Minutes of the Meeting of Ingham Parish Council

Attendance: Councillors: H. Wilson, N. Brown, G. Stonham, S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker) & 1 member of the public.

None.
840/ July 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.
841/ July 2025 Co-Option for Councillor Vacancy
Councillors RESOLVED unanimously to appoint Joe Keir as a Councillor for Ingham Parish Council.
842/ July 2025 Appointment of P3 Liaison Officer
Councillors RESOLVED unanimously to appoint Councillor Stonham as P3 Liaison Officer.
843/ July 2025 Village Caretaker’s report
The Village Caretaker reported that he had trimmed branches at the old pond site, unlocked the playing field gate, reported a broken manhole cover to the Clerk, trimmed branches near the play park and changed the SID battery.
844/ July 2025 Notes of the Meeting of Ingham Parish Council held on the 16th June 2025 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 16th June 2025.
845/ July 2025 Police statistics review
There were two new incidents in Ingham during May.
846/ July 2025 Clerk’s report on matters outstanding
Subsiding play surface –Kompan have agreed to make repairs at no cost to the Parish Council. Crossways/ Cadent – a new fence, bollards and temporary speed restriction are in place; Scottish Widows – Signatories have been updated; West End caravan site – the Clerk has spoken with Mr Saunders who has since restored the layby to its original condition; Pump station – the doors are loose and this has been reported to Anglian Water; Buses- following a road closure the Clerk contacted Stagecoach to restore the service to the Village; Camping on The Green – a request to camp on The Green has been received – Councillors decided that this would not be appropriate; Manhole – this is not an Anglian Water manhole.
The Lincoln Road average speed was in 23.34 mph, out 24.70 mph and on Church Hill 35.7mph during July.
847/ July 2025 P3 Liaison Officer report
Councillor Stonham reported that dog fouling has worsened and pink spray has been applied. The path behind Ingham House has been tidied up.

The District Councillor sent apologies.
849/ July 2025 County Councillor report
The County Councillor did not attend.
850/ July 2025 Items raised by Councillors for future agenda
Councillor Brown said Village Hall grant aid should be on the next agenda. The Clerk will also check the insurance policy to see if Bonfire Night could be covered if necessary. Councillor Jacklin said that the Christmas Tree lighting ceremony should been on the agenda.

Councillors RESOLVED unanimously to pay electronic payments e137-143. The Chairman signed the HSBC bank statement to confirm the balance at 21st June 2025 of £37,208.52.
The Clerk noted that the signatories had been updated for the HSBC account following the resignation of M. Nicholson and the monthly charge for the account would not be charged in future.
852/ July 2025 Planning Matters to be Reported and Considered
None.
853/ July 2025 Risk Assessment Play Area
The Clerk presented a report undertaken on 20th July that found no operational risk concerns with equipment but noted the known issues with the subsiding play surface. Defibrillators are emergency ready.
854/ July 2025 Play Area Surface Repair
The Clerk reported that Kompan are waiting for the weather conditions to be suitable.
855/ July 2025 MUGA and Car Park
Grant application for FCC Communities action fund, WLDC Community Fund and Sport England were discussed.
856/ July 2025 Neighbourhood Plan
A response is awaited from WLDC.
857/ July 2025 Little Acorns Scarecrow Festival
Councillors RESOLVED unanimously to allow the use of the car park and Green for the festival.
858/ July 2025 Christmas Tree
Councillors RESOLVED unanimously to purchase a permanent Christmas Tree (Nordic fir). The Clerk will contact WLDC to see if permission is required. (Free Resource Power to incur expenditure not otherwise authorised on anything which in the council's opinion is in the interests of the area or part of it or all or some of the inhabitants LGA 1972, section 137)
859/ July 2025 Defibrillator training
The Clerk will find a suitable date for LIVES to offer training on a weekday evening in September.
860/ July 2025 Correspondence Received
All correspondence was discussed as part of agenda items.
861/ July 2025 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 8th September 2025.
