Minutes of the Meeting of Ingham Parish Council

Date: Monday 14th March 2022

Venue: Ingham Village Hall

Attendance: Councillors: M. Nicholson (Chairman), N. Brown, S. Jacklin, M. Dickinson, G. Stonham and H. Wilson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).

 

853/March 2022 Apologies for absence

Councillor R.Graham, District Councillor Patterson, County Councillor Butroid, PCSO McFaul. 

854/March 2022 Consideration of public session matters

None.

855/March 2022 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

856/March 2022 Village Caretaker’s report

The Village Caretaker reported that he had completed the safety checks of the play park, cleared some fallen branches and fixed shelving in the Book Exchange.

857/March 2022 Notes of the Monthly Meeting of Ingham Parish Council held on the 21st February 2022 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 21st February 2022.

858/March 2022 Police report

PCSO McFaul sent apologies.

859/March 2022 Clerk’s report on matters outstanding

The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited.  Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Car Park resurface – a quote has been received for patching. Yellow blocks outside 16 High Street – requested removal. Online banking – HSBC have requested further information. 

860/March 2022 P3 Liaison Officer’s report

Councillor Stonham reported that most footpaths and bridleways are in good condition.  The footpath to Grange Lane has a damaged bridge and this will be reported to LCC.

861/March 2022 Items raised by Councillors for future agenda

Councillor Dickinson reported a pot hole at the junction of Church Hill and Middle Street.  The Clerk has reported this to LCC for repair.  Councillor Wilson noted that line markings on Middle Street were fading.  This will be reported to LCC.

County Councillor Butroid sent apologies.

Councillors RESOLVED unanimously to pay cheques 1769 and 1774.

865/March 2022 Budgetary Considerations 2022/23

Councillors RESOLVED unanimously to finalise the budget for 2022/23.

866/March 2022 NALC salary rate

Councillors RESOLVED unanimously to apply the new salary rate to employee salaries and authorise backpay to April 2021.

867/March 2022 Planning Matters to be Reported and Considered

144416, Ingham House, 20, Church Hill, Ingham, Lincoln, Lincolnshire, LN1 2YG, replace existing flat garage roof with a pitched roof.   Councillors made comments that materials should be in keeping with the conservation area and surface water should not drain into the foul sewer.

144414, The Hawthorns, Grange Lane, Ingham, Lincoln, Lincolnshire, LN1 2YD, 16no. solar panels mounted on garage roof.

No comments were made.

868/March 2022 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe.  The defibrillators were operational and emergency ready.

869/March 2022 Risk Assessment reports

Councillors RESOLVED unanimously to accept the risk reports Annual Review of Councillor Activities 2022, Annual Risk Assessment Review 2022, Annual Review of the Systems of Internal Control 2022, Annual Review of the Effectiveness of the Systems of Internal Control 2022 and Asset Register.

870/March 2022 Neighbourhood Plan

Councillor Nicholson reported that a meeting of the steering committee would be on 21st March 2022.

871/March 2022 Speed Data

The speed data on Church Hill showed an average speed of 36.1mph and a high speed of 56.5mph.

872/March 2022 Recreation Area Project

Councillors RESOLVED unanimously that the Clerk should be authorised as the principle contact for the FCC Communities grant and should submit a planning application to West Lindsey Planning.

873/March 2022 Platinum Jubilee Celebrations

Councillors Stonham, Brown and Jacklin updated councillors on the proposed arrangements.

874/March 2022 Tree Planting

Councillors RESOLVED unanimously to apply for the offer of trees from the Woodland Trust.  Councillor Stonham will submit this application.

875/March 2022 Tennis Court

The Clerk and Councillor Stonham will meet with a contractor on 17th March to discuss the idea of a MUGA.

876/March 2022 West Burton and Cottam Solar Farm

The Clerk was asked to look into possible funding that may be offered.

877/March 2022 Parishioner request

Councillors discussed the request to improve drainage in front on the speed hump on the road to the Village Hall and agreed to look into solutions.

878/March 2022 Code of Conduct

The Clerk and Councillor Nicholson will attend a training session and the code of conduct will be an agenda item at the next meeting.

879/March 2022 Village Venture

Councillors RESOLVED unanimously to pay £220 to Village Venture to support the cost of printing.

880/March 2022 Car Park Charging

Councillors decided that a charge will not be required from vendors for use of the car park in order to support local enterprise and provide facilities for parishioners.

881/March 2022 Correspondence Received

All correspondence was discussed as part of agenda items.

882/March 2022 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 25th April 2022.
