None.
315/ October 2023 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
316/ October 2023 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park and litter picks in the village. The seat close to the Parish Council noticeboard has been moved to be outside of the tree canopy. The bin close to the Churchfield bus stop is being used for household waste. The Clerk will publish a reminder in Village Venture that household waste should be disposed of at home. The bin on the old pond site (Village Green) has new slats. The dog bin close to the bus shelter on Lincoln Road has been reattached.
317/ October 2023 Notes of the Meeting of Ingham Parish Council held on the 11th September 2023 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 11th September 2023.
318/ October 2023 Police report
The Clerk presented the police statistics from the Police.uk website which showed three incidents in August 2023.
319/ October 2023 Clerk’s report on matters outstanding
Road across The Green – the County Councillor and LRSP are arranging a meeting with Highways; Play Area contract – the Clerk has written to the school; Easement of the dyke – the Clerk has sent comments to WLDC Planning to request that a footpath is installed even if the s106 is altered; Commemorative Tree – a new tree is permitted and may be able to be introduced when another tree is removed. Speed sign – this was an agenda item; Defibrillator replacement – new stock is awaited by WLDC grant team; Tree survey – quotations have been requested; Speed data – the average on Lincoln Road in Sept/ Oct 23 was 28.2 mph with a high of 65.1.
The Clerk noted that PAYE is due to HMRC; the school has been invoiced for play area rent; blocked drains have been reported to LCC Highways; there has been discussion about the safety of a phone cable that runs through a tree on The Green owned by the Parish Council. This is not thought to currently be a high risk; weed killing has been undertaken by Lincolnshire County Council; wreaths have been ordered from RBL Poppy Appeal; faulty street lights in the car park have been reported for repair; the landowner of the damaged fence on the footpath behind Ingham House has been contacted. District Councillor Patterson said that where flooding occurs WLDC can be contacted for help and he will confirm the contact details to the Clerk.
320/ October 2023 P3 Liaison Officer’s report
Councillor Stonham reported that all paths are muddy and wet and there is a new finger post sign erected near All Saints Church. It was also noted that the bus stop sign opposite the surgery needs to be cleaned and the bus shelters also require cleaning.
321/ October 2023 Items raised by Councillors for future agenda
Councillor Stonham said that there should be some guidance/ rules for the remembrance bench on the Village Green outside All Saints Church. Councillor Lee said that it could be a good idea to have a village gardener and also said that it would be great to encourage households to turn on outdoor lights at Christmas. These will be agenda items at the next meeting.
322/ October 2023 County Council Issues
Councillor Butroid said he is trying to arrange a meeting with Highways about the road across The Green and that the County Council are reviewing how they look at speed limits.
323/ October 2023 District Council issues
District Councillor Patterson said the judicial review for Scampton is scheduled for 31/10 – 1/11. Heras fencing has been erected around Polyplatt school. He noted that, in his experience, the children on the school bus to William Farr school are very polite.

325/ October 2023 Budget 2024/25
Councillors were reminded to consider any budgetary items for the forthcoming financial year.
326/ October 2023 Planning Matters to be Reported and Considered
147165, The Old Scrapyard, Stow Lane, Ingham, Lincoln, Lincolnshire, LN1 2YP, Application to Modify Section 106 Agreement dated 10 February 2016 – the Clerk noted that he had sent comments with respect to the need for an all-weather footpath and contribution to a village project.

327/ October 2023 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready. The Clerk said that he’d displayed warning messages on the pagoda due to a slippery surface. Councillor Lee said that anti slip tape may help.
328/ October 2023 Parishioner letter
The concerns of the parishioner were noted by Councillors. The Clerk will contact Mr. Rose about the trees on Long Lane which interfere with cabling.
329/ October 2023 Multi Use Games Area and car park surface
The Clerk reported that he has received an additional 13 questionnaire responses since the previous meeting. The Clerk will talk to Mrs Lovett at Ingham School about engaging with the school children.
330/ October 2023 Neighbourhood Plan
Councillors RESOLVED unanimously to pay the invoice from Openplan Consultants for the drafting of the neighbourhood plan.
331/ October 2023 New Speed Indicator Device
The Clerk said that he and Councillors Wilson and Bell had met with Lincolnshire Road Safety Partnership to discuss the location for a new solar powered sign. A new pole will be needed adjacent to the existing SID location costing £300. Councillors RESOLVED unanimously to purchase a solar powered SID from Elancite for £2,250 ex VAT.
332/ October 2023 Solar Farm Proposals
Councillor Stonham said that there have been 11 applications for solar farms in Lincolnshire that totals £26,000 acres.
333/ October 2023 Scampton Base
There was no update.
334/ October 2023 Playing Field Grass
The Clerk was asked to request a lower cut of the playing field by Green Grass Contracting and also to point out strimmer damage to equipment and trees.
335/ October 2023 Christmas Tree and ceremony
Councillors RESOLVED unanimously to purchase a tree from Fillingham Trees and request delivery around 27/28th November. It is expected that the tree lights will be turned on around 1/2nd December.
336/ October 2023 Saxon Way Trees
The Village Caretaker said that he would trim the low-level branches.
337/ October 2023 Clerk Filing Cabinet
Councillors RESOLVED unanimously to permit the purchase of a lockable filing cabinet for use by the Clerk for Parish Council work purposes.
338/ October 2023 Correspondence Received
All correspondence was discussed as part of agenda items.
339/ October 2023 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 13th November 2023.
