Attendance: Councillors: M. Nicholson, N. Brown, S. Jacklin, P. Bell, G. Stonham and H. Wilson. Also attending: G. Monks (Clerk), M. Couzens (Village Caretaker), District Councillor Patterson.
498/May 2024 Election of Chairman
Councillors RESOLVED unanimously to elect Councillor Mark Nicholson as Chairman. Councillor Nicholson accepted.
499/May 2024 To receive the Chairman’s Declaration of Acceptance of Office
Councillor Nicholson signed the Declaration of Acceptance of Office form.
500/May 2024 Election of Vice Chairman
Councillors RESOLVED unanimously to elect Councillor Nick Brown as Vice-Chairman

505/May 2024 Village Caretaker’s report
The Village Caretaker reported he had undertaken litter picking and safety checks of equipment. He noted that the shut the gate sign for the play park was broken, there is a hole in the footpath close to the sewage works, the village entry signs have been treated, the tree guards are difficult to move but he will try and new slabs had been added in front of the play area pavilion.

Councillors RESOLVED unanimously to appoint Gavin Monks as Safety Officer, Councillor Stonham as P3 Liaison Officer, Councillor Jacklin as Ingham & Cammeringham Village Hall Representative, Councillor Brown as Village Venture representative, Councillor Jacklin as Ingham Practice Patients Group Representative, Councillor Brown as Councillor responsible for GDPR, Councillor Nicholson as Remembrance Day representative and Councillors Brown, Stonham and Nicholson as Neighbourhood Plan Steering Group members.

Councillors RESOLVED unanimously to continue with the LALC arranged Internal Auditor.

517/May 2024 Adopt the section 137 limit 2024/25
Councillors RESOLVED unanimously to adopt the s137 limit of £10.81 per person on the electoral role.
518/May 2024 Police statistics
The Clerk presented the statistics showing 1 new incident during March 2024.
519/May 2024 Clerk’s report on matters outstanding
The Clerk reported: Road across The Green –Highways indicated that they would be prepared to undertake an interim measure. Play Area contract – solicitors are concluding the proceedings; Speed sign – the new sign has been received and the pole is due to be installed on Lincoln Road. The average speed on Lincoln Road in April was 28.4 mph with a high speed of 54.7mph; Commemorative Tree – this was an agenda item; Grange Lane pot holes – reported to Highways; Subsiding play surface – reported to Kompan who have said it doesn’t meet their policy. The Clerk will push back; Village Hall light – works scheduled to fix. Councillors also agreed to allow the school to arrange for a climbing wall on the car park in June.
520/May 2024 P3 Liaison Officer’s report
Councillor Stonham reported that the condition of footpaths is generally improving and dog fouling is being marked with pink spray. There is litter on the verge on Stow Lane and the dog bin is full at the footpath connecting Stow Lane and the car park. A new fence has been put up adjacent to Ingham House and nettles have been sprayed. The fence around the paddock close to Ingham House has also been replaced. Grass cuttings have been left adjacent to the footpaths next to Grange Lane. The footpaths to Fillingham and the Kennels have not yet been reinstated after ploughing. The bridleway to Fillingham is overgrown. The Stop sign at the junction of Grange Lane and Church Hill is bent and needs cleaning. The Clerk will report this to LCC Highways.
521/May 2024 Items raised by Councillors for future agenda
Councillor Wilson noted that the trees close to Long Lane opposite ethe caravan site were hanging low and across cables. The Clerk will report this to the landowner.

County Councillor Butroid sent apologies.

524/May 2024 Data Protection Fee
Councillors RESOLVED unanimously to pay the data protection fee of £40.
525/May 2024 Annual Insurance Renewal
Councillors RESOLVED unanimously to renew the policy with Aviva for 2024/25 on a 3 year deal at a cost of £766.
526/May 2024 Internal Audit Report
The Internal Audit report found no issues with the Parish Council accounts but did advise that we should spend the remaining 55p petty cash.

The Clerk noted that the Council do not meet the criteria for exemption. Councillors RESOLVED unanimously to not seek an exemption.
532/May 2024 Approval of The Annual Governance Statement
Councillors RESOLVED unanimously to approve the Annual Governance Statement 2023/24. The Chairman signed the form.

Councillors considered the Accounting Statements 2023/24.

537/May 2024 Risk Assessment Play Area and Playground
The Clerk presented the report which noted that equipment was operationally safe. The defibrillators are operational and emergency ready. The Clerk will purchase a ‘please shut the gate’ sign for the playing field gate and a ‘no dogs allowed’ sign for the Tennis Court gate.
538/May 2024 Neighbourhood Plan
Councillor Nicholson said that the 6 week consultation is now complete and comments received will now be considered and the plan adjusted where necessary.
539/May 2024 Multi Use Games Area
Councillors reviewed the draft tender document.
540/May 2024 Solar Proposals
There was conversation about the Tillbridge proposal.
541/May 2024 Play Area rent
Councillors RESOLVED unanimously to request an increase in rent commensurate with the inflationary change over the last 15-20 years.
542/May 2024 Tree Survey
Councillors RESOLVED unanimously to request a tree survey of Saxon Way open space trees.
543/May 2024 Commemorative Tree
Councillors discussed the idea of a commemorative forest for the trees on the playing field.
544/May 2024 Summer Fair
Councillors RESOLVED unanimously to allow the use of the playing field, Green and car park for the summer fair providing that these areas are returned to their original condition after the event and the organisers arrange appropriate insurance.
545/May 2024 Correspondence Received
All correspondence was discussed as part of agenda items with the exception of confirmation of the election of the Police and Crime Commissioner.

The next Meeting of Ingham Parish Council will be on Monday 10th June 2024.
