Minutes of the Meeting of Ingham Parish Council

Date: Monday 11th July 2022     

Venue: Ingham Village Hall

Attendance: Councillors: M. Nicholson (Chairman), N. Brown, M. Dickinson, G. Stonham, S. Jacklin and H. Wilson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), County Councillor Butroid and 2 members of the public.

 

957/ July 2022 Public Session

Two residents of Fillingham Parish raised their concerns over the solar farm proposals for the area and that these should not be located on good agricultural land.

958/ July 2022 Apologies for absence

PCSO McFaul, District Councillor Patterson.  The Chairman noted that we had received the resignation of Councillor Graham and that West Lindsey District Council would be notified of this vacancy.

959/ June 2022 Consideration of public session matters

Councillors discussed the items raised under the appropriate agenda item.

960/ July 2022 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

961/ July 2022 Village Caretaker’s report

The Village Caretaker reported that he had completed the safety checks of the play park and that a new dog bin had been installed opposite Sidney Chase.  Renovations will be made to ‘The Green’ sign and seat on Hayes Gardens.

962/ July 2022 Notes of the Monthly Meeting of Ingham Parish Council held on the 20th June 2022 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 20th June 2022.

963/ July 2022 Police report

It was reported that there had been a crash on the B1398 in July.

964/ July 2022 Clerk’s report on matters outstanding

The Clerk reported Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited.  Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Yellow blocks outside 16 High Street – requested removal. Online banking – The Clerk has submitted a mandate change form to the Lincoln branch. Play Area contract – this has been chased with Chattertons.    External Audit – the AGAR and associated documents has been sent to PKF Littlejohn.  Tennis court pests – a pest control team have highlighted that there are rats present.  The court will need to be closed whilst this is dealt with.

965/ July 2022 P3 Liaison Officer’s report

Councillor Stonham reported that most footpaths and bridleways are in good condition.  Councillor Stonham asked why the track is not used rather than the footpath between long lane and Stow Lane.  Councillor Wilson said that it would be fine to use the track (INGH/27/5).  The Clerk will order pink spray.

967/ July 2022 County Council Issues

County Councillor Butroid reported that LCC Highways did not want to change the speed signage around the Crossways junction.  He plans to meet face to face to raise this issue. He reported that the County Council are against the solar proposals.

Councillors RESOLVED unanimously to pay cheques 1799 and 1807.

970/ July 2022 Planning Matters to be Report, ed and Considered

Planning application: 145123, Applegarth House 4 West End Ingham Lincoln LN1 2XY, Listed building consent to remove sand and cement render, and repoint the stonework in a lime putty mortar – no comment.

971/ July 2022 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe although the gaps between safety tiles around the large swings were noticeable.  The defibrillators were operational and emergency ready.

972/ July 2022 Neighbourhood Plan

Councillor Nicholson reported that a meeting of the steering committee is scheduled for 14th July with Openplan to discuss the next steps.  A grant from Locality has been confirmed.

973/ July 2022 Speed Data

Speed data was not available for this meeting.

974/ July 2022 Community Speed Watch

There was discussion and it was agreed that messages should be published in Village Venture and Facebook to asses interest from parishioners.

975/ July 2022 Recreation Area Project

The Clerk reported that the start of the installation had been delayed until the end of July.

976/ July 2022 Tennis Court MUGA

The response from Kompan about new fencing around the MUGA was discussed.

977/ July 2022 Request to use the car park

Councillors RESOLVED unanimously that the Pink Flower Van could use the car park on a Saturday morning in combination with Bread & Cheese.

978/ July 2022 Cottam and West Burton Solar Project

Following discussion, it was agreed to return comments that outline the disappointing low key consultation, the lack of meeting with parishes, that the Parish Council support the views of West Lindsey District Council and the County Council and oppose large scale, disproportionate development.

979/ July 2022 Footpath condition

Councillor Dickinson highlighted the poor condition of footpaths along Lincoln Road and High Street, particularly when used by parishioners with mobility issues.  The County Councillor said he would report this.

980/ July 2022 Correspondence Received

All correspondence was discussed as part of agenda items.

981/ July 2022 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 19th September 2022.
