Minutes of the Meeting of Ingham Parish Council

Date: Monday 12th January 2026            

Venue: Ingham & Cammeringham Village Hall

Attendance: Councillors:  H. Wilson, N. Brown, T. Miller, G. Stonham, J. Keir, and S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker) and 8 members of public.

 

976/ January 2026 Public Session

Members of the public made Councillors aware of their objections to the outline planning application for land at the end of Saxon Way (WL/2025/01239).

977/ January 2026 Apologies for absence

Councillors S. Lee, County Councillor Wimhurst, District Councillor Patterson.

978/ January 2026 Consideration of public session matters

Councillors considered the comments in the planning agenda item.

979/ January 2026 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.

980/ January 2026 Village Caretaker’s report

The Village Caretaker reported that he had taken down the Christmas Tree lights.  The Clerk will arrange for the tree to be collected.

981/ January 2026 Notes of the Meeting of Ingham Parish Council held on the 15th December 2025 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 15th December 2025.

982/ January 2026 Police statistics review

There were 6 new incidents in Ingham during November 2025.

983/ January 2026 Clerk’s report on matters outstanding

Crossways/ Cadent – Cadent will look to remove the red and white barriers once the speed limit is formally introduced; Tree overhanging footpath – a tree survey has been organised; Car Park – quotations for repair have been requested; Grants – an offer of £20k has been made by WLDC for the MUGA project, the FCC grant has been submitted; Appraisals – being scheduled;  Dog Bin The Hollow – requested (Litter Act 1983, subsections 5 and 6); Deed of variation – Chattertons are finalising the document and invoice.

The Lincoln Road average speed was in 22.16 mph, out 23.76 mph and on Church Hill 34mph during December/ January.

Councillor Stonham reported that footpaths are muddy.

Councillors RESOLVED unanimously to pay electronic payments e173-177.  The Chair signed the HSBC bank statement to confirm the balance at 21st December 2025 of £31,278.55.

989/ January 2026 Budget 2026/27

The Clerk noted that Councillors should let him know of any budgetary items for the forthcoming financial year. The budget was discussed by Councillors.

990/ January 2026 Precept 2026/27

Councillors RESOLVED unanimously to request a 3% increase in precept being £27,163. (Local Government Act 1982, s150).

991/ January 2026 Planning Matters to be Reported and Considered

WL/2025/01205, 5 Jubilee Terrace High Street Ingham Lincoln LN1 2XN, application to erect a conservatory – Councillors RESOLVED unanimously to ratify the comments agreed at the previous meeting.

WL/2025/01239, Land Off Saxon Way Ingham Lincoln LN1 2XF, Outline planning application for up to 10no. dwellings with all matters reserved – Councillors RESOLVED unanimously to object to the application due to:

Ingham Parish Council's Neighbourhood Plan is currently at the appointment of examiner stage and is therefore close to finalisation. We therefore request that full weight is given to the Plan when determining this application. The Ingham Neighbourhood Plan (Policy 3 section b) does not support the proposed site as suitable for development. This follows an independent assessment of sites by AECOM, which included site WL/ING/005, that did not find the site to be suitable for development. In addition, feedback at public events held when developing Neighbourhood Plan policies did not show support for development at this location. The Neighbourhood Plan also identified that the community would prefer bungalows to be built in the locations that were deemed acceptable for development. The village has a large number of family sized houses and does not require any more than has already been granted permission. The Parish Council are aware that the 'Old Scrapyard' site (WL/ING/006) is likely to start the building of 34 properties soon which was an allocated site in the CLLP. The CLLP 2023 allocated Ingham 89 new dwellings. This allocation has already been exceeded. There is significant concern over the impact of the proposed development on the 'Important Views' (as defined in the Neighbourhood Plan) across the AGLV and the amenity view for residents living close to the proposed site. It is not thought that the current property market is strong enough to support the sale of the properties proposed in this application. The Parish Council request that this application is determined by the planning committee. (Town and Country Planning Act 990, Sched. 1 para 8; Local Government Act 1972, Sched. 15 para 20).

992/ January 2026 Risk Assessment Play Area

The Clerk presented a report undertaken on 12th January.  Defibrillators are emergency ready.  

993/ January 2026 MUGA project

The Clerk confirmed that WLDC have awarded £20,000 for the project.  The FCC application for funds has been submitted.  Councillor Wilson said that he would contact the owners of the new scrapyard development to see if they’d like to contribute to the project. (Open Spaces Act 1906, section 9-10, Local Government (Miscellaneous Provisions) Act 1976, section 19)

994/ January 2026 2025 Car Park

Quotations have been requested for resurfacing and patching. (Open Spaces Act 1906, section 9-10, Local Government (Miscellaneous Provisions) Act 1976, section 19).

995/ January 2026 Outdoor Fitness Equipment

Councillor Stonham has drafted a grant application through Sport England and the Clerk will finalise this soon.  The Clerk will send the draft quotation request form to Councillor Keir.

996/ January 2026 Neighbourhood Plan

The Clerk said that there is an examiner selection meeting on 28th January that he will attend.

997/ January 2026 Deed of variation

Chattertons continue to try to finalise arrangements with the school solicitor.  The school have accepted the offer to share the bill.

998/ January 2026 LALC subscription renewal

Councillors RESOLVED unanimously to renew the membership for 2026/27 at a cost of £305.70.  The renewal of the ATS subscription was deferred until the next meeting. (Local Government Act 1972).

999/ January 2026 Co-option for Councillor vacancy

Councillors RESOLVED unanimously to co-opt for the Councillor vacancy. (s.89 Local Government Act 1972).

000/ January 2026 Correspondence Received

All correspondence was discussed as part of agenda items.

001/ January 2026 Date of the next Parish Council Meeting

The next meeting of Ingham Parish Council will be on Monday 9th February 2026.
