Minutes of the Meeting of Ingham Parish Council

Date: Monday 13th September 2021      

Venue: Ingham Village Hall

Attendance: Councillors: M. Nicholson (Chairman), N. Brown, G. Stonham, M. Dickinson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson.

 

705/September 2021 Public Session

A member of the Ingham Bowls Club requested support from the Parish Council to provide funding to replace the toilet and shed building roof, cut the perimeter hedge annually and to give permission to instate a new shed.

706/September 2021 Apologies for absence

707/September 2021 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

708/September 2021 Dyke Easement

Councillors RESOLVED unanimously to agree to the easement of the dyke to allow for the introduction of a piped dyke covered by a footpath.

709/September 2021 Village Caretaker’s report

The Village Caretaker reported that he had completed the safety checks of the play park, replaced seat slats on The Green and litter picked.  He also reported that the dog bin near to the play park needs a new lid.  The Clerk will arrange this.

The Clerk will also ask the developer of Wessex way when the grit bin will be repositioned and the hedge reinstated. 

710/September 2021 Notes of the Monthly Meeting of Ingham Parish Council held on the 5th July 2021 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 5th July 2021.

711/September 2021 Police report

PCSO McFaul sent apologies.

712/September Clerk’s report on matters outstanding

The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Faster Broadband – Councillor Harris is looking into the interest registered with Quantum Fibre to date. Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited.  Grange Lane Hedge – cutting works are scheduled. Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor.  The Clerk also noted that the external audit has concluded and there have been no volunteers for overseeing the village flag.

716/September 2021 District Council issues

Councillor Patterson presented a report which noted a budget consultation is currently taking place and there are plans to commemorate the platinum jubilee next year by planting trees in the district.

717/September 2021 External Audit

Councillors reviewed the external audit report and RESOLVED unanimously to pay the audit fee.  Councillors congratulated the Clerk for another successful audit.

Councillors RESOLVED unanimously to pay cheques 1742 to 1750.

719/September 2021 Planning Matters to be Reported and Considered

143467, 4 Farrows Row Ingham Lincoln LN1 2XX, single storey extension and erect detached garage. Comments were agreed that surface water should not drain into the foul sewer.

143510, Johnnies Farm Land East of Plum Products Ltd The Cliff Ingham LN1 2YQ, erection of poultry farm for chicken production, including 6no. poultry houses, 1no. agricultural workers dwelling and associated infrastructure.  Comments were agreed that there was concern about smell, the addition of a dwelling when the village has met its quota and whether there could be a contribution to the play park project.

143551, Highfield House 1 West End Ingham Lincoln LN1 2XY, approval of reserved matters to erect 1no. dwelling considering access, appearance, landscaping, layout and scale – following outline planning permission 137963 granted 12 October 2021.  Councillors agreed to return the same comments submitted when this application was considered before.

Councillors expressed their dissatisfaction that the application for 16 High Street had been granted.  The Clerk was asked to investigated whether there is an appeal process.

720/September 2021 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe.  The defibrillators were operational and emergency ready.

721/September 2021 Annual Play Area Inspection

Councillors reviewed the report that showed no significant risks.

722/September 2021 Neighbourhood Plan

Councillor Nicholson reported that the call for sites consultation with the public would take place on 8th October 2021.  Three weeks notice will be given to the public and the Clerk will generate a flyer to be circulated to the community.

723/September 2021 COVID-19

There was no change to measures suggested.  It was agreed that the Community Room should continue to be used for meetings.

724/September 2021 Village Hall Update 

There was no update.

725/September 2021 Speed Data

The average speed recorded on Lincoln Road in August/September was 27.7mph with a maximum speed of 57.8mph. 

726/September 2021 Bonfire Night

Councillor Brown declared a personal interest due to his involvement with arrangements. Councillors RESOLVED (NB did not vote) to allow the use of the car park and playing field for the bonfire night event in November 2021 as long as the necessary insurances are in place, the safety precautions recommended by the insurer are followed and the area is cleared of rubbish afterwards.  Any damage to the playing field should be repaired after the event by the Village Hall Committee.

727/September 2021 Bowls Club

Councillors RESOLVED unanimously to allow a new shed to be erected in the Bowls Club and that the Parish Council will trim the perimeter hedge once a year.  The Clerk will send the Bowls Club a list of options for grant funding for other works. 

728/September 2021 Remembrance Day Civic Event

Councillors agreed that it was too early to return to a full lunch arrangement.  There will therefore be a simpler event at the war memorial where wreaths are layed.

Councillor RESOLVED unanimously to order 2 wreaths from Royal British Legion. (expenditure under LGA 1972 s137 free resource).

729/September 2021 Christmas Tree

Councillors RESOLVED unanimously to sponsor the Christmas Tree lighting ceremony for December 2021 subject to any COVID restrictions in place at the time.

730/September 2021 Councillor Vacancy

Councillors RESOLVED unanimously to co-opt Susan Jacklin to the role of Councillor.

731/September 2021 Correspondence Received

All correspondence was discussed as part of agenda items with the exception of an email form LCC Highways informing Councillors of a road closure on Ingham Lane between 13/10 and 15/10 for pot hole repairs.

732/September 2021 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 11th October 2021.

733/September 2021 Proposal to move to closed session, in accordance with the Public Bodies (admissions to meetings) Act 1960, that in view of the confidential nature of the business to be transacted, it is advisable in the public interest that the press and public be temporarily excluded and they are therefore instructed to withdraw from the meeting for the following items of business.
