Minutes of the Meeting of Ingham Parish Council

Date: Monday 5th February 2024            

Venue: Ingham Village Hall

Attendance: Councillors:  M. Nicholson, G. Stonham, H. Wilson, S. Lee. Also attending: G. Monks (Clerk) and County Councillor Butroid.

 

424/ February 2024 Apologies for absence

Councillors N. Brown, T. Miller, S. Jacklin, P. Bell & M. Couzens, District Councillor Patterson.

425/ February 2024 Consideration of public session matters

None.

426/ February 2024 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

427/ February 2024 Village Caretaker’s report

The Village Caretaker sent apologies. The Clerk said that there had been flooding reported at the end of the footpath from Grange Lane to Fillingham.

428/ February 2024 Notes of the Meeting of Ingham Parish Council held on the 8th January 2024 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of 8th January 2024.

429/ February 2024 Police statistics review

The Clerk said there were no incidents reported in December.

430/ February 2024 Clerk’s report on matters outstanding

Road across The Green – a response from Highways is awaited however they have indicated that they would be prepared to undertake an interim measure.  Play Area contract – solicitors are concluding the proceedings; Speed sign – the new sign has been received.  The average speed on Lincoln Road in January 24 was 27.9 mph with a high speed of 54.8mph; Openreach manhole – action is awaited. Crossways sign – a replacement Give Way sign is awaited; Pot holes on road across the Green – repaired by LCC, Defibrillator Training – a provisional date of 24/4/24 has been agreed, Long Lane drains – reported and works scheduled.  The Clerk has also reported to Kompan that the roundabout on the play park is sticking.  This will be fixed using the warranty.  The Clerk thanked Councillor Wilson for clearing tree debris from the High Street.

There was discussion about the alteration to the s106 for the planning on the old scrapyard.  Councillors agreed that whilst there was a good case for piping, it would require Anglian Water to agree to the long term maintenance.

431/ February 2024 P3 Liaison Officer’s report

Councillor Stonham reported there had been some random patching undertaken on Long Lane.  Also the finger post has now been replaced at the end of Long Lane.  The fields are generally muddy.  The Clerk will contact Green Grass Contracting to make them aware of the daffodils on The Green.

Councillor Nicholson asked that the request from the Bowls Club be included on the next agenda.

435/ February 2024 Village Hall Light

Councillors RESOLVED unanimously to ask Bright Spark Electrical to repair the light (Power to light roads and public spaces: Parish Councils Act 1957 s 3:Highways Act 1980, s 301: Local Government Act 1972,Sched. 14 para 27).

Councillors RESOLVED unanimously to make payments E041-E044. The Chairman signed the bank statement to confirm the balance at 21st January 2024 of £20,265.70.

437/ February 2024 Budget 2024/25

Councillors reviewed the budget for the forthcoming financial year. 

438/ February 2024 Planning Matters to be Reported and Considered

147819, Walnut House 2 Grange Lane Ingham Lincoln  LN1 2YD, erect detached garage and boot room – Councillors objected due to the proposal being too close to a narrow road, near a dangerous junction, with a narrow footpath without enough space for additional car parking.

147799, 2 Fieldside Ingham Lincoln LN1 2XH, erect 1no. bungalow with integral single garage being to vary conditions 3, 4, 5 & 8 and remove condition 7 of planning permission 138305 granted 26 October 2018 - amended design & materials – Councillors objected due to the increase in ridge height and impact on neighbouring properties.

439/ February 2024 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready.

440/ February 2024 LALC Subscription

Councillors RESOLVED unanimously to renew the membership for 24/25.

441/ February 2024 LALC Training Subscription

Councillors RESOLVED unanimously to subscribe to the LALC training scheme for 24/25.

442/ February 2024 Multi Use Games Area and car park surface

Councillor Stonham presented a draft application form for review.  The Clerk will find age groups for the village.

443/ February 2024 Neighbourhood Plan

Councillor Nicholson provided an update and Councillors reviewed the draft neighbourhood plan.  There were no observations made.

444/ February 2024 Solar Farm Proposals

There was no update.

445/ February 2024 Scampton Base

County Councillor Butroid updated Councillors.

446/ February 2024 Policy Review and adoption

Councillors RESOLVED unanimously to adopt the amended Standing Orders, Financial Regulations, Publication Scheme, Grant Awarding Policy, Co-Option policy and procedure and Training and Development policy.  The Clerk will create a grant award pro forma.  Councillors RESOLVED to create a personnel committee which includes Councillors Lee and Nicholson.

447/ February 2024 Village Venture

The update was noted.

448/ February 2024 Correspondence Received

All correspondence was discussed as part of agenda items except for information about the mobile library service.  This will be posted on the Parish Council noticeboard.

449/ February 2024 Date of the next Parish Council Meeting

The next Meeting of Ingham Parish Council will be on Monday 11th March 2024.
