Minutes of the Meeting of Ingham Parish Council
Date: Monday 16th June 2025

Attendance: Councillors: H. Wilson, T. Miller, P. Bell, S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker) and 1 member of the public.
808/ June 2025 Resignation of Chairman
The Clerk reported that he had received the letter of resignation from Councillor Nicholson.
809/ June 2025 Election of Chairman
Councillors RESOLVED unanimously to elect Councillor Wilson as Chairman. Councillor Wilson accepted.
810/ June 2025 To receive Chairman’s Declaration of Acceptance
Councillor Wilson signed the form witnessed by the Clerk.
811/ June 2025 Election of Vice Chairman
Councillors RESOLVED unanimously to elect Councillor Brown as Vice-Chairman.
812/ June 2025 To receive Vice-Chairman’s Declaration of Acceptance
The form will be signed at the next meeting.

Councillors RESOLVED unanimously to appoint Gavin Monks as Safety Officer, P3 Liaison Officer deferred to the next meeting, Councillor Jacklin as Ingham & Cammeringham Village Hall Representative, Councillor Brown as Village Venture representative, Councillor Bell provisionally as Ingham Practice Patients Group Representative, Councillor Brown as Councillor responsible for GDPR, Councillor Brown as Remembrance Day representative and Councillors Brown, Stonham and Nicholson as Neighbourhood Plan Steering Group members
817/ June 2025 Review Appointments to Committees
Councillors RESOLVED unanimously to appoint Councillors Wilson and Lee to the Personnel Committee.
818/ June 2025 Village Caretaker’s report
The Village Caretaker reported that he had installed brackets to the P3 noticeboard legs and completed litter picks and safety checks. The Acer tree has now been propped up and appears to be alive. He will remove some low branches from trees on the pond site.

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 28th May 2025.
820/ June 2025 Police statistics review
There were four new incidents in Ingham during April. A member the public noted that there had been an attempted break in to the surgery during June.
821/ June 2025 Clerk’s report on matters outstanding
Play Area contract – solicitors are concluding the proceedings. Subsiding play surface –Kompan have agreed to make repairs at no cost to the Parish Council. Crossways/ Cadent – a new fence, bollards and temporary speed restriction is in place; MUGA – HW/ PB and GM met with Elevate and Fawns to discuss ideas, FCC grant – the Clerk has been told that it will be very unlikely to have a grant accepted as we have already been successful with FCC in the past; Lamp light West End – reported to LCC and repaired; External Audit – AGAR submitted to PKF; Scottish Widows – Signatories have been updated; Vacancy Notice – This will be posted on noticeboards and the website.
The Lincoln Road average speed was in 23.26mph, out 24.68 mph and on Church Hill 35.7mph during June. Analysis shows that the busiest days for speeding are Tuesdays between 11am-12. The Clerk will contact the police to request a speed check during this time. It was also noted that a lot of hedges are overgrown around the village which affects the use of footpaths. A message will be added to Village Venture and homeowners contacted where appropriate.

Councillor Bell requested that defibrillator training is refreshed in light of the sad passing of Mr G. Powell.

Councillors RESOLVED unanimously to pay electronic payments e135-136. The Chairman signed the HSBC bank statement to confirm the balance at 21st May 2025 of £39,406.48.
827/ June 2025 HSBC signatory
Councillors RESOLVED unanimously to remove M. Nicholson as signatory to HSBC current account and to add Councillor Jacklin.
828/ June 2025 Planning Matters to be Reported and Considered
None.
829/ June 2025 Risk Assessment Play Area
The Clerk presented a report undertaken on 16th June that found no operational risk concerns with equipment but noted the known issues with the subsiding play surface. Defibrillators are emergency ready. The Clerk will order new ‘no dogs’ signs for the play park gate.
830/ June 2025 Play Area Surface Repair
The Clerk reported that Kompan had agreed to repair the play surface depressions and the HAGS temporary repair during July.
831/ June 2025 MUGA and Car Park
Councillor Wilson requested details of the Highways Officer at LCC. The working party should convene to review progress with the MUGA project. The Clerk will circulate an update to Councillors.
832/ June 2025 Neighbourhood Plan
A response is awaited from WLDC.
833/ June 2025 Application for grant aid
The Clerk has asked the Village Hall Committee to complete a grant aid application.
834/ June 2025 Christmas Tree
Councillor Jacklin will find out the best options for a permanent tree.
835/ June 2025 Remembrance
Councillor Bell presented costs for large poppies for lamp posts. Councillors agreed they were a good idea and that these should be purchased in September.
836/ June 2025 Correspondence Received
All correspondence was discussed as part of agenda items.
837/ June 2025 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 14th July 2025.
