Minutes of the Annual Meeting of Ingham Parish Council

Date: Wednesday 28th May 2025            

Venue: Ingham Village Hall

Attendance: Councillors: M. Nicholson, P. Bell, S. Lee. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).

 

763/May 2025 Election of Chairman

Councillors RESOLVED unanimously to elect Councillor Mark Nicholson as Chairman.  Councillor Nicholson accepted.

764/May 2025 To receive the Chairman’s Declaration of Acceptance of Office

The Declaration of Acceptance of Office form will be signed at the next meeting.

765/May 2025 Election of Vice Chairman

Councillors deferred the election of a Vice-Chairman until the next meeting.

766/May 2025 To receive the Vice Chairman’s Declaration of Acceptance of Officer

The Declaration of Acceptance of Office form was not signed.

768/May 2025 Apologies for absence

Councillors N. Brown, S. Jacklin, G. Stonham, H. Wilson & T. Miller, District Councillor Patterson and the County Councillor.

769/May 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

770/May 2025 Village Caretaker’s report

The Village Caretaker reported he had renovated the seat at the junction of High Street and Lincoln Road, installed spikes on the Parish Council Noticeboard to deter bird fouling, tightened some bolts on equipment at the play park and litter picked around the village.

Councillors deferred this item until the next meeting.

773/May 2025 Appointment of Internal Auditor/Independent Examiner

Councillors RESOLVED unanimously to continue with the LALC arranged Internal Auditor.

774/May 2025 Adoption of Standing Orders and Financial Regulations

Councillors RESOLVED unanimously to adopt the revised Standing Orders and Financial Regulations.

775/May 2025 Review and approve Complaints procedure

Councillors RESOLVED unanimously to approve the Complaints procedure.

Councillors RESOLVED unanimously to approve the Publication Scheme.

Councillors RESOLVED unanimously to approve the procedure for Freedom of Information requests.

Councillors RESOLVED unanimously to approve the list.

782/May 2025 Adopt the section 137 limit 2025/25

Councillors RESOLVED unanimously to adopt the s137 limit of £11.10 per person on the electoral role.

783/May 2025 Police statistics

The Clerk presented the statistics showing 4 new incidents during March 2025.

784/May 2025 Clerk’s report on matters outstanding

Play Area contract – solicitors are concluding the proceedings; Subsiding play surface –a meeting with Kompan has been arranged; Crossways/ Cadent – a new fence, bollards and temporary speed restriction is in place and a response from LCC has been received agreeing to look into the permanent resolution of this; Dog bin lid – replaced at the scrapyard; MUGA site meeting – arranged for 9-10th June. The Lincoln Road average speed was in 23.07mph, out 24.47 mph and on Church Hill 35.7 mph during April.  There was a high speed of 81mph out on Lincoln Road.  Councillor Nicholson will analyse the data to find time and day.

Councillors agreed to allow the use of the car park for wedding parking on 22nd August.  The Clerk noted contact from Northern Powergrid requesting clarification of ownership of 3 trees.  These are all on the Green and the Clerk will respond to this effect and clarify whether the WLDC tree officer has been contacted and whose cost the work will be attributed to.

Councillor Stonham sent apologies.

786/May 2025 Items raised by Councillors for future agenda

Councillor Lee requested that the permanent Christmas Tree is added to the agenda and that an action list is circulated to Councillors following each meeting.  Remembrance Day poppies for lamp posts was also requested to be an agenda item.

County Councillor Butroid sent apologies.

District Councillor Patterson sent apologies.

789/May 2025 Data Protection Fee

Councillors RESOLVED unanimously to pay the data protection fee of £52.

790/May 2025 Annual Insurance Renewal 

Councillors RESOLVED unanimously to renew the policy with Ecclesiastical for 2025/26, continuing the 3-year deal at a cost of £837. 

791/May 2025 Internal Audit Report 

The Internal Audit report found no issues with the Parish Council accounts or processes.

792/May 2025 Meeting dates 2025/26 

Councillors RESOLVED unanimously to agree the meeting dates for 2025/26.

Councillors RESOLVED unanimously to pay e126 to e134.

794/May 2025 External Audit

The Clerk noted that the Council do not meet the criteria for exemption. Councillors RESOLVED unanimously to not seek an exemption.

795/May 2025 Approval of The Annual Governance Statement

Councillors RESOLVED unanimously to approve the Annual Governance Statement 2024/25.  The Chairman signed the form.

796/May 2025 Consideration of Accounting statements

Councillors considered the Accounting Statements 2024/25.

797/May 2025 Approval of the Accounting Statements

Councillors RESOLVED unanimously to approve the Accounting Statements 2024/25.

798/May 2025 Chairman to sign and date the Accounting Statements

The Chairman signed and dated the Accounting Statements form.

799/May 2025 Planning Matters to be Reported and Considered

None reported.

800/May 2025 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe.  The defibrillators are operational and emergency ready. Wear around the trampoline was noted.

801/May 2025 Neighbourhood Plan

Councillor Nicholson said that West Lindsey District Council are currently reviewing the plan.

802/May 2025 Multi Use Games Area

There was discussion about site meetings arranged for 9th and 10th June.

803/May 2025 Play Area Surface Repair

There will be a meeting with Kompan on 4th June.

804/May 2025 Ingham Village Hall Committee

Councillors suggested that the request for grant aid should be made using the grant awarding policy.  The Clerk will request the applicant uses this.

805/May 2025 Correspondence Received

All correspondence was discussed as part of agenda items.

543/May 2025 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 9th June 2025.
