Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).
254/ July 2023 Apologies for absence

255/ July 2022 Consideration of public session matters
None.
256/ July 2023 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
257/ July 2023 Village Caretaker’s report
The Village Caretaker reported that he had completed the safety checks of the play park and litter picks in the village. Councillors agreed that spare coronation mugs should be given to the Village Hall.
258/ July 2023 Notes of the Meeting of Ingham Parish Council held on the 10th June 2023 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 10th June 2023.
259/ July 2023 Police report
PCSO McFaul sent apologies. There was discussion about the reduction in PCSO’s in Lincolnshire.
260/ July 2023 Clerk’s report on matters outstanding
Road across The Green – the County Councillor is arranging a meeting with Highways; Play Area contract – MN to contact the headteacher; Easement of the dyke – it is thought that the owner of the scrap yard is seeking to remove the s106. The Clerk will contact WLDC to establish what is being done; New seats – a resident is willing to refurbish the seat in front of the Church; Tree survey – the results are awaited; Commemorative Tree – a response from the tree officer is awaited. Speed data – the average speed has been 28.2mph in June/ July with a high speed of 47.5mph. The Clerk noted that the exercise of public rights is between 5th July and 14th July 2023. The Clerk also noted that a bin and seat that were expected to be in the open space at Wessex Way were not present. Councillors will ask residents whether they have seen them.
261/ July 2023 P3 Liaison Officer’s report
Councillor Stonham sent apologies. Councillors noted her report.
262/ July 2023 Items raised by Councillors for future agenda
Councillor Brown requested that the Lincoln Road hawthorn hedge be an agenda item at the next meeting. The Clerk will check the planning conditions. Councillor Wilson asked whether a road sweep could be arranged. The Clerk noted that this can be requested using Fixmystreet. Councillor Bell asked about what can be provided for teenagers in the village.

267/ July 2023 Planning Matters to be Reported and Considered
146742: 3 Grange Lane Ingham Lincoln LN1 2YD, proposed change of use of existing outbuilding to form an annexe – Councillors RESOLVED unanimously to ratify the decision to object to this application.
146786: 14 Saxon Way Ingham Lincoln LN1 2FP, removal of existing conservatory and replacement with single storey extension. Councillors agreed to return a comment of ‘Surface water should not drain into the foul sewer.’
146819: Johnnies Farm, The Cliff, Ingham, Lincoln, Lincoln, LN1 2YQ Erection of 2 No. additional poultry houses with associated control room, feed weighing room, feed bins, heat exchangers, and an extension to the concrete apron. The Clerk was asked to return the previously submitted comments.
268/ July 2023 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready.
269/ July 2023 Multi Use Games Area and car park surface
The Clerk was asked to photocopy c.450 questionnaires to be circulated to every household. Separate questionnaires will also be prepared for school pupils and surrounding villages. There was mention of use of the existing floodlights.
270/ July 2023 Neighbourhood Plan
Councillor Nicholson reported that a steering committee meeting has been arranged.
271/ July 2023 New Speed Indicator Device
A response from Lincolnshire Road Safety Partnership is awaited.
272/ July 2023 Solar Farm Proposals
The Clerk will respond to the Tillbridge Solar consultation with the joint statement.
273/ July 2023 Defibrillators
Councillors RESOLVED unanimously to replace both current defibrillators and cabinets by applying to West Lindsey District Council for their defibrillator grant scheme.
274/ July 2023 Tennis Court Shed
The Village Caretaker will obtain a quotation for the refurbishment of the sheds.
275/ July 2023 Scampton Base
Councillors reviewed the update from Councillor Stonham. It was agreed that Councillor Nicholson would attend a meeting on 17th July.
276/ July 2023 Correspondence Received
All correspondence was discussed as part of agenda items except for a letter from the Village Hall Committee with respect to Bonfire Night insurance.
277/ July 2023 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 11th September 2023.
