Minutes of the Meeting of Ingham Parish Council
Date: Monday 15th December 2025
Venue: Ingham & Cammeringham Village Hall
Attendance: Councillors: H. Wilson, G. Stonham, J. Keir, and S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).
951/ December 2025 Apologies for absence
Councillors S. Lee, N. Brown T. Miller, County Councillor Wimhurst, District Councillor Patterson.
952/ December 2025 Consideration of public session matters
None.
953/ December 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.
954/ December 2025 Village Caretaker’s report
The Village Caretaker reported that he had put up the Christmas Tree lights, changed the SID battery and cleared leaves from the footpath opposite the Black Horse.
955/ December 2025 Notes of the Meeting of Ingham Parish Council held on the 17th November 2025 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 17th November 2025.
956/ December 2025 Police statistics review
There were 3 new incidents in Ingham during October.
957/ December 2025 Clerk’s report on matters outstanding
Crossways/ Cadent – Cadent will look to remove the red and white barriers once the speed limit is formally introduced; Tree overhanging footpath – a tree survey has been organised; Car Park – quotations for repair have been requested; Cradle Swing – replaced; Collapsed steps railing on Grange Lane – repaired, Road sweeper – requested.
The Lincoln Road average speed was in 22.35 mph, out 24.11 mph and on Church Hill 29.5mph during November/December.

Councillor Stonham reported that footpaths are muddy.

The District Councillor sent apologies.

Councillors RESOLVED unanimously to pay electronic payments e165-172. Two non- signatory Councillors signed the HSBC bank statement to confirm the balance at 21st November 2025 of £33,447.03.
963/ December 2025 Budget 2026/27
The Clerk noted that Councillors should let him know of any budgetary items for the forthcoming financial year. The budget was discussed by Councillors.
964/ December 2025 Planning Matters to be Reported and Considered
WL/2025/01030, Cherry Trees Grange Close Ingham Lincoln Ln1 2uy, proposed garage extension to create snooker room and demolition of timber snooker room – granted.
WL/2025/01077, Grange Farmhouse West Grange Lane Ingham Lincoln Ln1 2yd, change of use of agricultural land to dog walking facility – withdrawn.
WL/2025/01205, 5 Jubilee Terrace High Street Ingham Lincoln LN1 2XN, application to erect a conservatory – Councillors agreed a response which will be ratified at the next meeting.
965/ December 2025 Risk Assessment Play Area
The Clerk presented a report undertaken on 15th December. Defibrillators are emergency ready.
966/ December 2025 Annual Inspection of play area
Councillors reviewed the annual inspection report by Wicksteed.
967/ December 2025 MUGA project
The Clerk confirmed that grants have been submitted to FCC and WLDC and outcomes are awaited.
968/ December 2025 Car Park
Quotations have been requested for resurfacing and patching.
969/ December 2025 Outdoor Fitness Equipment
A one- page requirement sheet will be drawn up in order to request quotations. Councillor Stonham is looking into a grant application through Sport England.
970/ December 2025 Neighbourhood Plan
The Clerk said that West Lindsey District Council are reviewing the draft plan as part of regulation 16.
971/ December 2025 Village Hall Committee grant aid
There was no request received.
972/ December 2025 Deed of variation
Councillors RESOLVED unanimously to offer to pay 50% of the estimated solicitor cost of £2000 plus VAT. The Clerk will confirm this to the Chair of Ingham Primary School governors.
973/ December 2025 Parishioner complaint
Councillors reviewed the complaint that requested a dog bin on The Green at the Hollow. The Clerk will request this from WLDC.

All correspondence was discussed as part of agenda items.
975/ December 2025 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 12th January 2026.
