Attendance: Councillors: M. Nicholson, H. Wilson, S. Lee, N. Brown, S. Jacklin, G. Stonham and P. Bell. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), County Councillor Butroid, District Councillor Patterson and 1 member of the public.

None.
478/ April 2024 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
479/ April 2024 Village Caretaker’s report
The Village Caretaker reported that he had replaced the SID battery, straightened road side slabs on the High Street, treated the village entry signs, layed slabs in front of the pavilion and installed the picnic benches. The Saxon Way bin needs to be straightened.
480/ April 2024 Notes of the Meeting of Ingham Parish Council held on the 11th March 2024 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 11th March 2024.
481/ April 2024 Police statistics review
The Clerk said there were three new incidents reported in February categorised as violence and sexual offence and criminal damage and arson.
482/ April 2024 Clerk’s report on matters outstanding
Road across The Green – a response from Highways is awaited however they have indicated that they would be prepared to undertake an interim measure. Play Area contract – solicitors are concluding the proceedings; Speed sign – the new sign has been received. The average speed on Lincoln Road in February was 28.4 mph with a high speed of 54.7mph; Openreach manhole – action is awaited. Crossways sign – a replacement Give Way sign is awaited; Commemorative Tree – this will be an agenda item at the next meeting; Grange Lane pot holes – reported to Highways; Defibrillator Training – training is scheduled for 24/4; Subsiding play surface – reported to Kompan; Village Hall light – works scheduled to fix. The Clerk also reported that the neighbourhood plan end of grant response has been submitted of £675; a parishioner has reported issues with footpath Ingh/ 18/2 – the Clerk will report these to LCC; the Wicksteed play area inspection has been booked; the internal audit is due. The Clerk thanked Councillor Wilson for cutting back some trees and cutting the side of the dyke near the car park. It was agreed to add a link to the RAF Ingham website on the Parish Council website.
483/ April 2024 P3 Liaison Officer’s report
Councillor Stonham reported that paths were muddy, there has been a slight landslip near the path close to the sewage works, daffodils have been de-headed, the pond area is still regrowing. The Clerk was asked to look into poo bag dispensers. It was also noted that 40% of new trees planted on the playing field have survived and the others will be replaced.
484/ April 2024 Items raised by Councillors for future agenda
Councillor Brown noted that Village Venture is currently unlikely to continue. Councillor Lee requested that Chistmas lights are on the agenda for June 2024.

Councillors RESOLVED unanimously to make payments E050-E055. The Chairman and another Councillor signed the bank statement to confirm the balance at 21st March 2024 of £17,511.40 and 31st March 2024 of £14,676.40.
488/ April 2024 Chairman to sign year end statement
The Chairman signed the statement for 23/24.
489/ April 2024 Planning Matters to be Reported and Considered
148140, Sunday School, 1, Grange Lane, Ingham, Lincoln, Lincolnshire, LN12YD, erect boot room extension – Councillors agreed comments that there are concerns about the impact on off road parking and this is in a conservation area.
490/ April 2024 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready.
491/ April 2024 Multi Use Games Area and car park surface
Councillor Stonham said that we still need to survey local communities. Councillor Nicholson asked the County Councillor to promote the idea of a MUGA. Councillor Lee is formulating a questionnaire for the school pupils. Councillor Stonham plans to contact William Farr school to try to arrange a survey. The member of the public said that the PCC can provide a letter of support for the MUGA as it can help with anti-social behaviour.
492/ April 2024 Neighbourhood Plan
Councillor Nicholson provided an update and reported that the consultation period had been extended to account for some consultees not receiving the initial notification. Councillors RESOLVED unanimously to ratify the decision to pay the Openplan Consultants invoice and to pay the end of grant payment of £675.
493/ April 2024 Solar Farm Proposals
There was no update.
494/ April 2024 Scampton Base
District Councillor Patterson provided an update.
495/ April 2024 Grass Cutting Quotations
Councillors RESOLVED unanimously to ratify the decision to select Glendale to provide grass cutting for the 1 year period of 2024/25.
496/ April 2024 Parishioner complaint dog fouling
Councillors agreed that dog fouling was worsening. There was discussion about the introduction of dog poo dispensers which could be promoted using Village Venture. The District Councillor noted that they were hoping to recruit wardens for the district who can be asked to patrol hot spots. The Clerk will post Public Space Protection Order notices on the noticeboards.
497/ April 2024 Parishioner observations
Councillors reviewed the comments, most of which are already being addressed.
498/ April 2024 Correspondence Received
All correspondence was discussed as part of agenda items except for a letter about the Highways agreement with LCC.
499/ April 2024 Date of the next Parish Council Meeting
The Annual Parish Council Meeting of Ingham Parish Council will be on Monday 13th May 2024.
