Minutes of the Meeting of Ingham Parish Council

Attendance: Councillors: N. Brown, H. Wilson, T. Miller, S. Jacklin, S. Lee and. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).
649/ December 2024 Apologies for absence
Councillors M. Nicholson, G. Stonham, P. Bell. Also, County Councillor Butroid and District Councillor Patterson.
650/ December 2024 Consideration of public session matters
None.
651/ December 2024 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.
652/ December 2024 Village Caretaker’s report
The Village Caretaker reported that he had put the lights on the Christmas Tree and turned the lights on at the lighting ceremony. The Chairman thanked him for this. He has also helped to straighten the tree following strong winds and assisted in clearing tree debris on Church Hill.
653/ December 2024 Notes of the Meeting of Ingham Parish Council held on the 18th November 2024 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 18th November 2024.
654/ December 2024 Police statistics review
There were no new incidents in Ingham.
655/ December 2024 Clerk’s report on matters outstanding
Play Area contract – solicitors are concluding the proceedings; Subsiding play surface – the Clerk has asked HAGS to quote for the repair. Savings Account –the Clerk is reviewing account options, Dog Bins – reported to WLDC; Grit bins Church Hill/ High Street – refilled by LCC; Tree debris/ BT line pond site – helped to clear debris and reported BT line down; Saxon Way trees – complaints received about removal of a tree; Play Area rent – received note of acceptance of 20% increase; Grange Lane lines – white lines refreshed.
656/ December 2024 P3 Liaison Officer report
The Clerk read out a report from Councillor Stonham. The Clerk will request dog fouling posters from WLDC. A meeting will also be sought with LCC Highways about the Grange Lane road surface. The Chairman requested that it is made clear that the Parish Council cannot pay for maintenance to church property.
657/ December 2024 Items raised by Councillors for future agenda
Councillor Lee said it would be useful to have an annual planner/ village timetable so that Councillors are aware of deadlines.
The Clerk was asked to check the criteria for applications to LCIF with respect to the Christmas Tree.
Councillor Miller noted that 5 West End has created a new access and questioned whether this requires planning permission.

Councillors RESOLVED unanimously to pay the invoice for payroll services of £162 and to agree to pay monthly in the future.

Councillors RESOLVED unanimously to make payment of electronic payments e095-098 & e100-101. Councillors will delay payment for the tree work whilst the work is reviewed. The Chairman signed the bank statement to confirm the balance at 21st November 2024 of £21,596.57.
Councillors RESOLVED unanimously that funds should be transferred from the Scottish Widows Saxon Way account to the HSBC current account for the tree work recently undertaken.
660/ December 2024 Draft budget
Councillors reviewed the budget document. Councillors said extra funding should be budgeted for more grass cuts.

662/ December 2024 MUGA and Car Park
The Clerk will ask Ingham Primary School to attend a meeting to discuss the use of the playground.
663/ December 2024 Freedom of Information Request
Councillors agreed that it is unlikely that the Parish Council hold any information and will respond to this affect.
664/ December 2024 Christmas Tree
Councillors asked that the Clerk write to V. McNaughton to make arrangements for the tree lighting ceremony in 2025 and change the time to a 6.30/7pm start on a Saturday due to the current day and time excluding many people at work.
665/ December 2024 Cadent Barrier
There has been no update received on the plans Cadent have for a replacement barrier. Councillor Jacklin will talk to a contact in the village.
666/ December 2024 Correspondence Received
All correspondence was discussed as part of agenda items.
667/ December 2024 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 13th January 2025.
