Attendance: Councillors: M. Nicholson (Chairman), N. Brown (Vice Chairman), R. Graham, R.Woods, S.Harris and G. Stonham. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).
525/January 2021 Apologies for Absence
Apologies received and accepted from Councillors M.Dickinson and B.Buck. Also, PCSO McFaul, County Councillor Butroid, District Councillor R. Patterson.
526/January 2021 Consideration of public session matters
None to consider.
527/January 2021 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
528/January 2021 Village Caretaker’s report
The Village Caretaker has completed litter picks and play area checks. The new Speed Indicator Device has been fitted on Lincoln Road. It was reported that the fuse has blown in the Book exchange. The Clerk will ask the electrician for a replacement. The Caretaker noted that there was evidence of gatherings on the playing field and play area on New Years Eve with fires being set using litter bins and books. The police have been informed.
529/January 2021 Notes of the Meeting of Ingham Parish Council held on the 14th December 2020 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting on 14th December 2020.
530/January 2021 Police Report
The PCSO reported that she has increased patrols to the village. Speed checks are being undertaken with fixed penalty fines to be applied where necessary.
531/January 2021 Clerk’s report on matters outstanding
The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Lincoln Road development— the transfer of open space continues. A tree survey of trees on The Green, pond site and West End has been delayed due to COVID restrictions. Play area lease - Chattertons have drafted the changes. Long Lane classification – it has been ascertained that it is an unclassified carriageway with a hierarchy 7. Faster Broadband – Councillor Harris is looking into this and the offer from Quantum Fibre. Dead Tree on The Green – the tree has been removed. Car Parking, High Street – the Clerk is awaiting a date for a site meeting with Highways. The road across The Green from West End is very uneven - The Clerk is awaiting a response from Highways. Crossways junction – The Clerk has met with Lincolnshire Road Safety Partnership who recognize the dangers and are willing to request refreshed signage and road markings. They have also supported a request for moving the 30mph signs around the junction. Grit Bin- a refeill of the bin outside Black Horse has been requested. Councillors noted benches on the Green. The Clerk was asked to request that these are removed. Foul sewage in a dyke on Long Lane has been reported to Anglian Water. Village Venture will be published online only in February.
532/January 2021 P3 Liaison Officers report
Councillor Buck reported footpaths are muddy. There are a large number of incidents of dog fouling and some poo bins are full. The Clerk noted that litter bins can also be used to dispose of poo bags. The Clerk will contact WLDC to request extra fouling signage.

536/January 2021 Interim Audit Report
Councillors reviewed the report that noted that the accounts have been maintained to the highest of
Standards. Councillors RESOLVED unanimously to pay the audit fee of £30.

538/January 2021 Consideration of budgetary items 2021/22
Councillors discussed budget for the coming year. Councillors RESOLVED unanimously to request a final precept increase of 3%, being £21,996.
539/January 2021 Planning Matters to be Reported and Considered
Planning Application: 142104, 3 Farriers Courtyard Ingham Lincoln LN1 2FB first floor side extension, including removal of existing lean-to roof – comments were agreed that surface water should not drain into the foul sewer and materials for works should be stored on the premises.
540/January 2021 Risk Assessment Play Area
The Clerk presented the report showing that the play equipment is operationally safe to use and defibrillators are emergency ready.
541/January 2021 Neighbourhood Plan
Councillor Nicholson updated Councillors with progress made. The Clerk is applying for a further Technical Grant from Locality to enable AECOM to make alterations to the sites assessment document.
542/January 2021 COVID-19
There will be no change to the measures already being undertaken. Councillors RESOLVED unanimously to ratify the decision to close the Tennis Court in order to follow lockdown rules.
543/January 2021 Village Hall update
There was nothing reported.
544/January 2021 Recreation Area Project
Councillor Nicholson will circulate the amended questionnaire to Councillors. Councillor Stonham has been looking at a grant by FCC Communities.
545/January 2021 Easement for the Dyke
Councillors RESOLVED unanimously to agree to the dyke adjacent to the play area being piped and a footpath installed. The Clerk will remind the solicitor that the dyke is under riparian ownership.
546/January 2021 Playground trim trail
Councillors reviewed the proposal by the Ingham Primary School for a trim trail in the playground. The Clerk will ask Kompan about the insurance implications. Councillor Brown will liaise with the Headteacher to see whether it can be located on the playing field.
547/January 2021 Highways Issues
Councillors reviewed the speed data from the speed indicator device on Lincoln Road. The highest speed was 52.6mph with 32% of all cars breaking the 30 mph limit between 16th December and 5th January. The average speed was 27.6 mph. A summary will be posted on Facebook and PCSO Mcfaul will be informed.
548/January 2021 Correspondence Received
All correspondence was discussed as part of agenda items except for a letter from a parishioner about concern over the impact of the builders and a delivery driver adjacent to their property. The Parish Council noted these concerns.
549/January 2021 Date of the next Parish Council meeting
The next Ingham Parish Council meeting will be on held on 8th February 2021.
