Minutes of the Meeting of Ingham Parish Council

Date: Monday 13th March 2023

Venue: Ingham Village Hall

Attendance: Councillors: M. Nicholson (Chairman), N. Brown, T. Miller, S. Jacklin, S. Lee, M. Dickinson and H. Wilson.

Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson and one parishioner.

 

128/ March 2023 Apologies for absence

129/ March 2022 Consideration of public session matters

None.

130/ March 2023 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

131/ March 2023 Village Caretaker’s report

The Village Caretaker reported that he had completed the safety checks of the play park and litter picks in the village and reinstalled the SID on Lincoln Road.

132/ March 2023 Notes of the Monthly Meeting of Ingham Parish Council held on the 20th February 2023 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 20th February 2023 with one amendment.

133/ March 2023 Police report

PCSO McFaul sent apologies.

134/ March 2023 Clerk’s report on matters outstanding

The Clerk reported Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – the Clerk will ask LALC for advice and check the insurance policy; Play Area contract – awaiting a response from the LCC solicitor; Easement of the dyke – awaiting a response from the new owner of the scrap yard/ WLDC; Pot Holes on The Green – reported to LCC; Dog bin move – requested repositioning by LCC.  New seats – the parishioner no long wants to place a plaque at West End and would prefer the Green; Facebook page – Councillor Brown will set this up; Coronation Flag – a flag 5ft*3ft will be purchased; Scampton Asylum Seekers – Councillors Brown and Nicholson will attend the public meeting.

135/ March 2023 P3 Liaison Officer’s report

Councillor Stonham sent apologies.

136/ March 2023 Items raised by Councillors for future agenda

Councillor Miller expressed concern about the idea of a noticeboard outside the school.  Councillor Jacklin will feed this back to the Village Hall Committee.

137/ March 2023 County Council Issues

Councillor Butroid sent apologies.

138/ March 2023 District Council issues

District Councillor Patterson provided a verbal report which noted the issue of the proposal to house asylum seekers at Scampton Airbase.  He also reported that ID will be needed to vote at the forthcoming elections, new funds will be available to community groups, the Central Lincolnshire Local Plan is close to completion and a catchment map is on the LCC website for school admissions.

Councillors RESOLVED unanimously to pay cheques 1847 to 1851.

140/ March 2023 Future Project Prioritisation

Following discussions, Councillors agreed that the resurface of the car park and the transformation of the Tennis Court to a MUGA should be prioritised.

141/ March 2023  Budget

Councillors RESOLVED unanimously to finalise the budget for 2023/24.

142/ March 2023 Planning Matters to be Reported and Considered

Planning Application 146257, Land at Ingham House 20 Church Hill Ingham Lincoln LN1 2YG, erect 1no. 1 bedroom holiday unit.  Councillors RESOLVED unanimously to object to this application highlighting the AECOM report classifying this plot as inappropriate for development, it impacts on an important view of the village, it is in a conservation area, the village has exceeded its allocation for new dwellings and that it may be outside the building line.

143/ March 2023 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready.

Councillors RESOLVED unanimously to accept the risk reports Annual Review of Councillor Activities 2023, Annual Risk Assessment Review 2023, Annual Review of the Systems of Internal Control 2023, Annual Review of the Effectiveness of the Systems of Internal Control 2023 and Asset Register.

145/ March 2023 Multi Use Games Area and car park surface

There was discussion about finding funding for this.

146/ March 2023 Neighbourhood Plan

Councillor Nicholson reported that the design code assessment has been received from AECOM and a meeting will be arranged to discuss this.

147/March 2023 Community Speed Watch

The Clerk noted that there had been interest from one member of the community but no further interest has been received.  This will be promoted using Facebook in due course. 

148/ March 2023 Solar Farm Proposals

Councillor Nicholson reported that the Planning Inspectorate had accepted the proposals from Cottam Solar and Gate Burton Solar.  The Parish Council will register on the website and note that the majority of the community attending a recent public meeting objected to the proposal.

149/ March 2023 Kings Coronation

A coronation flag will be ordered.  A quotation will be requested for 500 mugs for the village.  Councillor Jacklin will ask the Village Hall Committee whether they would like to be involved in running an event.

150/ March 2023 Grass Cutting

Councillors RESOLVED unanimously to select Green Grass Contracting for grass cutting and footpath stimming services and request a 3 year deal with them due to the competitive price and their experience mowing the grass in the village.

151/ March 2023 Elections 2023

The Clerk provided an overview of the process and will circulate instructions for completing nomination forms.  The Clerk has a meeting with the WLDC returning officer to hand completed forms in on 27th March.

152/ March 2023 Facebook

Councillor Brown will create a Facebook page and the Clerk will send a picture for use on this.

153/ March 2023 Memorial Seat

The Clerk will ask the parishioner whether there are any other places for a plaque other than the seat at the telephone box as this is already allocated as a memorial seat to Queen Elizabeth II.

154/ March 2023 Correspondence Received

All correspondence was discussed as part of agenda items.

155/ March 2023 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 24th April 2023.
