Minutes 3/9/20

Sites Assessment

Having received the Sites Assessments Analysis there was discussion about when to release these and the next steps.

Steve Kemp said it is an independent objective assessment of the sites put forward and these should be presented to the community. 

The current estimate for the Central Lincolnshire Local Plan to define the growth requirement for Ingham is October.  Steve Kemp will double check this.

Steve Kemp noted that a good way to influence planning decision is to include a design code within the Neighbourhood Plan.

Action: Circulate the Sites Assessment report to landowners that submitted plots and publish on the website.  A note will also be placed on the noticeboard informing residents of this.

Action: Send the Sites Assessment report to WLDC.

Action: It was agreed to have 3 * 2 hour long meeting, inviting c.30 residents at the Village Hall and an additional virtual meeting for those that prefer this format so that the community can view the report and offer feedback.  This will be arranged as soon as practicable.

Green Space Assessment

John Bayes thanked members for producing the information.  This has been collated into one document.  John will request additional/ missing photos by email from individuals for the report.  Some of the identified areas can qualify as ‘Local Green Space’ such as the Green, Park and Field, Pocket Park space at Lincoln Road and the Pond Site.  This provides extra protection for these spaces.

Other spaces may be identified as ‘community aspirations’ for green space development in the plan.

Action: Green Space templates will be sent through by John for completion for these sites.

Next Steps

Openplan have continued to draft the plan and are in the final stages of evidence gathering. 

An Important Views assessment needs to be undertaken.

The Draft Housing Needs Assessment has been circulated to group members.  If there are any further comments then please send these to the Clerk by Wednesday 9th September.

Action: The Clerk will pursue a grant to cover the cost of a design code designation to be undertaken by Openplan.  Openplan will provide a quotation for this cost.

Action:  The Clerk will apply for the Strategic Environmental Assessment technical package provided by AECOM.                                 Meeting ended 20.30
