Minutes of the Meeting of Ingham Parish Council
Date: Monday 10th February 2025
Venue: Ingham & Cammeringham Village Hall
Attendance: Councillors: M. Nicholson, N. Brown, H. Wilson, S. Lee and P. Bell. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), County Councillor Butroid and District Councillor Patterson

689/ February 2025 Consideration of public session matters
None.
690/ February 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.
691/ February 2025 Village Caretaker’s report
The Village Caretaker reported that he had cleared branches from Saxon Way open space and repaired the flagpole.
692/ February 2025 Notes of the Meeting of Ingham Parish Council held on the 13th January 2025 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 13th January 2025.
693/ February 2025 Police statistics review
There was one new incident in Ingham during December.
694/ February 2025 Clerk’s report on matters outstanding
Play Area contract – solicitors are concluding the proceedings. Subsiding play surface –HAGS quoted £1,695 for repair. Councillors agreed that this repair should be requested; Dog Bins – replaced; Litter bin Long Lane – replaced; Street light The Avenue – repaired; Christmas Tree – removed.
The County Councillor provided a report noting that the lines and Give Way signs around the Crossways junction will be renewed in March/ April. There will be County Council elections in May. The District Council provided an update about the introduction of two new enforcement wardens, QR codes will be stuck to litter bins so problems can be reported, and WLDC are pursuing the purchase of Scampton base.

Councillor Stonham sent apologies.
696/ February 2025 Items raised by Councillors for future agenda
Councillor Wilson noted that the condition of Ingham Lane was deteriorating.
697/ February 2025 Interim Audit
Councillors reviewed the report and the recommendations will be adopted. Councillors thanked the Clerk for the hard work that he puts in. Councillors RESOLVED unanimously to pay the interim audit fee (Local Government Act (LGA) 1972, section 151).

Councillors RESOLVED unanimously to pay electronic payments e106-111. Two non-signatory Councillors signed the HSBC bank statement to confirm the balance at 21st January 2025 of £15,899.90 and Scottish Widows statements balances at 1/1/25 of £30,347.31 and £3,551.83.
699/ February 2025 Draft budget
Councillors reviewed the budget document. Councillors RESOLVED unanimously to finalise the budget for 2025/26.
700/ February 2025 Planning Matters to be Reported and Considered
There were no new planning applications to review.
701/ February 2025 MUGA and Car Park
Councillors RESOLVED unanimously to form a working party to work on ideas for the scope of the MUGA project which includes HW, SL, PB, GS and SJ.
702/ February 2025 Neighbourhood Plan
The Clerk said that Openplan are targeting the end of February to submit the plan to WLDC for their review.
703/ February 2025 Policy review and adoption
Following review of the documents Councillors RESOLVED unanimously to adopt the updated Publication scheme, Grant Awarding, Co-Option and Training and Development policies.
704/ February 2025 Annual Planner
Councillors suggested to add meeting dates to the document.
705/ February 2025 Community Heroes
Councillors agreed that there should be award for community members. The District Councillor said he would be happy to contribute funds to this. Councillor Nicholson agreed to send a template.
706/ February 2025 Correspondence Received
All correspondence was discussed as part of agenda items except for a message from LCC about adopting the new grass cutting agreement. Councillors agreed that the Clerk should sign and return this. The road closure of Long Lane on 26th February was also noted. A letter from the flooding officer was discussed and the Clerk was asked to contact him to discuss it.

The next meeting of Ingham Parish Council will be on Monday 10th March 2025.
