Minutes of the Meeting of Ingham Parish Council

Date: Monday 20th February 2023    

Venue: Ingham Village Hall

Attendance: Councillors: M. Nicholson (Chairman), T. Miller, G. Stonham, S. Jacklin, S. Lee and H. Wilson.

Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), County Councillor Butroid.

 

098/ February 2023 Apologies for absence

099/ February 2022 Consideration of public session matters

None.

100/ February 2023 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

101/ February 2023 Village Caretaker’s report

The Village Caretaker reported that he had completed the safety checks of the play park and litter picks in the village.  The SID has a fault and will be sent back to the manufacturer for repair under warranty.  New bins have been installed in the play park.  Branches have been cleared from Saxon Way open space.

102/ January 2023 Notes of the Monthly Meeting of Ingham Parish Council held on the 9th January 2023 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 9th January 2023.

103/ February 2023 Police report

PCSO McFaul sent apologies and sent a report noting reports of fraud, a dog out of control/off the lead and the theft of a parcel from a resident’s garden.

104/ February 2023 Clerk’s report on matters outstanding

The Clerk reported Footpath markings – markings on the path outside 16 High St. have been requested by the County Councillor. Road across The Green – Highways are looking at the costs of resurfacing. Play Area contract – awaiting a response from the LCC solicitor; Easement of the dyke – awaiting a response from the new owner of the scrap yard/ WLDC; Pot Holes on The Green – reported to LCC; Dog bin move – requested repositioning by LCC.  LIVES training – awaiting a response; New seats – LCC are landowners of the verge near the West End caravan park and a structures licence is awaited; Grange Lane re-surface – added to forward works programme; Footpaths – reviewed by LCC but not a priority to resurface; Road Closures - Cow Hill 20-28/3 – new water connection & Lincoln Road – 21/2 – traffic control – Highways Maintenance.

105/ February 2023 P3 Liaison Officer’s report

Councillor Stonham reported a large amount of dog fouling in the Village particularly on Short Lane.

106/ February 2023 Items raised by Councillors for future agenda

Councillor Lee noted the amount of litter on Ingham Lane.  WLDC could be approached for assistance with litter picking tools.

107/ February 2023 County Council Issues

Councillor Butroid said that pot holes on Ingham Lane were going to be inspected soon.  The Clerk asked for LCC road review information relating to Ingham. The County Councillor will request this.

108/ February 2023 District Council issues

None.

109/ February 2023 Interim Audit

The Chairman read out the report that stated ‘From the checks that I have performed and from the information that I have seen, I can conclude that the accounts have been maintained to the highest of standards and I thank the Clerk for his careful attention to the accounts and the time he has taken to produce them.  I have looked at bank statements and reconciliations, income and expenditure, invoices, payments, chequebooks, fixed asset register, risk assessments, VAT returns, salaries and PAYE returns as well as the minutes of the meetings.’  The Chairman thanked the Clerk.

110/ February 2023 LALC Subscription and Training

Councillors RESOLVED unanimously to renew the LALC membership and subscribe to LALC training for 23.24.

Councillors RESOLVED unanimously to pay cheques 1843 to 1846.

112/ February 2023 Budget

Councillors discussed the budget for 2023/24.

113/ February 2023 Planning Matters to be Reported and Considered

None.

114/ February 2023 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready. 

115/ February 2023 Multi Use Games Area and car park surface

The Clerk read out a quotation indicating the cost to resurface the car park and adjoining road.  It was noted by Councillors that the Parish Council owned road from West End across The Green was in a poor condition.  The County Councillor will ask the Highways Officer to advise on actions and whether any part is Highways maintained.  Councillor Wilson can cover with chippings if necessary.

116/ February 2023 Neighbourhood Plan

Councillor Nicholson reported that the design code assessment has been received from AECOM.

117/February 2023 Community Speed Watch

The Clerk noted that there had been interest from one member of the community but no further interest has been received.  This will be promoted using Facebook in due course. 

118/ February 2023 Solar Farm Proposals

Councillor Nicholson reported that there was a good attendance at a recent community meeting about the solar proposals.  A poll at the end of the meeting showed a majority of attendees opposed the proposals.  The County Councillor will be meeting with planners to discuss the proposals for the area.  Councillors RESOLVED unanimously to produce a flyer which informs the community that they can submit comments on the Planning Inspectorate website prior to 30/3/23.  Flyers will be distributed to each household.

119/ February 2023 Kings Coronation

This will be an agenda item at the next meeting.  There will be a Big Lunch arranged for the coronation weekend.  The Clerk will find quotations for a coronation flag and emails will be circulated to Councillors about memorabilia options.

120/ February 2023 Request to use the car park and The Green

Councillors RESOLVED unanimously to allow use of The Green as long as no vehicles are used.  Use of the car park was also agreed to.

121/ February 2023 Noticeboard Request

Councillors reviewed the request to erect a noticeboard outside the school.  The Clerk will feedback comments that the proposed board is too big and not in keeping with the location; it should be smaller and made of wood and not located in the eye line of the entry and exits of the school. WLDC Planning department should also be approached for their view.

122/ February 2023 Parishioner legal letter

The County Councillor suggested that the parishioner should contact him to discuss the matter in the first instance.

123/ February 2023 Election 2023

The Clerk updated Councillors about the upcoming process.

124/ February 2023 Clothing Bank

Councillors RESOLVED unanimously not to accept the offer of a clothing bank for the car park since there is already one provided by the Salvation Army.

125/ February 2023 Grass Cutting

The Clerk noted that Green Grass Contracting have indicated a 20% increase in grass cutting costs.  The Clerk will request quotations from other contractors.

126/ February 2023 Correspondence Received

All correspondence was discussed as part of agenda items except from a letter about the renewal of authorisation for tourism signage in the village.

127/ February 2023 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 13th March 2023.
