Minutes of the Meeting of Ingham Parish Council
Date: Monday 21st February 2022
Venue: Ingham Village Hall
Attendance: Councillors: M. Nicholson (Chairman), N. Brown, S. Jacklin, M. Dickinson, G. Stonham and H. Wilson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson and 2 members of the Village Hall Committee.
820/January 2022 Apologies for absence
Councillors R.Graham, County Councillor Butroid, PCSO McFaul.
821/February 2022 Consideration of public session matters
None.
822/February 2022 Consider application for Councillor vacancy
Councillors reviewed the application for the vacancy and RESOLVED unanimously to co-opt Mr Henry Wilson as Councillor.
823/February 2022 Declaration of acceptance of New Councillors
Councillor Jacklin and Councillor Wilson signed the declaration of acceptance forms, witnessed by the Clerk.
824/February 2022 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
825/February 2022 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park, cleared some fallen branches, changed the SID battery and cleared some fly tipped items.
826/February 2022 Notes of the Monthly Meeting of Ingham Parish Council held on the 17th January 2022 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 17th January 2022.
827/February 2022 Police report
PCSO McFaul sent apologies. A report showed no incidents.
828/February 2022 Clerk’s report on matters outstanding
The Clerk reported that the post box stump on Lincoln Road has not yet been removed. Car Parking, High Street – a proposal for parking has been sent to Highways. Crossways junction – the change of the 30mph zone is awaited. Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Grange Lane surface – works are scheduled. Bin at Bus Stop Lincoln Road – scheduled to be moved. Car Park resurface – a quote has been received for patching. Yellow blocks outside 16 High Street – requested removal. Online banking – HSBC have requested further information. The Clerk noted that Village Venture are encountering significant printing costs and are requesting a contribution to costs. This will be an agenda item at the next meeting. Councillors thanked Mr Corringham for his kind gesture to pay for replacement flags for the flag pole on The Green.
829/February 2022 P3 Liaison Officer’s report
Councillor Stonham reported that many footpaths are very muddy, particularly on the footpath between the car park and Stow Lane.
830/February 2022 Items raised by Councillors for future agenda
Village Venture will be an agenda item. The Clerk was asked to write a letter of good luck to Mr Tyas who is leaving his position as Headteacher at Ingham Primary School.
831/February 2022 County Council Issues
County Councillor Butroid sent apologies.
832/February 2022 District Council issues
The District Councillor reported that new purple bins for cardboard and paper will be distributed to households between 7/3 and 1/4. There is a £700 grant available for Platinum Jubilee celebrations. The Council is now back to full strength with 36 Councillors.
833/February 2022 LALC subscription 2022/23
Councillors RESOLVED unanimously to subscribe to LALC for 2022/23 at a cost of £263.
834/February 2022 LALC Training Scheme
Councillors RESOLVED unanimously to subscribe to LALC training scheme for 2022/23 at a cost of £132.

836/February 2022 Budgetary Considerations 2022/23
The Clerk presented a draft budget.
837/February 2022 Planning Matters to be Reported and Considered
None.
838/February 2022 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe. The defibrillators were operational and emergency ready.
839/February 2022 Neighbourhood Plan
Councillor Nicholson reported that a second public meeting will be rescheduled soon.
840/February 2022 COVID-19
It was agreed that restrictions should now be lifted but will remain under review.
841/February 2022 Speed Data
The Clerk will circulate the report.
842/February 2022 Recreation Area Project
The Clerk updated Councillors on progress noting that the outcome of the FCC Community grant application is due soon.
843/February 2022 Request for Village Hall Committee grant aid
Members of the Village Hall Committee provided and overview of the recent financial performance and expected future costs. Councillors RESOLVED (GS abstained) to provide grant aid of £1350 to the Village Hall Committee.
844/February 2022 Platinum Jubilee Celebrations
Councillor Nicholson has met with Village Hall Committee members and agreed to work with them to plan celebrations which will also include representatives of the Church, FOIS and Little Acorns. There will be a meeting on 3rd March to discuss this. Councillors RESOLVED unanimously to apply for the Platinum Jubilee grant from WLDC for £700.
845/February 2022 Request to use the Car Park for Craft and Farmers Market
Councillors RESOLVED unanimously to allow the use if the car park and Green where necessary during 2022 for this event. The Village Hall representative will donate a proportion of the proceeds to the Parish Council.
846/February 2022 Tennis Court
Councillor Stonham discussed the idea of using the Tennis Court as a multi-use games area. The Clerk will work with Councillor Stonham to meet with suppliers to understand what is possible and the costs.
847/February 2022 Village Hall Committee Representative
Councillors RESOLVED unanimously to appoint Councillor Jacklin and Councillor Wilson as the representatives. They will alternate their attendance as necessary.
848/February 2022 ROCO BBQ
Councillors RESOLVED unanimously to allow the use of the car park on 24th March.
849/February 2022 Inn on the Green
Councillors RESOLVED unanimously to allow the use of the car park as an overflow parking area for a wedding event on 13th August 2022.
850/February 2022 Correspondence Received
All correspondence was discussed as part of agenda items.
852/February 2022 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 14th March 2022.
