Minutes of the Meeting of Ingham Parish Council
Date: Monday 10th October 2022
Venue: Ingham Village Hall
Attendance: Councillors: N. Brown (Vice Chairman), G. Stonham, S. Jacklin and H. Wilson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson.
The Chairman opened the meeting by paying respects to the Queen.
982/ October 2022 Apologies for absence
Councillors Nicholson & Dickinson and PCSO McFaul, County Councillor Butroid.
983/ October 2022 Consideration of public session matters
None.
984/ October 2022 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
985/ October 2022 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park and litter picks in the village. Other jobs completed include the renovation of the Hayes Gardens seat and ‘No Ball Games’ sign, ‘The Green’ sign, charged the SID sign and removed fallen branches.
986/ October 2022 Notes of the Monthly Meeting of Ingham Parish Council held on the 10th October 2022 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 10th October 2022.
987/ October 2022 Police report
None.
988/ October 2022 Clerk’s report on matters outstanding
The Clerk reported Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Yellow blocks outside 16 High Street – requested removal. Play Area contract – this has been chased with Chattertons. The Clerk reported that he had received a request from the Village Hall Committee for use of the car park and playing field for Bonfire Night. Councillors agreed to this and to arrange for the picnic benches to be relocated and the skip removed from the car park.
989/ October 2022 P3 Liaison Officer’s report
Councillor Stonham reported that most footpaths and bridleways are in a muddy condition, particularly the path behind All Saints Church. It was noted that the footbridge on the bridleway to Fillingham was being replaced. Trees from the Woodland Trust are being delivered after 15/11. Councillor Wilson agreed to assist Councillor Stonham in planting these on the playing field. Consideration will be given to hedge and grass cutting.

Councillors Stonham requested that the MUGA is an agenda item at the next meeting.

992/ October 2022 District Council issues
District Councillor Patterson reported that the work to introduce a new cinema in Gainsborough had begun and RAF Scampton site is down to the last 3 bidders with a decision expected by Christmas.
993/ October 2022 External Audit
Councillor reviewed the audit outcome that ‘the information in Sections 1 and 2 of the AGAR is in accordance with Proper Practices and no other matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met’. Councillors RESOLVED unanimously to pay the fee of £240.

995/ October 2022 Planning Matters to be Reported and Considered
145363, High Cliff Farm The Cliff Ingham Lincoln LN1 2YQ, change of use of part of agricultural building to B8 (storage and distribution) resubmission of 144775 – ratify comment; Councillors RESOLVED unanimously to ratify the comments returned. Application refused.
145471, 1 Sidney Chase Ingham Lincoln LN1 2YY, single storey rear extension, first floor extension above garage, 2no. dormer windows to rear elevation and other alterations; Councillors agreed to return a comment of ‘surface water should not drain into the foul sewer.’
145574, Johnnies Farm, The Cliff, Ingham, Lincoln, Lincoln, LN1 2YQ, erection of an agricultural building to house a straw burning biomass boiler to provide renewable heating for the poultry farm. Councillors agreed comments relating to protection of the public footpath and concern over particulate matter.
996/ October 2022 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were currently out of use whilst the software is updated and batteries replaced.
997/ October 2022 Play Area project
Councillors discussed relocating the picnic benches on the play area and that new bins are needed. This will be an agenda item at the next meeting. Councillors also discussed the P3 noticeboard and agreed to keep the play area visualisation displayed until the footpath map is ready for display. Councillor Stonham will reline the map. The Clerk will contact Countryside Access to ask for a replacement. Councillor Stonham said that defibrillator training would be helpful. This will be an agenda item at the next meeting. Councillors RESOLVED unanimously to pay the Village Caretaker for 4 additional hours when painting the swings.
998/ October 2022 Neighbourhood Plan
Councillors RESOLVED unanimously to ratify the decision to pay Openplan consultants for their work in 2022.
999/ October 2022 Speed Data
Councillors reviewed speed data and it was agreed to relocate the SID to Lincoln Road. The Clerk was asked to obtain quotations for another SID.
001/ October 2022 Community Speed Watch
The Clerk noted that there had been interest from one member of the community. Further interest is awaited.
002/ October 2022 Bowls Club
Councillors RESOLVED unanimously to ratify the decision to allow the bowls green trees to be cut by the Bowls Club.
003/ October 2022 Dyke Piping
Following discussion, Councillors said it would be helpful to meet with the riparian owner to discuss a way forward. There is concern about the future impact on the village from committing to possible maintenance costs.
004/ October 2022 Defibrillators and Training
Councillors RESOLVED unanimously to ratify the decision to purchase 2 new batteries for the defibrillators.
005/ October 2022 Remembrance Day Civic Event
Councillors RESOLVED unanimously to purchase 2 wreaths from the Royal British Legion.
006/ October 2022 Christmas Tree
Councillors RESOLVED unanimously to sponsor the tree lighting ceremony.
007/ October 2022 Councillor Vacancies
Councillor Brown said that there is one parishioner who he is aware of who is interested in filling a vacancy.
008/ October 2022 Wessex Way Open Space
Councillors discussed the correspondence.
009/ October 2022 Parishioner request for disabled access to footpath
The parishioner request for improved access to the footpath from Long Lane to the sewage works was discussed. The Clerk will ask Countryside Access if this can be improved.
010/ October 2022 Solar Farm proposals
There was discussion about these proposals.
011/ October 2022 Correspondence Received
All correspondence was discussed as part of agenda items, except for the road closure order on Cow Hill between 18/10 and 20/10. The Clerk will try to establish exactly where this is planned for.
012/ October 2022 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 14th November 2022.
