Minutes of the Meeting of Ingham Parish Council

Date: Monday 28th April 2025  

Venue: Ingham & Cammeringham Village Hall

Attendance: Councillors:  M. Nicholson, H. Wilson, G. Stonham, S. Lee, and P. Bell. Also attending: G. Monks (Clerk), County Councillor Butroid & M. Couzens (Village Caretaker) and 1 member of the public.

 

735/ April 2025 Apologies for absence

736/ April 2025 Consideration of public session matters

None.

737/ April 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.

738/ April 2025 Floodlights

The member of the public enquired on behalf of Ingham School who was responsible for the floodlights.  It was clarified and agreed that these are the responsibility of the Parish Council.  The Clerk will ask Mr Slack on his recollection about how to operate them.   The Clerk will also contact Chattertons to let them know of the discussion.  There was also discussion about the possible use of the top playground as a MUGA.  There was general agreement that this would be unsuitable.  It was noted that the two fences between the Tennis Court and small playground need attention due to trees growing through it.

739/ April 2025 Village Caretaker’s report

The Village Caretaker reported that he had repaired the warning signs on the road across The Green, replaced the SID battery, treated the noticeboard with oil, sanded down the Jubilee seat.  He noted that the play park bin bags are too small.  The Clerk will see if WLDC can provide larger versions.  Also, pallets have been found in the Tennis Court which belong to the school.  The Clerk will ask the School to store these safely.  He also reported that he had found excrement in the Tennis Court and this has now been cleared.

740/ April 2025 Notes of the Meeting of Ingham Parish Council held on the 17th March 2025 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 17th March 2025.

741/ April 2025 Police statistics review

There were four new incidents in Ingham during February.

742/ April 2025 Clerk’s report on matters outstanding

Play Area contract – solicitors are concluding the proceedings.  Subsiding play surface –a repair has been made to the worst depression – later agenda item.  Crossways/ Cadent – a new fence, bollards and temporary speed restriction is in place; Long Lane Keep off Grass signs – these were reported on Fixmystreet; EMail domain – the Parish Council will need to move to a .gov email address in due course; Pay Increase – a 3.2% increase has been proposed to the union; Play Area roundabout – this will be repaired under warranty in May; Road marking – a refresh has been requested at High Street / Grange Lane and Crossways.  The Lincoln Road average speed was in 23.25mph, out 24.83 mph and on Church Hill 35.9mph during April.

743/ April 2025 P3 Liaison Officer report

Councillor Stonham reported a lot of dog fouling particularly on the footpath close to the car park.  The dog bin near the scrap yard needs a new lid.  There have been compliments about the grass cuts and daffodils have been dead headed. The seat near Anyans Row requires attention.  The village Caretaker will take a look.

The County Councillor said he had 2 spare speed signs that he’ll leave in the Tennis Court area for our use.

Councillors RESOLVED unanimously to pay electronic payments e117-125.  The Chairman and two non-signatory Councillors signed the HSBC bank statement to confirm the balance at 21st March 2025 of £16,407.36 and Scottish Widows balances of £3,563.92 and £30,450.62 at 1/4/25.

749/ April 2025 Year End Statement

Councillors RESOLVED unanimously approve the year end statement.  The Chairman signed the document..

750/ April 2025 Reserves

Councillors RESOLVED unanimously to earmark £10,000 for the play park surface, £10,000 for the MUGA and £10,000 for the car park surface.

751/ April 2025 Planning Matters to be Reported and Considered

WL/2025/00342, The Old Scrapyard Stow Lane Ingham Lincoln Ln1 2yp, To amend the approved plans, as per the attached Drawing Amendment Schedule, to include substitution house types and garage designs, make minor amendments to the road layout and some private drives and relocate a small area of open space – Councillors noted these amendments.

752/ April 2025 Risk Assessment Play Area

The Clerk presented a report undertaken on 28th April that found no operational risk concerns with equipment but noted the known issues with the subsiding play surface and roundabout.  Defibrillators are emergency ready. 

753/ April 2025 Play Area Surface Repair

The Clerk said that HAGS had only undertaken one play surface repair due to the depressions being larger than expected.  Their advice was that a hard-core base layer should be instated to ensure long term integrity.  The Clerk will check the standards to which the play surface was layed by Kompan.

754/ April 2025 MUGA and Car Park

The working group will meet at the play park on 8th May.

755/ April 2025 Neighbourhood Plan

The Clerk said that Openplan have submitted the plan to WLDC.

756/ April 2025 Crossways junction and Cadent site

The recent action around the site was noted.  The Chairman proposed a solution to move speed limit signage and introduce a 40mph limit in B1398 that passes the junction and the Clerk will send this to the CEO of West Lindsey District Council and the County Councillor.

757/ April 2025 Application for grant aid

Councillors said that they would like to see the most recent accounts of the Village Hall Committee prior to making a decision.

758/ April 2025 Parishioner Email

Councillors reviewed the comments and suggested that this is referred to the District Council for their attention.

759/ April 2025 Grass Cutting caravan park verge

The signage has now been removed.

760/ April 2025 Community Awards

Councillors RESOLVED unanimously to apply for £250 from the Local Councillor Initiative Fund for a trophy and voucher.  The awards will be given every few years where appropriate.

761/ April 2025 Correspondence Received

All correspondence was discussed as part of agenda items except for a traffic restriction around Crossways until October 2026 and a letter about the local government restructure.

762/ April 2025 Date of the next Parish Council Meeting

The next meeting of Ingham Parish Council will be on Monday 19th May 2025.
