Attendance: Councillors: M. Nicholson (Chairman), N. Brown, R.Graham. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).
792/January 2022 Apologies for absence
Councillor Nicholson read out a letter of resignation from Councillor Harris. The Clerk will notify West Lindsey District Council of the vacancy.
Councillors S.Harris, G. Stonham, S. Jacklin, M. Dickinson, County Councillor Butroid, PCSO McFaul and District Councillor Patterson.
793/January 2022 Declaration of Acceptance of New Councillor
Apologies were received.
794/January 2022 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
795/January 2022 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park, changed the SID battery and removed the Christmas Tree lights prior to its removal.
796/January 2022 Notes of the Monthly Meeting of Ingham Parish Council held on the 22nd November 2021 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 22nd November 2021.
797/January 2022 Police report
PCSO McFaul sent apologies. A report highlighted a break in and theft from a property in Ingham.
798/January 2022 Clerk’s report on matters outstanding
The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited. Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Grange Lane surface – works are scheduled. Grange Lane hedge- works are scheduled. Bin at Bus Stop Lincoln Road – scheduled to be moved. Car Park resurface – a quote has been requested. Yellow blocks outside 16 High Street – requested removal. Christmas Tree – requested removal.

Councillors RESOLVED unanimously to appoint Councillor Stonham to this position.
800/January 2022 Items raised by Councillors for future agenda
The Tennis Court will be on the agenda at the next meeting.

County Councillor Butroid sent apologies.

803/January 2022 Interim Audit Report
The report showed no areas of concern. Councillors congratulated the Clerk. Councillors RESOLVED unanimously to pay the interim audit fee.

805/January 2022 Budgetary Considerations 2022/23
The Clerk presented a draft budget.
806/January 2022 Final Precept 2022.23
Councillors RESOLVED unanimously to request a final precept of £23,447, being a 6% increase from 2021.22. There has been an increase in population in the village due to the building of Wessex Way and Lace Housing. Therefore, despite a 6% increase in total precept value, this will translate to a 0-1% change in individual household charges for Parish Council precept.
807/January 2022 Online Banking
Councillors RESOLVED unanimously that the Parish Council apply for a Business Internet Banking agreement and for the Clerk to be identified as the primary user for the purposes of processing payments.
808/January 2022 Planning Matters to be Reported and Considered
144138, 43 Saxon Way Ingham Lincoln LN1 2FP, remove existing conservatory, erection of first floor side extension and rear single storey extension, and re- configuration of ground floor to form integral garage – surface water should not drain into the foul sewer.
3 Church Lane – concerns from parishioners. The Clerk noted that planning enforcement had been notified.
809/January 2022 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe. The defibrillators were operational and emergency ready.
810/January 2022 Neighbourhood Plan
Councillor Nicholson reported that a second public meeting was postponed in December due to COVID concerns. This will be rescheduled when safe to do so.

There was no change to measures suggested.
812/January 2022 Village Hall Update
There was no update.
813/January 2022 Speed Data
The report was reviewed which showed an average speed of 27.9mph and a high speed of 55.1mph. The sign will be re-positioned to Church Hill.
814/January 2022 Recreation Area Project
The Clerk updated Councillors on progress noting that the WLDC match funding application had been successful and the outcome of the FCC Community grant is awaited.
815/January 2022 Request for Village Hall Committee grant aid
Following discussion, the Clerk was asked to invite a representative of the Village Hall Committee to the next meeting of the Parish Council.
816/January 2022 Platinum Jubilee Celebration
Councillors agreed that it would be a good idea to arrange this in tandem with Little Acorns and the Village Hall Committee. The Clerk will ask them whether they agree to create a working group to make arrangements.
817/January 2022 Councillor Co-Option
Councillor Nicholson will circulate the vacancy using Facebook.

All correspondence was discussed as part of agenda items.
819/January 2022 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 21st February 2022.
