Minutes of the Meeting of Ingham Parish Council

Date: Monday 10th June 2024   

Venue: Ingham Village Hall

Attendance: Councillors:  M. Nicholson, H. Wilson, S. Lee, N. Brown, S. Jacklin, G. Stonham and P. Bell. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), and 1 member of the public.

 

547/ June 2024 Apologies for absence

548/ June 2024 Consideration of public session matters

None.

549/ June 2024 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

550/ June 2024 Village Caretaker’s report

The Village Caretaker reported that he had repaired bins on Saxon Way open space and at the Hollow.  The new speed sign has been erected on Lincoln Road and the old sign moved to Church Hill.  A hole on the footpath close to the sewage works has been filled.

551/ June 2024 Notes of the Annual Meeting of Ingham Parish Council held on the 20th May 2024 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the annual meeting of Ingham Parish Council on 20th May 2024.

552/ June 2024 Police statistics review

There were no incidents during April.

553/ June 2024 Clerk’s report on matters outstanding

Play Area contract – solicitors are concluding the proceedings; The average speed on Lincoln Road in May was 28.1 mph with a high speed of 50.5mph; Grange Lane pot holes – reported to Highways; Subsiding play surface – there will be a site meeting on 12th June with Kompan; Village Hall light – works scheduled to fix.  The Clerk also reported that the condition of the Methodist Chapel has been reported to planning enforcement, the trees overhanging Long Lane have been reported to the adjacent landowners, External Audit documents have been submitted and the period of public rights has begun. Councillors agreed that Hugo Fox could use the car park on a Saturday to sell milkshakes.

554/ June 2024 P3 Liaison Officer’s report

Councillor Stonham reported that there is rubbish on the verge of Stow Lane, close to the footpath to the car park.  The Clerk will report this as fly tipping.  There have been campers on the old camp site.  The fieldpaths to Fillingham are very uneven.  The seats on the Tennis Court and The Green need a clean.

555/ June 2024 Items raised by Councillors for future agenda

Councillor Brown noted that Village Venture may have found two new editors.  Councillor Lee noted that Christmas Lights should be on the next agenda along with grass cutting.

Councillors RESOLVED unanimously to make payments E063-E070. The Chairman signed the bank statement to confirm the balance at 21st May 2024 of £33,329.01.

559/ June 2024 Planning Matters to be Reported and Considered

None to consider.

560/ June 2024 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready.

561/ June 2024 Multi Use Games Area and car park surface

Councillor Stonham said that there is funding available from Sport England up to £15,000.  QR codes for the survey will be put on the noticeboards and Facebook.

562/ June 2024 Neighbourhood Plan

A meeting of the steering committee and Openplan to review the public responses is expected soon.

563/ June 2024 Solar Farm Proposals

Councillors noted that the Tillbridge proposal will be coming forward soon.

564/ June 2024 Scampton Base

There was no update.

565/ June 2024 Tree Survey

Councillors reviewed the report of trees on Saxon Way open space and noted that one tree needs to be felled.  The Clerk will request quotations for these works.

566/ June 2024 Bowls Club

Councillors reviewed the grant application from the Bowls Club and noted that running costs should not be included.  They will be asked to amend their request and resubmit it.  Councillor Lee will produce a proforma for Councillors to tick off when reviewing applications.

567/ June 2024 Nicholsons Professional Fees

Councillors RESOLVED unanimously to accept the revised conditions and for the Clerk to sign and return the agreement.

568/ June 2024 Correspondence Received

All correspondence was discussed as part of agenda items except for a letter about the Highways agreement with LCC.

569/ June 2024 Date of the next Parish Council Meeting

The next meeting of Ingham Parish Council will be on Monday 15th July 2024.
