Attendance: Councillors: M. Nicholson (Chairman), N. Brown (Vice Chairman), M. Dickinson, G. Stonham, S. Jacklin and H. Wilson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson.

014/ November 2022 Consideration of public session matters
None.
015/ November 2022 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
016/ November 2022 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park, litter picks in the village and the SID has been moved to Lincoln Road .
017/ November 2022 Notes of the Monthly Meeting of Ingham Parish Council held on the 10th October 2022 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 10th October 2022.
018/ November 2022 Councillor Vacancies
Councillors considered the three applicants’ summaries. Councillors RESOLVED unanimously to co-opt Tom Miller and Stefanie Lee to the position of Councillor (Vote TM 6, SL 5, PB 3).
019/ November 2022 Police report
None.
020/ November 2022 Clerk’s report on matters outstanding
The Clerk reported Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Yellow blocks outside 16 High Street – requested removal. Play Area contract – an agenda item. The Clerk noted that 7000 Acres Group are holding a meeting on 22nd November at Glentworth Village Hall.
021/ November 2022 P3 Liaison Officer’s report
Councillor Stonham reported that most footpaths and bridleways are in a muddy condition. It was noted that dog fouling is worsening. Councillors Stonham and Jacklin continue to spray it pink. The Clerk will request that the dog bin near the car park is moved to the entry to the footpath alongside the dyke. The Clerk will also laminate a poster that will be displayed around the village to remind dog owners to pick up after their dog. Councillor Stonham noted that she had received c.135 trees from Woodland Trust. The Clerk will liaise with the school to arrange a date for children to help plant these on the South East corner playing field. Councillor Stonham requested that the P3 noticeboard be used to post notices about environmental news such as the solar farm proposal. Councillors agreed. The noticeboard will also be treated with a wood stain.
022/ November 2022 Items raised by Councillors for future agenda
Councillor Stonham raised the idea of warm spaces however it was noted that the Parish Council do not own property which could be utilised. Councillor Jacklin noted that it is the King’s coronation in May 2023 and that this should be an agenda item in the new year.

024/ November 2022 District Council issues
District Councillor Patterson reported that the District Council will be discussing the Central Lincolnshire Local Plan and that the RAF Scampton tender is down to the last 2 bidders.

Councillors RESOLVED unanimously to pay cheques 1825 and 1829.
Budget: Councillors discussed the budget for 2023/24.
Estimated Precept: Councillors RESOLVED unanimously to request a precept representing a 3% increase on the current precept level, being £24,150.
026/ November 2022 Planning Matters to be Reported and Considered
None.
027/ November 2022 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready. The bonfire site is cordoned off and the picnic benches will need to be embedded in the ground.
028/ November 2022 Multi Use Games Area
Councillor Stonham will look into funding options and Councillor Wilson will chase a quotation for resurfacing the car park and tennis court. District Councillor Patterson offered up to £800 toward a seat commemorating the Queen for the village green. The Clerk will submit an formal Local Councillor Initiative Fund application for this money.

There will be a design code walkabout with AECOM on 15th November.

031/ November 2022 Community Speed Watch
The Clerk noted that there had been interest from one member of the community. Further interest is awaited. Information will be put in the village noticeboard.
032/ November 2022 Dyke Piping
Councillor Nicholson provided a summary of the current position, highlighting concern that there would be no ongoing maintenance agreement of the pipe once a 2 year warranty on the work expired. Councillors RESOLVED (HW abstained, NB disagreed) that easement of the dyke to allow for piping is supported if there is an ongoing maintenance agreement from a third party and therefore no liability to the Parish Council (community). Should this not be possible then the Parish Council support a variation to the s106 agreement with a preference that funds that would have been used for the piping be redirected to the improvement of infrastructure in the village such as the MUGA project.
033/ November 2022 Playground deed of variation
Councillors agreed that clarity should be requested from the County Council solicitor about concerns over requiring permission for any changes to the playground.
034/ November 2022 Defibrillators
Councillors RESOLVED unanimously to purchase 2 replacement sets of pads for the defibrillators at a cost of £91.65 ex VAT. The Clerk will also contact LIVES to request training for the community.
035/ November 2022 Solar Farm Proposals
Councillors were reminded of a meeting for Parish Councils at Glentworth Village Hall on 22nd November.
036/ November 2022 Playing Field Hedge Cut
It was agreed to discuss this in February 2023.
037/ November 2022 Play Area Bins
Councillors RESOLVED unanimously to purchase 2 new covered bins (Thriplow) from Earth Anchors at a cost of £310 each.
038/ November 2022 Christmas Tree
Councillors RESOLVED unanimously to agree a delivery date of the tree of 25th November, with lights being erected over the following 2 days. It was also agreed that the lights should be turned on on 3rd December.
039/ November 2022 Highways Parish Agreement
Councillors RESOLVED unanimously to agree to a rolling agreement with Lincolnshire County Council. The clerk will sign an return the agreement.
040/ November 2022 Vendor request for use of car park
Councillors RESOLVED unanimously to allow use of the car park for the Fruit and Veg stall on a Saturday morning and Street Food Trading after 4pm on Thurs 24th Nov and/or Tues 20th Dec.
