Minutes of the Meeting of Ingham Parish Council
Date: Monday 9th February 2026
Venue: Ingham & Cammeringham Village Hall
Attendance: Councillors: N. Brown, S. Lee, G. Stonham, J. Keir, and S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).
002/ February 2026 Apologies for absence
Councillors H. Wilson, T. Miller, County Councillor Wimhurst, District Councillor Patterson.
003/ February 2026 Consideration of public session matters
None.
004/ February 2026 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.
005/ February 2026 Village Caretaker’s report
The Village Caretaker reported that he had filled some holes on The Green and replaced a slat on ‘The Hollow’ fence.
006/ February 2026 Notes of the Meeting of Ingham Parish Council held on the 12th January 2026 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 12th January 2026.
007/ February 2026 Police statistics review
There were 4 new incidents in Ingham during December 2025.
008/ February 2026 Clerk’s report on matters outstanding
Crossways/ Cadent – Cadent will look to remove the red and white barriers once the speed limit is formally introduced; Tree overhanging footpath – a tree survey has been organised; Car Park – quotations for repair have been requested; Grants FCC grant queries have been responded to. Councillor Jacklin will contact WLDC Planning to establish whether planning permission will be required; Appraisals – scheduled; Dog Bin ‘The Hollow’ – WLDC are happy to install if near to the seat. Councillors agreed this was fine (Litter Act 1983, subsections 5 and 6); Deed of variation – Ingham School governors are reviewing the addendum. The Clerk will contact them to restate that this has been continuing for 6 years and we have agreed to halve the costs; Litter picking – WLDC can offer kits at no charge. Councillor Jacklin requested 6 kits. The Clerk will order these; Pot holes road to car park – the Caretaker will arrange to fill these; LRSP signs – the Clerk will order these; Scrapyard road names – Stirlin have proposed Baker Avenue/ Road – Councillors were impressed by this as it recognised a local family who have contributed much to the community. Councillor Brown said that a road name reflecting the connection to Polish heritage in the village may also be a consideration.
The Lincoln Road average speed was in 22.01 mph, out 23.71 mph and on Church Hill 34.2mph during January/ February.
009/ February 2026 P3 Liaison Officer report
Councillor Stonham reported that footpaths are muddy, the dyke on Stow Lane has rubbish in it, 2 new trees have been planted around the Playing Field, lots of rabbit burrows on the car park dyke side and this dyke is silting up, the junior swings could do with a repaint.

Councillors RESOLVED unanimously to pay electronic payments e178-182. The Chair signed the HSBC bank statement to confirm the balance at 21st January 2026 of £30,051.31 and the Scottish Widows Statements of £30,722.31 & £1787.25.
014/ February 2026 Budget 2026/27
Councillors RESOLVED unanimously to finalise the budget for 2026/27.
015/ February 2026 Planning Matters to be Reported and Considered
WL/2026/00059, 86 Lincoln Road Ingham Lincoln LN1 2XF, extensions and alterations to dwelling – Councillors agreed to submit a comment of surface water should not drain into the foul sewer.
016/ February 2026 Risk Assessment Play Area
The Clerk presented a report undertaken on 8th February and noted that the cat spring and motorcycle were showing signs that the foundations are loose. This will be monitored. Defibrillators are emergency ready.
017/ February 2026 Risk Assessment reports review and adoption
Councillors RESOLVED unanimously to accept the risk reports Annual Review of Councillor Activities 2026, Annual Risk Assessment Review 2026, Annual Review of the Systems of Internal Control 2026, Annual Review of the Effectiveness of the Systems of Internal Control 2026 and Asset Register.
018/ February 2026 MUGA project
The Clerk has responded to the queries raised about the FCC application. Councillor Jacklin will contact WLDC Planning about the need for permission. (Open Spaces Act 1906, section 9-10, Local Government (Miscellaneous Provisions) Act 1976, section 19)
019/ February 2026 2025 Car Park
A quotation from Evertons is awaited. Councillor Keir suggested asking whether Highways can prompt a response. (Open Spaces Act 1906, section 9-10, Local Government (Miscellaneous Provisions) Act 1976, section 19).
020/ February 2026 Outdoor Fitness Equipment
Councillor Jacklin will enquire whether this requires planning permission.
021/ February 2026 Anglian Water grant
Councillors liked the idea of potentially using this grant to improve drainage on the Playing Field. Councillor Stonham will look into this further.
022/ February 2026 Neighbourhood Plan
The Clerk said that there is an examiner had been appointed at a meeting that included the Clerk, WLDC and Mrs Warren. The Examiner process will now take 6-8 weeks.
023/ February 2026 Internal Audit agreement
Councillors RESOLVED unanimously to sign the LALC internal audit agreement. The Chair signed the agreement document.
024/ February 2026 Co-option for Councillor vacancy
The Clerk reported that no applications have been received.
025/ February 2026 ATS subscription
Councillors deferred a decision until the next meeting but agreed that Councillor emails should be added to the LALC website.
026/ February 2026 Shredder
Councillors RESOLVED unanimously that the Clerk should purchase a replacement shredder.
027/ February 2026 Christmas Tree Lighting ceremony
Councillors Jacklin agreed to look into the availability of the band for 28th November 2026.
028/ February2026 Correspondence Received
All correspondence was discussed as part of agenda items.
029/ February 2026 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 9th March 2026.
