Minutes of the Meeting of Ingham Parish Council (via TEAMS)

Date: Monday 12th April 2021

Venue: Microsoft Teams

Attendance: Councillors: M.Nicholson (Chairman), N. Brown (Vice Chairman) from 19.55, B.Buck, G. Stonham, R.Woods and S.Harris. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).

 

A one minute silence was observed by Councillors in memory of HRH Duke of Edinburgh.

604/April 2021 Apologies for Absence

Apologies received and accepted from Councillors M.Dickinson and R. Graham.  Also, PCSO McFaul, County Councillor Butroid and District Councillor R. Patterson.

605/April 2021 Consideration of public session matters

None.

606/April 2021 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

607/April 2021 Village Caretaker’s report

The Village Caretaker has completed litter picks and play area checks.  He reported that there were twigs and branches in the dyke behind Saxon Way.  Also, there are slabs that have been left adjacent to the wildlife area on the playing field.  The Clerk will ask the school headteacher about this. Temporary repairs have been made to the small climbing frame in the play park.

608/April 2021 Notes of the Meeting of Ingham Parish Council held on the 8th March 2021 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting on 8th March 2021.

609/April 2021 Police Report

The PCSO sent apologies but sent a report showing a COVID breach and a report of a dog bite.

610/April 2021 Clerk’s report on matters outstanding

The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Lincoln Road development— the transfer of open space is close to completion. Play area lease - Chattertons are close to completing this. Faster Broadband – Councillor Harris is looking into the interest registered with Quantum Fibre to date. Car Parking, High Street – Councillors agreed that a parking area/ layby could be created by using half of the verge on the North side close to the junction with Lincoln Road. The Clerk will suggest this to the Highways Officer.  The road across The Green from West End is very uneven - The Clerk is has reported this to Highways. Councillor Buck raised concern for the impact on adjacent trees if works are undertaken.  The Clerk will raise this with Highways. Crossways junction – the change of the 30mph zone is awaited.  Easement of the dyke – Chattertons continue to work on this; Long Lane Drainage – reported to Highways; Street Clean – requested from West Lindsey District Council; Damage to The Green – Sainsburys have raised a insurance claim for repairs; Pot Holes Grange Lane – pot holes adjacent to Inn on the Green reported to Highways. The Clerk also reported that the Internal Audit had been completed and questionnaires have been circulated for the Recreation Area project.  The Clerk was asked to follow up on the request to remove the picnic bench from the Green.  The Clerk will also write to the owner of 16 High Street to request removal of the builders bag on the verge.

Councillor Buck reported footpaths are walkable and signage is secure.

Councillor Harris raised the issue of parking on Lincoln Road near Wessex Way.

Councillors RESOLVED unanimously to pay cheques 1718 to 1723.

616/April 2021 Financial reconciliation and earmarking of surplus funds

Councillors RESOLVED unanimously to approve the year end reconciliation and earmark £2138 for the recreation area project and £3000 for a summer event. 

617/April 2021 Internet Banking HSBC

Councillors RESOLVED unanimously to ask the Clerk to look into internet banking arrangements with HSBC.

618/April 2021 Planning Matters to be Reported and Considered

142481, The Hawthorns Grange Lane Ingham Lincoln LN1 2YD, conversion of existing garage with new access link extension and double garage, and the change of use of part of an adjoining paddock to additional driveway/hardstanding being variation of condition 2 of planning permission 141968 granted 8 February 2021 – ratify comments – Councillors RESOLVED unanimously to ratify the comments returned.

142652, All Saints Church Church Lane Ingham Lincoln LN1 2YE, dismantle existing porch and re-erect to larger footprint to form new entrance, toilet and servery being variation of conditions 3 and 4 of planning permission 136402 granted 13 October 2017 - pre-commencement conditions – no comment.

619/April 2021 Risk Assessment Play Area

The Clerk presented the report showing that the play equipment is operationally safe to use and defibrillators are emergency ready. 

620/April 2021 Neighbourhood Plan

Councillor Nicholson reported that a revised AECOM Sites Assessment report had been received and some assessments had been changed. This has been sent to landowners and public events are scheduled for late May. Councillor Brown noted that residents have the power and the opportunity to decide whether plots listed are appropriate or not.  Councillors RESOLVED unanimously to reapply for a neighbourhood plan grant from Locality to cover the remaining costs.

621/April 2021 COVID-19

There was discussion about the post COVID village event that is planned for late summer. Councillor Buck noted that the vendors using the car park could be invited.  The Clerk will ask the organisers of the Summer Fair whether this is going ahead.  This will be an agenda item at the next meeting.

622/April 2021 Village Hall update

There will be a meeting of the Village Hall Committee on 14th April 2021.

623/April 2021 Recreation Area Project

A questionnaire has been circulated to households and the school has been contacted to request that the views of pupils are accounted for.

624/April 2021 Speed Data

The data from the speed indicator device was reviewed for the Church Hill entry to the village and it continues to show some very high speeds at the beginning and end of the day.  The Clerk will ask the manufacturer whether the ‘Slow Down’ message can be switched off for speeds under 30mph.

625/April 2021 Tree Survey

Councillors RESOLVED unanimously to request 3 quotes for tree works identified in the recent tree survey of trees on the Green, Old Pond Site and West End.  The Clerk will also contact the West Lindsey Tree Protection Officer to gain agreement for the works to be undertaken.

626/April 2021 Request to Use the Car Park

Councillors RESOLVED unanimously to allow Roco BBQ to use the car park between 5pm and 8.30pm on Thursdays once a month on a 3 month trial basis. 

627/April 2021 Chat Bench

Councillors RESOLVED unanimously to allow a seat on the Green to be used as a Chat Bench.

628/April 2021 Conservation Area Street Signage

Councillors discussed the comments received from a parishioner.  It was agreed that street signage that is needed in future should be sourced in line with the Parish Council Environmental Policy.

629/April 2021 Correspondence Received

All correspondence was discussed as part of agenda items.

630/April 2021 Date of the next Parish Council meeting

The next Ingham Parish Council meeting will be on held on 17th May 2021.
