Minutes of the Meeting of Ingham Parish Council

Date: Monday 4th November 2024

Attendance: Councillors:  H. Wilson, N. Brown, G. Stonham, T. Miller and P. Bell. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker).

 

599/ November 2024 Apologies for absence

Councillors M. Nicholson, S. Jacklin and S. Lee. Also, County Councillor Butroid and District Councillor Patterson.

600/ November 2024 Consideration of public session matters

None.

601/ November 2024 Declarations of interest from members in accordance with the Local Government Act (members may make declarations of interest and dispensations at this point but may also make them at any time during the course of the meeting)

602/ November 2024 Village Caretaker’s report

The Village Caretaker reported the has assisted with fixing the flagpole on The Green.  The playing field gate will be unlocked in preparation for Bonfire Night.

603/ November 2024 Notes of the Meeting of Ingham Parish Council held on the 4th September 2024 to be approved as the Minutes

Councillors RESOLVED unanimously to approve the Minutes of the meeting of Ingham Parish Council on 4th September 2024.

604/ November 2024 Police statistics review

There were two incidents during September in Ingham.

605/ November 2024 Clerk’s report on matters outstanding

Play Area contract – solicitors are concluding the proceedings; Speed data - The Lincoln road average in 22.92 mph, average out 24.54mph with high speeds in 45mph and out 76mph, Church Hill average 35.5mph, high 64.8mph; Subsiding play surface – Kompan have offered to repair for £3000, other contractors require £200 for a site visit. The Clerk will clarify the warranty status should any fix be agreed to and find whether there could be any reoccurrence – agenda item at the next meeting, Savings Account – Unity Trust current offer a rate of 2.76% for instant access – to be an agenda item at the next meeting, Salary rate increase – agenda item at the next meeting.  The Clerk has arranged for the Village Hall light to be looked at and Wessex Way road and footpaths have now been formally adopted by LCC.

606/ November 2024 P3 Liaison Officer’s report

Councillor Stonham reported that around 1000 daffodils were planted on The Green recently.

607/ November 2024 Items raised by Councillors for future agenda

Councillor Miller reported that the street light outside the shop is out – the Clerk will report this to LCC. It was also noted that the repairs to the house on West End, within the conservation area, may not have been agreed by West Lindsey Planning.  The Clerk will politely enquire.

Councillors RESOLVED unanimously to make payments E084-E094. The Chairman signed the bank statement to confirm the balance at 21st October 2024 of £22,648.21 and Scottish Widows savings statements at 1/10/24 of £30,235.11 and £3,538.70.

611/ November 2024 Draft budget 2025.26

Councillors were reminded to inform the Clerk of any budgetary items to include.

612/ November 2024 Planning Matters to be Reported and Considered

None

613/ November 2024 Risk Assessment Play Area and Playground

The Clerk presented the report which noted that equipment was operationally safe and the defibrillators were emergency ready.  The Caretaker will check the bolts on the cat spring.

614/ November 2024 Multi Use Games Area and car park surface

The Clerk will ask Councillor Nicholson to send the questionnaire response details to him.

615/ November 2024 Car Park surface

There was discussion about cost and scope and it was agreed that it should include drainage and resurface up to the junction with the road across The Green.  The Clerk will look into the application for National Lottery grant.

616/ November Neighbourhood Plan

The content of the plan is being finalised in partnership with Openplan.

617/ November 2024 Solar Farm Proposals

Councillors noted that the Tillbridge proposal is currently in the consultation stage.

618/ November 2024 Crossways Incident

Councillors said they had not been made aware of any options being considered for improving the junction.   The Clerk will ask for details from County Councillor Butroid and find out the plans that Cadent have in terms of the appearance of the new barrier.

619/ November 2024 Remembrance Day

Councillors RESOLVED unanimously to purchase two wreaths from Royal British Legion. (Free Resource     Power to incur expenditure not otherwise authorised on anything which in the council's opinion is in the interests of the area or part of it or all or some of the inhabitants LGA 1972, section 137)

620/ November 2024 Grass Cutting

The Clerk said that Green Grass Contracting had provided a quotation and that two other contractors have refused to provide quotations.  The Clerk will ask for the terms for a 3 year deal from Green Grass Contracting

621/ November 2024 Christmas Tree and Lights

The Councillors RESOLVED unanimously to purchase a tree from Fillingham Trees which should be delivered by 4th December with lights to be switched on on 7th December. (Free Resource              Power to incur expenditure not otherwise authorised on anything which in the council's opinion is in the interests of the area or part of it or all or some of the inhabitants LGA 1972, section 137)

622/ November 2024 Play Area rent

Councillors considered the response from the school governors and the Clerk will ask them the level of increase that they can afford.  They should be invited to attend a meeting to discuss.

623/ November 2024 Archive

The Clerk updated Councillors  and he will request a meeting with the school headteacher and the Chair of the Village Hall Committee to agree a way forward..

624/ November 2024 Vendors at the car park

Councillors already consider local businesses when deciding whether to allow the use of the car park by mobile vendors.

625/ November 2024 Poo Bag dispenser

Councillors decided that these were not required currently.  Councillor Stonham will send the Clerk details of poo bins that need replacement.

626/ November 2024 Playing Field Hedge Cut

Councillor Wilson agreed to arrange for a hedge cut.

627/ November 2024 Correspondence Received

All correspondence was discussed as part of agenda items except for a letter outlining details of a new TPO at Ingham House.

628/ November 2024 Date of the next Parish Council Meeting

The next meeting of Ingham Parish Council will be on Monday 18th November 2024.
