Minutes of the Meeting of Ingham Parish Council

Date: Monday 17th November 2025       

Venue: Ingham & Cammeringham Village Hall

Attendance: Councillors:  H. Wilson, N. Brown, G. Stonham, J. Keir, and S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker) and 9 members of the public.

 

920/ November 2025 Public Session

Members of the public outlined their concerns about the planning application for a dog walking area, highlighting issues relating to increased traffic, noise, impact on protected views and proximity to properties.

921/ November 2025 Apologies for absence

Councillors S. Lee, T. Miller, P. Bell, County Councillor Wimhurst, District Councillor Patterson.

922/ November 2025 Consideration of public session matters

The issues raised by the public were considered during the planning agenda item.

923/ November 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.

924/ November 2025 Deed of Variation

The ex-chair of the school governors and the vice chair gave an overview of the circumstances leading to the solicitor work.  The Clerk noted that Chattertons had reviewed the bill and reduced it to £2k plus VAT.  Councillors considered the idea of paying half of the bill.  The Clerk will request an itemised bill.  It was pointed out that the school had made a contribution to ward the MUGA which had not yet been spent.  The Clerk will look into this.

925/ November 2025 Village Caretaker’s report

The Village Caretaker reported that he had removed the poppies from lampposts and replaced the SID battery.  The Clerk will confirm the Christmas Tree delivery date.

926/ November 2025 Notes of the Meeting of Ingham Parish Council held on the 13th October 2025 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 13th October 2025.

927/ November 2025 Police statistics review

There were 3 new incidents in Ingham during September.

928/ November 2025 Clerk’s report on matters outstanding

Crossways/ Cadent – Cadent will look to remove the red and white barriers once the speed limit is formally introduced; Tree overhanging footpath – a tree survey has been organised; Car Park – quotations for repair have been requested;  Cradle Swing – a quotation has been received; Collapsed steps railing on Grange Lane – works to repair are awaited.

The Lincoln Road average speed was in 22.54 mph, out 24.45 mph and on Church Hill 34.6mph during November.

Councillor Stonham reported that footpaths are muddy.

The District Councillor sent apologies.

The County Councillor sent apologies.

Councillors RESOLVED unanimously to pay electronic payments e159-164 and cheque.  The Chairman signed the HSBC bank statement to confirm the balance at 21st October 2025 of £34,046.80.

934/ November 2025 Budget 2026/27

The Clerk noted that Councillors should let him know of any budgetary items for the forthcoming financial year. The budget was discussed by Councillors.

935/ November 2025 Estimated Precept 2026/27

Councillors RESOLVED unanimously to request an estimated precept increase of 3% being £27,163. (Local Government Act 1982, s150).

936/ November 2025 Planning Matters to be Reported and Considered

WL/2025/01030, Cherry Trees Grange Close Ingham Lincoln Ln1 2uy, proposed garage extension to create snooker room and demolition of timber snooker room. Councillors agreed to return a comment of ‘Surface water should not drain into the foul sewer.’

WL/2025/01077, Grange Farmhouse West Grange Lane Ingham Lincoln Ln1 2yd, change of use of agricultural land to dog walking facility.  Councillors RESOLVED unanimoulsy to object to this application due to the proposal being in an inappropriate location, outside the building line, concerns about speeding, the neighbourhood plan identifying this land as inappropriate for development and inappropriate materials for the entry drive.  (Local Government Act 1972, Sched. 15 para 20).

937/ November 2025 Risk Assessment Play Area

The Clerk presented a report undertaken on 17th November that found an issue with the cradle swings.  Defibrillators are emergency ready.  

938/ November 2025 Annual Inspection of play area

The Clerk noted that Wicksteed had not booked in an inspection and had a long lead time unless an additional fee is paid.  Councillors compared fees between different providers and RESOLVED unanimously to ask Wicksted to expedite the inspection to be as soon as possible. (Public Health Act 1875, section 164)

939/ November 2025 Cradle Swing replacement

Councillors RESOLVED unanimously to purchase a replacement swing from Kompan. (Public Health Act 1875, section 164)

940/ November 2025 MUGA project

The Clerk confirmed that grants have been submitted and support letters requested.  Councillors agreed that the tender process should not start until a response from the WLDC grant application is received.

941/ November 2025 Car Park

Quotations have been requested for resurfacing and patching.

942/ November 2025 Outdoor Fitness Equipment

Councillors agreed that this project is entirely separate from the MUGA project.  A one- page requirement sheet will be drawn up in order to request quotations.

943/ November 2025 Neighbourhood Plan

The Clerk said that West Lindsey District Council are reviewing the draft plan as part of regulation 16.

944/ November 2025 Christmas Tree

Councillors RESOLVED unanimously to ratify the decision to apply for the Local Councillor Initiative Fund for £250 toward the lighting ceremony.  It was agreed that Councillor Brown would lead the arrangements.  (Local Government Act 1982, s150).

945/ November 2025 Village Hall Committee grant aid

There was no request received.

946/ November 2025 Ingham Christmas Illuminations

Councillor Jacklin agreed to create a poster.

947/ November 2025 Grass Cutting 2026/27

Councillors RESOLVED unanimously to continue to use Green Grass Contracting for grass cutting in the village for 2026/27. (Public Health Act 1875, section 164).

948/ November 2025 Snow Clearance Arrangements

Councillor Wilson said that he would help if snow conditions were bad.

949/ November 2025 Correspondence Received

All correspondence was discussed as part of agenda items.

950/ November 2025 Date of the next Parish Council Meeting

The next meeting of Ingham Parish Council will be on Monday 15th December 2025.
