Minutes of the Meeting of Ingham Parish Council

Attendance: Councillors: M. Nicholson (Chairperson), N. Brown, T. Miller, S. Jacklin, H. Wilson, P. Bell. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker) and District Councillor Patterson.
373/ December 2023 Apologies for absence

374/ December 2023 Consideration of public session matters
None.
375/ December 2023 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
376/ December 2023 Village Caretaker’s report
The Village Caretaker reported that the Christmas Tree lights have been switched on, branches have been trimmed around the playground and the speed indicator battery has been changed. He also said that fatballs have been found on The Green which are poisonous to dogs. The Clerk will publish a note to parishioners in Village Venture to request that these are left in safe places.
377/ December 2023 Notes of the Meeting of Ingham Parish Council held on the 13th November 2023 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 13th November 2023.
378/ December 2023 Police report
The Clerk said there had been one incident in October.
379/ December 2023 Clerk’s report on matters outstanding
Road across The Green – a response from Highways is awaited. Play Area contract – solicitors are concluding the proceedings; Speed sign – the new sign has been received. The average speed on Lincoln Road in Nov/Dec was 28.8mph with a high speed of 88.8mph; Defibrillator replacement – the Clerk will request that new defibrillators are placed in the cabinets rather than the old versions; Tree survey – agenda item; Openreach manhole – action is awaited.
The Clerk also reported that the missing finger post at the end of Long Lane has been reported to Countryside Access, the Give Way sign at crossways is loose and has been reported to Highways, blocked drains on West End/ Long Lane have been reported, the grit bin on High St/ Lincoln Road is split and has been reported, a street cleaner has been requested for the village.

Councillor Stonham sent apologies.
381/ December 2023 Items raised by Councillors for future agenda
Councillor Brown noted the fallen tree that had damaged a parishioner’s car. This was not on Parish Council land. Councillor Jacklin said that trees on the Saxon Way open space need to be trimmed. The Clerk will ask Lincolnshire Tree Services to do this when they visit the village. Councillor Bell noted that the electrical works on the pond site were now complete.

District Councillor Patterson provided a report including an update about Scampton, devolution and the new Gainsborough cinema.

385/ December 2023 Budget 2024/25
Councillors reviewed the budget for the forthcoming financial year.
386/ December 2023 Planning Matters to be Reported and Considered
146568, Highcliff The Cliff Ingham Lincoln LN1 2YQ, change of use of part of agricultural building to B8 (storage and distribution) – notice of appeal – the Parish Council support this appeal.
14655, Land at The Green & land west of All Saint’s Church, Ingham. Notice to carry out various tree works: T001 Norway maple -fell. T006 oak - reduce limb to the SE back to point in report image. T009 lime- reduce lateral spread on the branch to the NE by c.4m to points 3m from the union. T011 weeping ash - crown lift up to c.2.8m and crown reduction of c.2m height & c.1m on all sides. Cut some branches back from overhead cables for tree adjacent T011 (shown on aerial image). T014 & T015 limes (near church) - crown thin by 20% by removing branches less than 5cm dia.within the Ingham conservation area.
387/ December 2023 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready. The Clerk will purchase grip tape for the pagoda.
388/ December 2023 Multi Use Games Area and car park surface
Councillors reviewed the draft tender proposal created by Councillor Stonham and there were no alterations suggested. Councillors agreed that this project should not include the resurface of the car park and a separate grant should be pursued for this.
389/ December 2023 Neighbourhood Plan
The Clerk provided an update on progress.
390/ December 2023 Solar Farm Proposals
There was no update.
391/ December 2023 Scampton Base
District Councillor Patterson said that WLDC are planning to appeal the decision. They will also be objecting to the Gate Burton solar proposal.
392/ December 2023 Christmas Tree and illuminations
The Chairman thanked the Village Caretaker for putting up the lights. The proposal for illuminating households in the village will be looked at next year.
393/ December 2023 Remembrance Bench rules
The Clerk will draft guidance for use of the bench.
394/ December 2023 Village Hall Outside Light and other lighting in the village
The Clerk will ask the school caretaker if the outside light has been turned off or whether the fuse has tripped.
395/ December 2023 Defibrillators
The Clerk said that new cabinets had been installed but they contained the old defibrillators. The Clerk will ask that new defibrillators are installed by WLDC.
396/ December 2023 Correspondence Received
All correspondence was discussed as part of agenda items except for a letter from Lincolnshire Police and a traffic restriction on Stow Lane during December.
397/ December 2023 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 8th January 2024.
