Minutes of the Meeting of Ingham Parish Council
Date: Monday 17th March 2025
Venue: Ingham & Cammeringham Village Hall
Attendance: Councillors: M. Nicholson, H. Wilson, G. Stonham, T. Miller and P. Bell. Also attending: G. Monks (Clerk), County Councillor Butroid and District Councillor Patterson.
708 March 2025 Apologies for absence
Councillors S.Jacklin, S. Lee, N. Brown & M. Couzens (Village Caretaker).
709/ March 2025 Consideration of public session matters
None.
710/ March 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.
711/ March 2025 Floodlights
The member of the public was not present and this was therefore deferred.
712/ March 2025 Village Caretaker’s report
The Village Caretaker sent apologies.
713/ March 2025 Notes of the Meeting of Ingham Parish Council held on the 10th February 2025 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 10th February 2025.
714/ March 2025 Notes of the Personnel Committee held on the 12th December 2024 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of the Personnel Committee on 12th December 2024.
715/ March 2025 Police statistics review
There were four new incidents in Ingham during January.
716/ March 2025 Clerk’s report on matters outstanding
Play Area contract – solicitors are concluding the proceedings. Subsiding play surface –the repair will take place in April. The Clerk will ask if this can be done outside of Easter holidays; Crossways/ Cadent - The County Councillor provided a report noting that the lines and Give Way signs around the Crossways junction will be renewed in March/ April.
717/ March 2025 P3 Liaison Officer report
Councillor Stonham reported that all footpaths were ok.
718/ March 2025 District Councillor report
It was reported that the grants scheme will continue for 2025/26, a food collection service will be rolled out to businesses soon and Scampton base purchase is on track. Councillor Wilson requested a road sweep.
719/ March 2025 County Councillor report
There was discussion about the proposed Crossways signage and the County Councillor confirmed that the Parish Council could object if they wanted to.
720/ March 2025 Items raised by Councillors for future agenda
Councillor Nicholson would like an agenda item to object to the Crossways new signage. Councillor Bell raised the idea of more defibrillator training.

Councillors RESOLVED unanimously to pay electronic payments e112-115. The Chairman signed the HSBC bank statement to confirm the balance at 21st February 2025 of £17,579.24.
722/ March 2025 Nicholsons Pension Scheme
Councillors RESOLVED unanimously to request Nicholsons to set up a pension scheme with NEST.
723/ March 2025 Scottish Widows signatory change
Councillors RESOLVED unanimously to request that Gavin Monks (Clerk/RFO) complete a details amendment form for both Scottish Widows savings accounts (51288390099 & 51288400099) to request the removal of K Wagstaff, D Howe, J Baker and M. Dickinson as signatories and to set up Mr H. Wilson and Mrs G. Stonham as new signatories and to send a covering letter that confirms that the Parish Council agree to this and that the current signatories are uncontactable.
724/ March 2025 Planning Matters to be Reported and Considered
WL/2025/00174, 2 Farriers Courtyard Ingham Lincoln Ln1 2fb, single storey extension to the rear of the existing dwelling – Councillors agreed to make a comment that surface water should not drain into the foul sewer.
725/ March 2025 Risk Assessment
The Clerk presented a report undertaken on 17th March that found no operational risk concerns with equipment but noted the known issues with the subsiding play surface and roundabout. Defibrillators are emergency ready.
726/ March 2025 Play Area Surface Repair
Councillors RESOLVED unanimously to ratify the decision to request HAGS to undertake play surface repairs.
727/ March 2025 MUGA and Car Park
The working group will let the Clerk know the dates that they wish to meet with a play equipment provider.
728/ March 2025 Neighbourhood Plan
The Clerk said that Openplan are about to submit the plan to WLDC.
729/ March 2025 Risk Assessment reports review and adoption
Councillors RESOLVED unanimously to accept the risk reports Annual Review of Councillor Activities 2025, Annual Risk Assessment Review 2025, Annual Review of the Systems of Internal Control 2025, Annual Review of the Effectiveness of the Systems of Internal Control 2025 and Asset Register.
730/ March 2025 Little Acorns Summer Fair
Councillors RESOLVED unanimously to allow the use of the car park, playing field and The Green for the event on 21/6/25.
731/ March 2025 Parishioner Email
Councillors noted the issue of cars parking on verges and instructed the Clerk to contact the parishioner to suggest that he contact Highways about this.
732/ March 2025 Grass Cutting
The Clerk confirmed that the first cut had been requested for March and then every 2 weeks until instructed otherwise.
733/ March 2025 Correspondence Received
All correspondence was discussed as part of agenda items except for a traffic restriction on Ingham Lane on 7th April and the revised Annual Planner.
734/ March 2025 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 24th April 2025.
