Minutes of the Meeting of Ingham Parish Council

Date: Monday 13th October 2025            

Venue: Ingham & Cammeringham Village Hall

Attendance: Councillors:  H. Wilson, N. Brown, G. Stonham, P. Bell, J. Keir, T. Miller and S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson.

 

892/ October 2025 Apologies for absence

893/ October 2025 Consideration of public session matters

There were none raised.

894/ October 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.

895/ October 2025 Village Caretaker’s report

The Village Caretaker reported that one of the cradle swings is damaged and he had replaced the SID battery.

896/ October 2025 Notes of the Meeting of Ingham Parish Council held on the 13th October 2025 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 13th October 2025.

897/ October 2025 Police statistics review

There were 4 new incidents in Ingham during August.

898/ October 2025 Clerk’s report on matters outstanding

Subsiding play surface –Kompan will undertake repairs as soon as the weather permits. The cradle swing is not covered under warranty.  A quotation is awaited; Crossways/ Cadent – Cadent will look to remove the red and white barriers one the speed limit is formally introduced; Tree overhanging footpath – a tree survey has been organised; Road adjacent to telephone box – the Clerk has reported a poor pot hole repair; Car Park – quotations for repair have been requested.  Bonfire night – the insurer would require the Parish Council to be the event organisers for insurance to be applicable; Grass Cutting – Green Grass Contracting are happy to continue for 2026/27.  The Clerk has also reported a pot hole on Long Lane, nettles on the footpath near Ingham House and a collapsed steps railing on Grange Lane.  Councillor Stonham requested that the road markings around Crossways are refreshed.  The Clerk will request this.

The Lincoln Road average speed was in 23.08 mph, out 24.49 mph and on Church Hill 35.5mph during October. 

899/ October 2025 P3 Liaison Officer report

Councillor Stonham reported that around 1500 daffodils had been planted around the Village Green area.

900/ October 2025 District Councillor report

The District Councillor reported that there has been a change in leadership at the District Council; proposals for reorganising Lincolnshire have been put forward; there is no decision on the future of Scampton base yet; Grants are available from the District Council.

901/ October 2025 County Councillor report

The County Councillor sent apologies.

Councillor Brown said that cadets would be cleaning the war memorial in due course.

Councillors RESOLVED unanimously to pay electronic payments e152-158.  The Chairman signed the HSBC bank statements to confirm the balance at 21st September 2025 of £33,873.07 and Scottish Widows statements of £30,636.88 and £1,782.28.

904/ October 2025 Budget 2026/27

The Clerk noted that Councillors should let him know of any budgetary items for the forthcoming financial year.

905/ October 2025 Planning Matters to be Reported and Considered

None.

906/ October 2025 Risk Assessment Play Area

The Clerk presented a report undertaken on 9th October that found an issue with the cradle swings and also noted the known issues with the subsiding play surface.  Defibrillators are emergency ready.  

907/ October 2025 MUGA project

The Clerk will ask for an indicative quote from Kompan to include replacement fencing.  Councillors RESOLVED unanimously to apply for a grant from WLDC for £50,000 and to apply to FCC for their community action fund for up to £30,000.

908/ October 2025 Car Park

Quotations have been requested for resurfacing and patching.

There was discussion about possible locations and the type of equipment.

909/ October 2025 Neighbourhood Plan

The Clerk said that West Lindsey are reviewing the draft plan as part of regulation 16.

910/ October 2025 Christmas Tree

Councillor RESOLVED unanimously to purchase a tree from Fillingham Trees. It was agreed that HW, TM, and NB would arrange a visit to Fillingham trees to pick a tree.  The Clerk will contact V. McNaughton to ask if she plans to arrange a ceremony.

911/ October 2025 Village Hall Committee grant aid

There was no request received.

912/ October 2025 Speed sign warranty

Councillors RESOLVED unanimously not to extend the warranty due to cost.

913/ October 2025 Ingham Christmas Illuminations

Councillor Lee is arranging this.

914/ October 2025 LIVES donation

Councillors RESOLVED unanimously to donate £50 to LIVES.  (Free Resource Power to incur expenditure not otherwise authorised on anything which in the council's opinion is in the interests of the area or part of it or all or some of the inhabitants         LGA 1972, section 137)

915/ October 2025 Bonfire Night

Councillors RESOLVED unanimously to ratify the decision to allow the use of car park and playing field by the Village Hall Committee for Bonfire Night subject to appropriate insurance being in place, risk assessments undertaken and a clear up of the areas following the event.

916/ October 2025 Saxon Way seat

Councillors asked the Village Caretaker to see if he can improve the appearance of the current seat.

917/ October 2025 Weeping Ash

Councillors considered the email received from a parishioner and agreed that this tree should be added to the next tree survey.

918/ October 2025 Correspondence Received

All correspondence was discussed as part of agenda items.

919/ October 2025 Date of the next Parish Council Meeting

The next meeting of Ingham Parish Council will be on Monday 17th November 2025.
