Minutes of the Meeting of Ingham Parish Council

Date: Monday 24th April 2023  

Venue: Ingham Village Hall

Attendance: Councillors: M. Nicholson (Chairman), N. Brown, G.Stonham, T. Miller (arrived 19.32), S. Jacklin, S. Lee, M. Dickinson and H. Wilson.

Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson, one parishioner and 2 residents of Scampton.

 

156/ April 2023 Public Session

The Chairman acknowledged the service of Councillor Dickinson who has been part of the Parish Council for 48 years.  He formally thanked Councillor Dickinson and expressed gratitude for his long service to Ingham.

159/ April 2023 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

160/ April 2023 Village Caretaker’s report

The Village Caretaker reported that he had completed the safety checks of the play park and litter picks in the village and fixed the trapeze play equipment.

161/ April 2023 Notes of the Monthly Meeting of Ingham Parish Council held on the 13th March 2023 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 13th March 2023.

162/ April 2023 Police report

PCSO McFaul sent apologies.  The Clerk noted that the number of PCSOs will be reduced by 50%.  This will be an agenda item at the next meeting.

163/ April 2023 Clerk’s report on matters outstanding

The Clerk reported Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – this was an agenda item; Play Area contract – awaiting a response from the LCC solicitor; Easement of the dyke – awaiting a response from the new owner of the scrap yard/ WLDC; Dog bin move –LCC have refused to move the bin due to the proximity to the pump station.  New seats – the parishioner no longer wants to place a plaque at West End and would prefer the Green; HSBC signatories – new signatories visited the Lincoln branch but were told they didn’t need to attend; Parishioner complaint Weeping Ash – a tree survey will be arranged for trees in the village; Grass cut agreement – Green Grass Contracting agreed to a three-year deal; Speed data – the average speed has been 28.4mph in March April with a high speed of 67mph.  The Clerk also noted that Coronation mugs have been ordered, the internal audit is due, there is new funding available from WLDC and the IGas proposal for Glentworth was approved by LCC.

164/ April 2023 P3 Liaison Officer’s report

Councillor Stonham reported that dykes have been cleared out, the incidence of dog fouling has improved, some drains close to Long Lane and near to the Book Exchange are overflowing after heavy rain, the copse at the end of Long Lane has been cut back – the Clerk will find out why, the concrete cover on the Green is falling apart – the Clerk will look into reporting this, there has been a request for more daffodils on The Green.  This will be added to the July agenda.

165/ April 2023 Items raised by Councillors for future agenda

Councillor Lee said the Book Exchange needs regular upkeep and perhaps could be repurposed.

166/ April 2023 County Council Issues

Councillor Butroid sent apologies.

167/ April 2023 District Council issues

District Councillor Patterson provided a verbal report which noted the issue of the proposal to house asylum seekers at Scampton Airbase and that WLDC will pursue legal action.  Banners and posters can be obtained from Scampton Parish Council.  The Call Connect Service has been changed and there have been some issues since.  He formally thanked Councillor Dickinson for his service to the village and the district.

Councillors RESOLVED unanimously to pay cheques 1852 to 1860 and to earmark £5,000 for the MUGA project.

169/ April 2023 Planning Matters to be Reported and Considered

Planning Application 146257, Land at Ingham House 20 Church Hill Ingham Lincoln LN1 2YG, erect 1no. 1 bedroom holiday unit – withdrawn

146268, Highcliff The Cliff Ingham Lincoln LN1 2YQ, change of use of part of agricultural building to B8 (storage and distribution) – Councillor Wilson declared an interest and left the room.  Councillors decided to support the application.

170/ April 2023 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready. There is bird fouling on the equipment. The Village Caretaker will install cable ties.

171/ April 2023 Multi Use Games Area and car park surface

There was discussion about the new funding available from WLDC and that a questionnaire will need to be produced for the community to complete.

172/ April 2023 Neighbourhood Plan

Councillor Nicholson reported that there will be a meeting of the steering committee on 26th April.

173/ April 2023 Community Speed Watch

The Clerk noted that there had been interest from one member of the community but no further interest has been received.  Scampton residents said that they ran the speed watch scheme in their village. She will ask Lincolnshire Road Safety Partnership if Ingham could be incorporated into their arrangement. 

174/ April 2023 Solar Farm Proposals

The Parish Council have registered on the Planning Inspectorate website.

175/ April 2023 King’s Coronation

Councillors RESOLVED unanimously to ratify the decision to purchase 500 commemorative mugs for residents (s137). Little Acorns have offered to run a bar on the coronation weekend.  The Parish Council will let parishioners know that they can convene on the Green for a picnic on 7th May.

176/ April 2023 Elections 2023

The Clerk said that all 8 Councillor positions had been filled and that there would be no election for the Parish Council positions.

177/ April 2023 Facebook

Councillors agreed that the new page should be used to inform the community about specific issues affecting the village.

178/ April 2023 Road Across The Green

The Clerk noted the feedback from the insurer about the road.  Councillors RESOLVED unanimously to close the road and erect signage informing drivers of this.  This will also be posted on Facebook.  The Clerk will also purchase bags of tarmac in order to fill pot holes on the Parish Council’s road to the car park.

179/ April 2023 FOIS request to use the Green

Councillors RESOLVED unanimously to grant use of the field for the requested event assuming that suitable insurance is arranged.

180/ April 2023 Correspondence Received

All correspondence was discussed as part of agenda items.

181/ April 2023 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 15th May 2023.
