at Church Hill.

600/March 2021 Car Park Vendor Policy

Councillors RESOLVED unanimously to adopt the car park vendor policy.  The Clerk will create a document showing the currently agreed weekly usage.  The policy will be sent to vendors who have been allowed to use the car park.

601/March 2021 Village Venture

The Clerk will trial a new version of Minutes for publication that are less formal.  A link to official Minutes will also be provided.

602/March 2021 Correspondence Received

All correspondence was discussed as part of agenda items except for a letter from Lincolnshire County Council about waste services.

603/March 2021 Date of the next Parish Council meeting

The next Ingham Parish Council meeting will be on held on 12th April 2021.
