Minutes of the Meeting of Ingham Parish Council
Date: Monday 11th March 2024
Venue: Ingham Village Hall
Attendance: Councillors: M. Nicholson, H. Wilson, S. Lee, N. Brown, T. Miller, S. Jacklin and P. Bell. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker) and District Councillor Patterson.

451/ March 2024 Consideration of public session matters
None.
452/ March 2024 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)
453/ March 2024 Village Caretaker’s report
The Village Caretaker reported that the play park roundabout had been fixed under warranty by Kompan and there are some slabs protruding close to Sycamore House. Councillor Miller said there are some signs of subsidence in some areas of the Play Park surface. The Clerk will report this to Kompan.
454/ March 2024 Notes of the Meeting of Ingham Parish Council held on the 5th February 2024 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of 5th February 2024.
455/ March 2024 Police statistics review
The Clerk said there was one new incident reported in January. Councillor Lee said there had been a crash at Crossways recently. Councillor Wilson also noted a crash at the A15/ Ingham Lane junction.
456/ March 2024 Clerk’s report on matters outstanding
Road across The Green – a response from Highways is awaited however they have indicated that they would be prepared to undertake an interim measure. Play Area contract – solicitors are concluding the proceedings; Speed sign – the new sign has been received. The average speed on Lincoln Road in February was 27.9 mph with a high speed of 54.8mph; Openreach manhole – action is awaited. Crossways sign – a replacement Give Way sign is awaited; Commemorative Tree – Councillors will pursue this once tree works are complete; Grange Lane pot holes – reported to Highways; Defibrillator Training – training is scheduled for 24/4. A message to residents will be included in Village Venture. The Clerk also noted that there is a new regional contact at Kompan and a meeting will be scheduled to meet him. Also, the end of grant report form is due to be sent to Groundwork UK with respect to the Neighbourhood Plan.

District Councillor Patterson reported that Council Tax will increase by 2.9%, large bins are available, an extra road sweeper is being purchased.

Councillors RESOLVED unanimously to make payments E045-E048. The Chairman signed the bank statement to confirm the balance at 21st February 2024 of £18,892.92.
462/ March 2024 Budget 2024/25
Councillors reviewed the budget for the forthcoming financial year and RESOLVED unanimously to finalise this budget. Councillors RESOLVED unanimously to request quotations for the grass cutting of the village following notice that the current contractors can no longer continue.
463/ March 2024 Planning Matters to be Reported and Considered
147894, Church View, Church Hill, Ingham, Lincoln, Lincolnshire, LN1 2XW, replacement of existing porch, new openings, new pitched roof to the existing garage, rendering two external elevations, replacing part of the existing conservatory, and adding brick slips to existing brickwork – Councillors agreed to say it is contrary to the draft Neighbourhood Plan.
147980, 84, Lincoln Road, Ingham, Lincoln, Lincolnshire, LN1 2XF, two storey side extension. Surface water should not drain into the foul sewer.
147819, Walnut House, 2, Grange Lane, Ingham, Lincoln, Lincolnshire, LN1 2YD, erect detached garage and boot room- amended – Councillors agreed to say that the garage should not be used as a separate dwelling and surface water should not drain into the foul sewer.
464/ March 2024 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready.
465/ March 2024 Multi Use Games Area and car park surface
Councillors RESOLVED unanimously to form working party comprising Councillors Lee, Stonham, Wilson and Bell.
466/ March 2024 Neighbourhood Plan
Councillor Nicholson provided an update noting the start of the 6 week regulation 14 public consultation.
467/ March 2024 Solar Farm Proposals
Councillor Nicholson noted that it is expected that solar companies will have to provide large funding to local communities.

The District Councillor provided an update.
469/ March 2024 Rosk Assessment reports review and adoption
Councillors RESOLVED unanimously to accept the risk reports Annual Review of Councillor Activities 2024, Annual Risk Assessment Review 2024, Annual Review of the Systems of Internal Control 2024, Annual Review of the Effectiveness of the Systems of Internal Control 2024 and Asset Register.
470/ March 2024 Village Venture
It was reported that the editor and administrative assistant will be leaving their position this year.
471/ March 2024 Bowls Club request
Councillors asked the Clerk to direct the Bowls Club to the grant awarding policy.
472/ March 2024 Little Acorns request
Councillors RESOLVED unanimously to allow the use of the car park on 21st April.
473/ March 2024 Parishioner complaint dog fouling
Councillors agreed that dog fouling was worsening and that the parishioner should try to obtain evidence and forward this to the District Council.
474/ March 2024 Correspondence Received
All correspondence was discussed as part of agenda items except for information about an upgrade to an O2 mast. Councillors noted no objections.
475/ March 2024 Date of the next Parish Council Meeting
The next Meeting of Ingham Parish Council will be on Monday 22nd April 2024.
