Attendance: Councillors: M. Nicholson, H. Wilson, S. Lee, N. Brown, S. Jacklin, G. Stonham, T. Miller and P. Bell. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), County Councillor Butroid and 1 member of the public.

None.
572/ September 2024 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
573/ September 2024 Village Caretaker’s report
The Village Caretaker reported the playing field gate had been forced open by the grass contractors. The Clerk will liaise with them to arrange the gate to be opened when they need access. The disabled picnic bench has been moved recently without permission. It is now concreted in place. The fence in the Hollow is damaged. The Caretaker will arrange its repair.

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 10th June 2024.
575/ September 2024 Police statistics review
There was one incident during July relating to a public order offence.
576/ September 2024 Clerk’s report on matters outstanding
Play Area contract – solicitors are concluding the proceedings; The average speed on Church Hill in August was 35.9 mph with a high speed of 60.4mph and on Lincoln Road average speed 22.94 mph incoming and 24.46 mph outgoing with high speeds of 64 mph in and 85 mph out; Grange Lane pot holes – reported to Highways; Subsiding play surface – Kompan have offered to repair for £3000. The Clerk will haggle and obtain alternate quotes for repair and check whether insurance would be applicable; Tree fallen 21 West End -Reported Highways, Branch down adjacent Bowls Green – cleared thanks to Councillor Wilson, Trees Long Lane overgrown – landowners have cut them back, FCC play area grant– post install update submitted, Donutking car park request – Councillors agreed for use of the car park.
577/ September 2024 P3 Liaison Officer’s report
Councillor Stonham reported that the incidence of dog fouling is increasing, water hydrant connections have been painted yellow around the village, the footpath to Fillingham is uneven – the Clerk will report this to Countryside Access, the signage has been replaced on the sit and chat bench, the Ingham House footpath is overgrown, some poo bins are falling apart – GS will review those in need of replacement, Daffodil planting will take place on 19/10 between the Cherry Trees across the Green, the goal posts on the playing field need repainting.
578/ September 2024 Items raised by Councillors for future agenda
Councillor Wilson requested that the car park resurface is an agenda item at the next meeting. Councillor Stonham requested that dog fouling bag dispensers are an agenda item.
579/ September 2024 County Council Issues
The County Council said that there was a reluctance by LRSP to have a meeting about the Crossways junction as this had already happened a couple of years before. He will continue to push for a meeting to improve safety here. Cadent are looking to introduce protection around the governor. Councillor Nicholson suggested that there should be a public meeting if no action is taken.

Councillors acknowledged the audit outcome which found no issues. Councillors congratulated the Clerk and RESOLVED unanimously to pay the invoice of £252.

Councillors RESOLVED unanimously to make payments E071-E083. The Chairman signed the bank statement to confirm the balance at 21st August 2024 of £28,811.59 and Scottish Widows savings statements at 1/7/24 of £30,118.12 and £3,525.01.
583/ September 2024 Planning Matters to be Reported and Considered
WL/2024/00442, Ingham House 20 Church Hill Ingham Lincoln LN1 2YG, for the removal of existing garage and erection of new garage – Councillors RESOLVED unanimously to ratify the comments made.
WL/2024/00616, Mayfield House, Grange Close, Ingham, Lincoln, Ln1 2uy, proposed orangery. Councillors agreed the comment that surface water should not drain into the foul sewer.
584/ September 2024 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready.
585/ September 2024 Annual Play Area risk assessment
Councillors reviewed the report which showed no significant issues.
586/ September 2024 Multi Use Games Area and car park surface
There have been 14 responses to the survey with a majority being supportive. It was agreed that it would be helpful to get responses from teenagers in the village. A QR code will be added to Facebook linking to the survey.
587/ September 2024 Neighbourhood Plan
The content of the plan is being finalised in partnership with Openplan.
588/ September 2024 Solar Farm Proposals
Councillors noted that the Cottam proposal had been approved by the Secretary of State.
589/ September 2024 Scampton Base
Councillors noted that the proposal to house asylum seekers at Scampton base had been withdrawn by the Government.
590/ September 2024 Bowls Club grant application
Councillors RESOLVED unanimously to approved the application for £1,000 toward a new mower. (Free Resource Power to incur expenditure not otherwise authorised on anything which in the council's opinion is in the interests of the area or part of it or all or some of the inhabitants LGA 1972, section 137)
591/ September 2024 Crossways incident
There was discussion with the County Councillor about introducing ‘Stop’ signs at the junction and the reduction of speed for vehicles approaching the junction. The County Councillor is pushing for a meeting with LRSP to discuss the safety at the junction. Councillor Nicholson proposed that there should be a public meeting if there is no action taken. Councillor Lee noted that some trees were burnt during the incident. Councillor Wilson will assess the damage.
592/ September 2024 Grass Cutting
The Clerk was asked to request quotations for the grass cutting contract in 2025.
592/ September 2024 Parishioner Complaints
The complaints were reviewed and it was agreed that all of these were already in hand by the Parish Council.
593/ September 2024 Bonfire Night
Councillors RESOLVED unanimously that it will be acceptable for the playing field and car park to be used for the bonfire and fireworks assuming that the appropriate insurances are in place and the conditions of this are met. The area must be cleared up as soon as possible following the event and the bonfire site re-seeded.
594/ September 2024 Christmas Lights
There was discussion about the arrangement for Christmas lights to be on houses through the village on 14/12/24. Councillor Lee will discuss this with the Church and Village Hall Committee. It was also proposed that the Christmas Tree lights should be turned on on 7/12/24. (Christmas lights Power to provide to attract visitors LGA 1972, section 144)
595/ September 2024 Road across The Green
The condition of the road will continue to be monitored and vehicles restricted.
596/ September 2024 Saxon Way Tree Cutting quotations
Councillors RESOLVED unanimously to ask Welton Tree Services to undertake the work at Saxon Way open space as outlined in the tree survey report. Councillor Miller noted that a young tree opposite the shop needs its trunk stripping. (Open Spaces Power to acquire and maintain open spaces Public Health Act 1875, section 164 Open Spaces Act 1906, subsections 9, 10)
597/ September 2024 Correspondence Received
All correspondence was discussed as part of agenda items except for a letter from Scottish Widows about a reduction in interest rate on the savings account. The Clerk will look for alternatives.
598/ September 2024 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 14th October 2024.
