Minutes of the Meeting of Ingham Parish Council

675/July 2021 Apologies for absence

676/July 2021 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

677/July 2021 Dyke Easement

Mr Duckworth outlined the proposed work and investigations into the future maintenance of the piped dyke.  Councillors expressed concerns that there was no long term maintenance agreement.  The Clerk will ask the Parish Council insurer if there is cover in place.

678/July 2021 Village Caretaker’s report

The Village Caretaker reported that he had replaced the battery in the speed indicator device, completed the safety checks of the play park and litter picked.

679/July 2021 Notes of the Annual Monthly Meeting of Ingham Parish Council held on the 17th May 2021 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 17th May 2021.

PCSO McFaul sent apologies.

681/July 2021 Clerk’s report on matters outstanding

The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Faster Broadband – Councillor Harris is looking into the interest registered with Quantum Fibre to date. Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited.  Pot Holes Grange Lane – pot holes adjacent to Inn on the Green reported to Highways.  Tree works on The Green – a later agenda item.  Grange Lane Hedge – cutting works are scheduled, Overgrown footpath to Coates – reported to LCC, Footpath markings – markings on the path outside 16 High St. need to be requested from the County Councillor.  The Clerk also noted that a VAT refund has been received, the Wicksteed inspection of play equipment is scheduled, the Neighbourhood Plan grant has been received, the speed sign display has been changed, a weed kill has taken place in the village.  Councillors agreed that a link to Ingham Primary School should be added to the Parish Council website.

Councillor Patterson presented a report which noted that Parish Council can now formally request that a Planning Application is referred to planning committee with the support of the District Councillor.

686/July 2021 Tree Felling Playing Field 

Councillors RESOLVED unanimously to ratify the decision to fell a diseased tree on the playing field and pay the invoice to Hilltop Tree Services.

687/July 2021 Lincolnshire Fieldpaths Association

Councillors RESOLVED unanimously to subscribe for 2021/22 at a cost of £5.

Councillors RESOLVED unanimously to pay cheques 1732 to 1739.

689/July 2021 Planning Matters to be Reported and Considered

Planning Application: 142887, 16 High Street Ingham Lincoln LN1 2YW, change of use to holiday accommodation. -  The Parish Council object to this application due to concerns of over parking and that this was seen a way to circumvent the planning process.

Planning Application: 143134, Inglenook Lodge Grange Close Ingham Lincoln LN1 2UY, a detached garage and carport –Comments were agreed that this may look out of character with surrounding properties.

Planning Application: 143268, Braecrest Grange Close Ingham Lincoln LN1 2UY, alterations to existing window and door openings, and removal of conservatory to rear – no comment.

690/July 2021 Parishioner Complaint Farrows Row

Councillors considered the comments received however they relate to a private road.  The Parish Council have already notified LCC Highways.

691/July 2021 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe.  The defibrillators were operational and emergency ready.

692/July 2021 Neighbourhood Plan

Councillor Nicholson reported that the call for sites consultation with the public would take place when COVID restrictions allow for the use of the Village Hall.

There was no change to measures suggested.

694/July 2021 Village Hall Update 

There was no update.

695/July 2021 Recreation Area Project 

The Clerk and Councillor Stonham presented the draft tender document.  Councillors agreed to finalise the tender document and publish this on the Contracts Finder website.  It was agreed that the project should focus on the replacement of existing equipment in the first instance.

696/July 2021 Speed Data

The average speed recorded in June was 33.4mph with a maximum speed of 64mph.  It was agreed that the sign should be repositioned to Lincoln Road.

697/July 2021 Parishioner Tree Request

Councillors considered the request to assist with tree works on Church land.  The Clerk explained that Parish Council funds cannot be used for this purpose.

698/July 2021 Tree Works

Councillors RESOLVED unanimously to select B&B Tree Specialists to undertake the tree cutting on The Green, West End and Pond Site once the District Council approve the works.

699/July 2021 Chat Bench

Councillors approved the use of the seat adjacent to the Parish Council noticeboard and that a sign can be attached to indicate this.

700/July 2021 Village Flags

Councillors asked the Clerk to put a message in Village Venture to ask for volunteers to take over responsibility for raising flags on the mast in the village.

701/July 2021 Councillor Vacancy

The Clerk announced that the resignation had been received from Councillor Buck and West Lindsey District Council have been informed.

702/July 2021 Request to Use the Playing Field

Councillors RESOLVED unanimously to allow the use of the playing field for a children’s boot camp during the summer period.

703/July 2021 Correspondence Received

All correspondence was discussed as part of agenda items.  The Clerk noted that any responses relating to the Local Plan review must be made by 24th August.

704/July 2021 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 13th September 2021.
