Minutes of the Meeting of Ingham Parish Council
Date: Monday 13th January 2025
Venue: Ingham & Cammeringham Village Hall
Attendance: Councillors: N. Brown, H. Wilson, S. Jacklin, S. Lee and P. Bell. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).
668/ January 2025 Apologies for absence
Councillors M. Nicholson, G. Stonham & T. Miller. Also, County Councillor Butroid and District Councillor Patterson.
669/ January 2025 Consideration of public session matters
None.
670/ January 2025 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting). None declared.
671/ January 2025 Village Caretaker’s report
The Village Caretaker reported that he had removed the lights on the Christmas Tree and removed some branches at the old pond site. The flagpole on the village green has also been repaired.
672/ January 2025 Notes of the Meeting of Ingham Parish Council held on the 16th December 2024 to be approved as the Minutes
Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 16th December 2024.
673/ January 2025 Police statistics review
There were six new incidents in Ingham.
674/ January 2025 Clerk’s report on matters outstanding
Play Area contract – solicitors are concluding the proceedings. The Clerk has chased the headteacher for progress; Subsiding play surface – the Clerk has asked HAGS to quote for the repair; Savings Account – the Clerk is reviewing account options; Dog Bins – reported to WLDC; Interim Audit – this has been completed and will be presented at the next meeting; Litter bin Long Lane – reported to WLDC; Dog Fouling – new enforcement officers are now patrolling the area.
675/ January 2025 P3 Liaison Officer report
Councillor Stonham sent apologies.
676/ January 2025 Items raised by Councillors for future agenda
Councillor Bell asked whether flooding should be an agenda item. The Clerk will add a link to flooding advice on the website. Councillors formally thanked a parishioner who regularly clears the drains adjacent to the Village Green.
Councillor Lee asked about an annual planner for events in Ingham. The Clerk is producing this.

Councillors RESOLVED unanimously to make payment of electronic payments e099 and e103-105. The Chairman signed the bank statement to confirm the balance at 21st December 2025 of £19,068.54.
678/ January 2025 Draft budget and Final Precept
Councillors reviewed the budget document. Councillors RESOLVED unanimously to request a 4% increase in value being £26,372, which will raise the Parish Council element of the average council tax bill by 2%.
679/ January 2025 Savings Accounts
The Clerk reported that there were no better savings accounts that can be found at the moment. This will be kept under regular review.
680/ January 2025 Planning Matters to be Reported and Considered
WL/2024/01045, 5 West End Ingham Lincoln, Ln1 2xy, Alterations and Extension to dwelling with new detached garage. Councillors agreed to return comments of surface water should not drain into the foul sewer and materials should be in keeping with the character area as defined in the emerging neighbourhood plan.
680/ January 2025 MUGA and Car Park
The Clerk reported that he had met with the headteacher of Ingham Primary school to discuss the use of the top playground. Councillors felt that it would be appropriate to review the scope of the project to assess this and the use of the playing field as well as the Tennis Court.
681/ January 2025 Neighbourhood Plan
The Clerk said that the requested documents have been sent to Openplan and their response is awaited. He will follow this up with them.
682/ January 2025 Cadent Barrier
The response from Cadent was discussed which noted that there was no finalisation to the plan to update the protection around the gas governor. The Clerk will respond to say that this is an important view into the village and the Parish Council would like to be consulted on the plans when they arise.
683/ January 2025 LALC subscription
Councillors RESOLVED unanimously to renew the membership for the forthcoming year at a cost of £294.60. (LGA 1972 S143)
684/ January 2025 Annual Training Scheme
Councillors RESOLVED unanimously to renew the training scheme membership for the forthcoming year at a cost of £162. (LGA 1972 S143)
685/ January 2025 Trees on Saxon Way
Councillors agreed that the invoice for the tree work should be paid. The replacement of the felled tree was not thought necessary due to the number of trees that are already present in this space. There was discussion about the introduction of a real Christmas Tree on The Green. (Highways Act 1980, section 96)
668/ January 2025 Correspondence Received
All correspondence was discussed as part of agenda items.
687/ January 2025 Date of the next Parish Council Meeting
The next meeting of Ingham Parish Council will be on Monday 10th February 2025.
