043/ December 2022 Apologies for absence
M. Dickinson, PCSO McFaul, District Councillor Patterson, County Councillor Butroid.
044/ December 2022 Co-opted new Councillors’ declaration
Mr T Miller and Ms S, Lee signed the declaration of acceptance form, witnessed by the Clerk.
045/ December 2022 Consideration of public session matters
None.
046/ December 2022 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
047/ December 2022 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park and litter picks in the village. He has also replaced the SID battery and turned the Christmas Tree lights on.
048/ December 2022 Notes of the Monthly Meeting of Ingham Parish Council held on the 14th November 2022 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 14th November 2022.
049/ December 2022 Police report
None.
050/ December 2022 Clerk’s report on matters outstanding
The Clerk reported Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Play Area contract – awaiting a response from the LCC solicitor; Easement of the dyke – awaiting a response from the new owner of the scrap yard/ WLDC; Pot Holes on The Green – reported to LCC; Dog bin move – requested repositioning by LCC. The Clerk also noted that the interim audit was due in December. The local councillor initiative fund grant of £501.94 has been received and the new bins for the play park have been ordered.
051/ December 2022 P3 Liaison Officer’s report
Councillor Stonham said that footpaths had been hard with ice and dog fouling is worsening, particularly on the footpath from the car park to Stow Road. She also noted that some parishioners had requested that a plaque to commemorate Mrs. Mays, who sadly died recently, could be placed on a seat in the village. Councillors thought this was a good idea.
052/ December 2022 Items raised by Councillors for future agenda
Councillor Brown said that he had been made aware of a complaint about excessive noise from an air source heat pump in the village. The Clerk will send a letter to the owner to raise their awareness of the concern.
Councillor Miller noted that there was a street light out on West End. The Clerk will report this to LCC.
Councillor Lee asked about warm spaces and food banks. The Clerk will raise this with the headteacher of Ingham Primary School in case she is aware of any need in the community.

Councillors RESOLVED unanimously to pay cheques 1830 to 1834.
Budget: Councillors discussed the budget for 2023/24.
Finance Signatories: Councillors RESOLVED unanimously to add Councillor Wilson and Councillor Stonham as additional signatories to the HSBC account and remove Councillor Dickinson.
Councillors RESOLVED unanimously to ratify the decision to allow the Clerk to sign a Village Caretaker salary cheque in the absence of any other signatory.
NALC salary rates: Councillors RESOLVED unanimously to adopt the NALC rates for 2022/23 and arrange backpay to April 2022 for employees.
056/ December 2022 Planning Matters to be Reported and Considered
145874, 4 Farriers Courtyard Ingham Lincoln LN1 2FB, single storey extension to the rear & erection of a carport. Councillors agreed to return a comment of surface water should not drain into the foul sewer.
057/ December 2022 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready. Councillor Miller noted that there can be a recoil to the track line that can impact the user. The Clerk will feed this back to Kompan.
058/ December 2022 Multi Use Games Area
There was no update provided.
059/ December 2022 Neighbourhood Plan
Councillor Nicholson reported that there was a design code walkabout with AECOM on 15th November. There will be a meeting with Openplan to review the current draft document.
060/ December 2022 Speed Data
The speed data showed an average speed on Lincoln Road of 28.1mph and a high speed of 54.8mph.
061/ December 2022 Community Speed Watch
The Clerk noted that there had been interest from one member of the community. Further interest is awaited. Information will be put in the village noticeboard and a Facebook page will be discussed at the next meeting. Councillor Lee noted that children can take part in a Junior PCSO scheme at certain schools. The Clerk will mention this to the headteacher of Ingham Primary School.
062/ December 2022 Dyke Piping
A response has been submitted to Chattertons and feedback is awaited.
063/ December 2022 Solar Farm Proposals
Councillor Stonham attended a 7000 Acres Meeting on 22nd December. Councillors agreed that there should be a community meeting. The Clerk will ask 7000 Acres Group if they could attend to present the solar proposals (30/1 or 6/2).
064/ December 2022 Christmas Tree
Councillors agreed that the Christmas Tree lights should be switched on as early as possible in 2023 and that the Parish Council will determine this date i.e. 2/12/23. The Clerk will let the Christmas Tree ceremony coordinator know.
065/ December 2022 Tennis Court Pest Control
Councillors RESOLVED unanimously to ratify the decision to take further measures to controls pests in the Tennis Court using EPM.
066/ December 2022 Donation to LIVES
Councillors RESOLVED unanimously to donate £80 to LIVES and to request defibrillator training by them.
067/ December 2022 Correspondence Received
All correspondence was discussed as part of agenda items.
068/ December 2022 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 9th January 2023.
