Minutes of the Meeting of Ingham Parish Council
Date: Monday 20th June 2022
Venue: Ingham Village Hall
Attendance: Councillors: M. Nicholson (Chairman), N. Brown, M. Dickinson, G. Stonham and H. Wilson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), PCSO McFaul, District Councillor Patterson and 1 member of the public.
927/ June 2022 Public Session
A parishioner raised a question about rewilding in the village. He also raised concern over off road parking outside 16 High Street.
928/ June 2022 Apologies for absence
Councillors R.Graham, S. Jacklin and County Councillor Butroid.
929/ June 2022 Consideration of public session matters
It was noted that there had been new trees planted in the village. The yellow blocks outside 16 High Street have been reported as a hazard to LCC Highways. The County Councillor is supporting the introduction of a white line to demarcate the footpath.
930/ June 2022 Chairman to Sign the Declaration of Acceptance
Councillor Nicholson signed the declaration of acceptance of office for the position of Chairman.

932/ June 2022 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park, helped erect Platinum Jubilee bunting, prepared holes for new trees planted for the Jubilee, put up a cage for the new tree, removed low hanging branches and replaced the SID battery. He noted that the Saxon Way dog bin had been replaced with a larger version. The Clerk was asked to arrange the replacement of the dog bin opposite Sidney Chase.
933/ June 2022 Notes of the Annual Monthly Meeting of Ingham Parish Council held on the 9th May 2022 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 9th May 2022.
934/ June 2022 Tennis Court Liaison Officer
Councillors agreed that there was no need to continue to appoint for this position.
935/ June 2022 Police report
PCSO McFaul reported there had been five incidents but these are not for the ‘public’s interest’. The accident at the ‘Crossways’ junction was discussed. Community Speed Watch will be an agenda item at the next meeting. Any RTC should be reported using 101.
936/ June 2022 Clerk’s report on matters outstanding
The Clerk reported Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited. Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Yellow blocks outside 16 High Street – requested removal. Online banking – HSBC have requested further information. Play Area contract – this has been chased with Chattertons. Neighbourhood Plan – a quote is awaited from Openplan for 2022/23 costs. External Audit – the AGAR and associated documents has been sent to PKF Littlejohn.
937/ June 2022 P3 Liaison Officer’s report
Councillor Stonham reported that most footpaths and bridleways are in good condition.
938/ June 2022 Items raised by Councillors for future agenda
Councillor Dickinson reported that footpaths between Glebe Close and The Book Exchange on The Green are in poor condition. This will be an agenda item at the next meeting.
939/ June 2022 County Council Issues
County Councillor Butroid sent apologies.
940/ June 2022 District Council issues
The District Councillor reported that West Lindsey District Council have been awarded £2.5m and they will engage with Parish Councils to decide how this should be sent. There is a £3m Jubilee grant for improvements to Village Halls. Work on the new Gainsborough cinema complex will start soon.
941/ June 2022 Nicholsons
Councillors RESOLVED unanimously to approve the payment of the fees for 2020 to 2022 outlined in their invoice.
942/ June 2022 Lincolnshire Fieldpaths Association
Councillors RESOLVED unanimously to subscribe to the scheme for 2022/23.

944/ June 2022 Planning Matters to be Reported and Considered
None.
945/ June 2022 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe. The defibrillators were operational and emergency ready.
946/ June 2022 Neighbourhood Plan
Councillor Nicholson reported that a meeting of the steering committee was held and the public meeting responses were discussed. Grant applications are being made to Locality for funding for the coming year. The next meeting will be on 14th July.
947/ June 2022 Speed Data
The speed data on Church Hill showed an average speed of 35.3mph and a high speed of 60.6mph.
948/ June 2022 Recreation Area Project
The Clerk reported that planning permission had been granted and the expected start date for the installation is 12th July. A message will be published in Village Venture to inform the public that the play park will be out of action for around 5 weeks. Councillors RESOLVED unanimously to authorise transfer of £30,000 from Scottish Widows General Account to the HSBC current account.
949/ June 2022 Tennis Court MUGA
Councillors reviewed the indicative quotation from Kompan. The Clerk will ask for the cost to replace the perimeter fencing. Councillor Wilson agreed to obtain a quote for tarmacking the court and car park.
950/ June 2022 The Green Sign
Councillors asked the Village Caretaker to renovate the sign in order to maintain the current style.
951/ June 2022 Councillor Vacancy
The Clerk noted that there had been no applications for the current vacancy. The advert will be sent to Councillor Nicholson for further circulation.
952/ June 2022 Bonfire night
The possibility of using the Parish Council insurance to cover the Bonfire Night event was discussed. The Clerk confirmed that the Parish Council would need to be the event organiser. Councillor Nicholson will contact the Village Hall committee and the Clerk will contact the insurer to discuss.
953/ June 2022 Consideration of Public Meeting Actions
There were none to discuss.
954/ June 2022 Crossways Accident
The safety of the junction was discussed. It is understood that STOP signs may be introduced. There are bushes on private land that may be obscuring the view along Lincoln Road.
955/ June 2022 Correspondence Received
All correspondence was discussed as part of agenda items except for a letter from Ingham Primary School offering £2779 toward the MUGA project. The Clerk will thank the school for this generous offer.
956/ June 2022 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 11th July 2022.
