Minutes of the Meeting of Ingham Parish Council
Date: Monday 9th March 2026
Venue: Ingham & Cammeringham Village Hall
Attendance: Councillors: H. Wilson (Chair), N. Brown (Vice Chair), S. Lee, G. Stonham, J. Keir, and S. Jacklin. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker) and District Councillor Patterson.
030/ March 2026 Public session
A member of the public raised concerns about the impacts on wildlife from the ‘scrapyard’ development and whether there is any land that the Parish Council plan to leave wild. It was also questioned whether trees adjacent to Stow Lane would be removed as part of the development.
031/ March 2026 Apologies for absence
Councillor T. Miller and County Councillor Wimhurst.
032/ March 2026 Consideration of public session matters
Councillors noted that there is a wildlife area and a large number of trees have been planted on the eastern edge of the playing field along with daffodils on The Green. Councillor Wilson did not think any trees were planned to be removed from Stow Lane.
033/ March 2026 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.
034/ March 2026 Village Caretaker’s report
The Village Caretaker reported that he had trimmed some trees on the pond site to enable access by the grass cutters. A chair was also found in the bus stop at the top of Church Hill however, this has now been removed.

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 9th February 2026.
036/ March 2026 Police statistics review
There was 1 new incident in Ingham during January 2026. The Clerk was asked to chase progress with the introduction of new speed limits at the Crossways junction.
037/ March 2026 Clerk’s report on matters outstanding
Crossways/ Cadent – the red water barrier has been removed. Another incident at the crossroads was noted; Tree overhanging footpath – a tree survey has been received; Car Park – quotations for repair have been requested and EC Surfacing will meet with the Clerk on Monday 16th March; Grants – FCC have withdrawn the grant application due to the requirement for planning permission. Councillor Wilson agreed to pursue the planning application and the Clerk will contact WLDC to ensure their grant offer remains in place; Appraisals – scheduled 16/3; Dog Bin ‘The Hollow’ – the bin has been installed. Deed of variation – Ingham School governors Chair will join us at the next meeting to discuss.
The Lincoln Road average speed was in 22.01 mph, out 23.78 mph and on Church Hill 34.2 mph during February/ March.

Councillor Stonham reported that footpaths are muddy.

The District Councillor provided an update.

The County Councillor sent apologies.

Councillors RESOLVED unanimously to pay electronic payments e182-186. The Chair signed the HSBC bank statement to confirm the balance at 21st February 2026 of £28,824.47.
043/ March 2026 Planning Matters to be Reported and Considered
None.
044/ March 2026 Risk Assessment Play Area
The Clerk presented a report undertaken on 8th March and noted that the cat spring and motorcycle were showing signs that the foundations are loose. This will be monitored. Defibrillators are emergency ready.
045/ March 2026 MUGA project
Councillors agreed to meet to discuss the project tender document.
046/ March 2026 2025 Car Park
The Clerk said he would meet EC Surfacing on Monday 16th March.
047/ March 2026 Outdoor Fitness Equipment
The Clerk will check when the grant application will be decided by Sport England.
048/ March 2026 Anglian Water grant
Councillor Stonham said the grant deadline is 1st May.
049/ March 2026 Neighbourhood Plan
The Clerk said that there is an examiner had been appointed and has asked for a response to some queries.
050/ March 2026 Co-option for Councillor vacancy
The Clerk reported that no applications have been received.
051/ March 2026 ATS subscription
Councillors RESOLVED unanimously not to renew this subscription.
052/ March 2026 Scrapyard Road Name
Councillors RESOLVED unanimously to request the road names of Baker Way and Masovian Way in recognition of the Polish heritage of the village.
053/ March 2026 Christmas Tree Lighting ceremony
Councillor Jacklin said the band had been arranged for 5th December 2026 at 5pm.
054/ March 2026 Mobile Post Office
Councillor Stonham said she was looking into this.
055/ March 2026 Email addresses
Councillors RESOLVED unanimously to adopt the new email addresses with the domain name @inghamparishcouncil.gov.uk for each Councillor and employee. This is hosted by Cloud Next.
056/ March 2026 Health and Safety and IT Policies
Councillors RESOLVED unanimously to adopt the Health and Safety policy and IT Policy.
057/ March 2026 Accessibility Statment
Councillors RESOLVED unanimously to adopt the new Accessibility statement.
058/ March 2026 Parishioner EMail
Councillors reviewed the comments with respect to the types of housing planned for the Village. The Clerk will respond with some details of the Neighbourhood Plan which seeks to define the types of housing appropriate for the Village.

All correspondence was discussed as part of agenda items.
060/ March 2026 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 20th April 2026.
